Abia State Governor, Alex Otti, has signed into law the Abia State Centre for the Rehabilitation of Survivors of Rape, Defilement, Domestic Violence and Human Trafficking Law, 2026, marking a major step in the state’s response to gender-based violence.
The Governor assented to the bill on Monday at his office, commending the Abia State House of Assembly for what he described as a swift and diligent legislative process. He also acknowledged the contributions of his wife, Priscilla Chidinma Otti, alongside key government officials, for championing the initiative.
Governor Otti said the new law would provide structured support for survivors, while stressing that long-term efforts must focus on societal reorientation to eliminate such crimes.
He reiterated his earlier position during the commissioning of a Sexual Assault Referral Centre in Aba, expressing optimism that with sustained awareness and cultural reawakening, such facilities may eventually become unnecessary.
According to him, acts such as rape, child abuse, and human trafficking are alien to the core values of Igbo society, recalling that offenders were traditionally ostracised.
The Governor further linked the fight against social vices to economic empowerment, noting that his administration remains committed to job creation and youth engagement to reduce vulnerability to crime.
Presenting the bill for assent, Speaker of the Abia State House of Assembly, Emmanuel Emeruwa, said the legislation prioritises the rehabilitation of victims of rape and other forms of violence. He urged the executive arm to ensure effective implementation for maximum impact.
In her reaction, Mrs. Otti described the new law as a beacon of hope for women and girls in the state, emphasizing that it would not only guarantee support systems but also ensure quicker access to justice.
She expressed gratitude to the Governor, the legislature, and the bill sponsor, Hon. Chinwendu Roland, for their collective efforts in making the law a reality.
The signing ceremony was attended by the Deputy Governor, Engr. Ikechukwu Emetu, members of the State House of Assembly, the Secretary to the State Government, Chief of Staff, and other top government officials.
The new legislation is expected to strengthen institutional response to gender-based violence and provide a comprehensive rehabilitation framework for survivors across Abia State.
