Lawan inaugurates ad hoc committee on national security

0

President of the Senate, Ahmad Lawan has inaugurated the Senate Ad hoc Committee on Security Challenges and stressed the urgent need to restructure, review and reorganise the Current Security Architecture.

The ceremony was performed on Tuesday by the President of the Senate at the National Assembly.

The Senate had on Jan. 29 set up the ad hoc committee to engage security agencies on the level of insecurity in the country and report back to the upper chamber within two weeks.

According to Lawan, the committee was set up because of the relevance the legislature attached to the issues connected with national security.

“The constitution guarantees protection of life and property of every Nigerian and the Government’s commitment to upholding the same.

“It is well known that Security Sector Governance (SSG) aims at elaborating rules that set standards for state and human security by applying the principle of good governance to the security sector.

“This makes security provision, oversight and management more effective and more accountable, within the framework of democratic civilian control.

“It means that institutions fulfil their respective roles and responsibilities to a high professional standard based on Good Security Sector Governance standard and best practices,” he said.

Lawan said that certain fundamental principles must be adhered to in order to ensure that the provision of security was underpinned by democratic values.

He further said that the legislature was seeking a security sector reform that would transform the security sector and assign roles and responsibilities in a manner that was consistent with democratic norms and the principles of good governance.

He said that these principles included respect for the rule of law, transparency, accountability, and public trust.

“The Nation must initiate the process to formulate or re-orient the policies, structures and capacities of institutions and groups engaged in the security sector in order to make them more effective, efficient, accountable, and responsive to democratic control and to the security and justice needs of the people.

“We must recognise the interrelations between the qualities of security sector governance within the context of sustainable development as no nation can develop in the face of gross insecurity.

“All hands must be on deck to contribute towards ensuring good security sector governance that will promote peaceful and inclusive societies for sustainable development, provide access to justice for all build effective, accountable and inclusive institutions at all levels.

“I, therefore, call on the members of the Ad hoc Committee to be rigorous in their assignment in order to deepen the understanding of the nature of the security crisis, have a realistic assessment of the problem and proffer workable solutions,” he said.

The 17-man committee would be chaired by the senate leader, Yahaya Abdullahi.

The General Overseer of the Living Faith Church Worldwide better known as Winners Chapel, Bishop David Oyedepo in a latest statement on Monday fired at Miyetti Allah and Boko Haram over attempt to bomb the church branch in Kaduna state on Sunday.

He raised curses on them on Monday during the Church’s Covenant hour of prayer, as the Bishop said Nigeria has never been this vulnerable. He decreed that the generation of members of Boko Haram, Miyetti Allah is cursed.

Bishop Oyedepo said, “The most irresponsible, most murderous system, is what we have today and in the name of Jesus by the Apostolic authority upon my life and Prophetic seal on my forehead, your end has come.

”We are here this morning to celebrate Jesus for delivering us from so great a death’.

”There was a failed attempt to bomb one of our Churches in Kaduna yesterday.

”This agent of the devil already entered the premises, found his way to the toilet, (but “who delivered us from so great a death”wink, was accosted and arrested.

”One, that’s a proof that God is in our midst. It shows that God is in our midst and we are here not to assume but to celebrate his faithfulness.

”To tell this Nation as they would expect me to do, the last straw that will break the back of everybody in authority, backing these callous killers has come.

”To tell everyone behind this: your days are numbered. This prophet is saying the Kingdom is taking away from you. It’s impossible for these killers to be on the loose without some authorities backing them up.

”I don’t care: Boko Haram, Miyetti Allah, whatever name you are called, I decree the curse of the Lord upon you now.

”Everyone in government, everyone in security services, that is behind these killings: YOUR END HAS COME.” he added

Buhari To Spend Abacha Loot On Lagos-Ibadan Expressway, 2nd Niger Bridge, Abuja-Kano Expressway

0

Nigeria’s Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN, has stated how the country would spend the US$308 million looted by the late former Head of State, General Sani Abacha when it is finally returned.

He said this while signing an Asset Recovery Agreement to repatriate over US$308 million of forfeited assets to Nigeria with the Government of Jersey, Nigeria and the United States of America.

A press statement published on the website of the US Embassy and Consulate in Nigeria on Tuesday quoted Malami, who signed on behalf of the Nigerian government, as saying, “As you are aware, the government of Nigeria has committed that the assets will support and assist in expediting the construction of the three major infrastructure projects across Nigeria – namely Lagos – Ibadan Expressway, Abuja – Kano Expressway and the Second Niger bridge.

He called for the civil society organizations and the Nigerian public to be involved in the monitoring of the implementation of the key infrastructure projects that will greatly enhance road transportation in the country.

Nigeria Must Repay Abacha Loot If It’s Relooted – US

0

The United States has stated that the $308m Abacha loot which will soon be repatriated to Nigeria must be placed in an account and if the money is stolen from that account, Nigeria would be made to replace it.

The Spokesperson for the US State Department, Morgan Ortagus, said in a statement that this was one of the agreements that was made between the US, Nigeria and the Island of Jersey where the funds are being kept.

The statement read in part, “The funds will be used by the Nigerian Independent Sovereign Authority for three infrastructure projects in strategic economic zones across Nigeria.

“To ensure that the funds are used responsibly and for the good of the nation, the agreement includes mechanisms for monitoring the implementation of these projects as well as external oversight, and it requires Nigeria to repay any funds lost as a result of any new corruption or fraud to the account established to hold the returned assets.

This return reflects the growing international consensus that countries must work together to ensure stolen assets are returned in a transparent and accountable manner.”

The US said the arrangement was consistent with the commitments both the US and Nigeria made under the principles agreed to at the 2017 Global Forum on Asset Recovery co-hosted by the US and the United Kingdom.

“This agreement is a symbol of the weight that the United States government places on the fight against corruption. We welcome President Buhari’s personal commitment to that fight, and we will continue to support civil society and other Nigerian efforts to combat corruption at all levels. The fight against corruption is an investment in the future of Nigeria,” the statement read.

Gen. Sani Abacha, who ruled Nigeria with an iron fist between 1993 and 1998, is believed to have diverted over $4bn from the nation’s treasury.

However, there have been rumours that the funds have not been properly managed by successive governments.
