Dangote Refinery May Not Significantly Reduce Petrol Price – Zainab Ahmed

Zainab Ahmed, the minister of finance, budget and national planning, says the Dangote Refinery being constructed may not significantly reduce the retail price of petrol.

Speaking in an interview with the Nigerian Television Authority (NTA), Ahmed explained that the refinery will sell its products at the international market price.

The Dangote refinery is expected to refine 650,000 barrels of oil per day (bopd) upon completion by 2021.

“What we are doing is enabling the petroleum sector to actually grow. There have been a number of refineries that have been licensed for several years. None of them was willing to start refining under the regime that we had were fuel was controlled,” the minister explained.

“The Dangote refinery is sitting within an export processing zone so they are insulated from that. When we buy fuel from Dangote, we will be buying fuel at the international market price. The only savings that we will be making is the savings of freight which is shipping.

“But we will still have landing cost; labour cost and the marketers will still have to put a margin. These refineries being those that are supposed to have come to operate can now come in because they are assured that when they produce, they can sell at market rate and recover their investments and make some reasonable profits.”

Ahmed explained that the deregulation of the downstream end of the petroleum sector means that more refineries will open, employ people and refined petroleum products will be readily available in different parts of the country rather than rely on the government for supply.

Also speaking on the programme, Timipre Sylva, the minister of state for petroleum resources, said the pump price of petrol will not drop significantly even if Nigeria is refining crude oil locally.

“The only difference that will happen if our supply was coming from in-country would have been the freight price. But whether it is coming from outside or coming from within, it will be about the same cost because when you import, the only difference is that you will have to pay the freight. But it is the same cost of crude and whether you are refining or not, you will have to pay the market price for the crude,” Sylva said.

The coalition of South East Youth Leaders, COSEYL, the apex socio-political youth group in the South East has expressed dissatisfaction over the recent increase in petroleum price and electricity tariff.

ABN TV reports that the Coalition says President Muhammadu Buhari has demonstrated that he is not a man of his words, wondering why the federal government should take such a decision as a time when there are two conflicting ex-depot price caps fixed by a yet-to-be known person.

COSEYL in a statement issued on Tuesday by the President-General, Hon. Goodluck Egwu Ibem and Secretary General, Comrade Kanice Igwe said President Buhari as an opposition leader had led a protest when past administration increased fuel price.

The Coalition says this did not come at a right time, adding that the government should offer palliative support to consumers.

“COSEYL’s anger stems from the fact that at a time there were two conflicting ex depot price caps fixed by a yet-to-be known whom, the federal government slapped such a policy on its citizens. This has, however, proven to Nigeria and Nigerians that the president of the federation who is substantive minister of petroleum is not a man of his word especially should we consider that his party led the Occupy Nigeria protest and sit-in when the previous administration had removed subsidy during Christmas and new year festivity of 2011/12.

“More lamentable is the statement credited to our state minister of petroleum that government was deregulating the downstream and midstream sector of the petroleum industry and that the policy does not represent nor reflect its position. COSEYL wishes to remind the federal government under the current administration, we now have what is termed under-recocery payment where the federal government through the NNPC markets solely the products through NNPC’s marketing subsidiary, Petroleum Products Marketing Company, PPMC. The marketers – most of whom belong to the Independent Petroleum Marketers Association of Nigeria, IPMAN, buy at ex depot price and resell to the final and local consumers cliched the common man (in the street).

“In its own release as of last Thursday, IPMAN stated unequivocally that it does not have any standing order as regards price modulation. Equally did the PPMC state almost the same thing. In a situation like this and were the federal government trying to deregulate, what then stops the Petroleum Product Price Regulation Agency, PPPRA, from coming up with definite price template. The impact was that such policy summersault as it were, led to indefinite price tag on the product with the poor bearing the brunt.

“Oil is a naturally occurring resources God and nature lavishly blessed Nigeria with but how Nigerians pay exorbitantly to consume same is, not say the least, worrisome and telling of leadership failure. There are too many implications this had on the economy. Production is said never to be complete until it reaches the door of the final consumer. The increase brought about increase in transportation cost that people, the final consumers, could not transport themselves to markets to procure goods as many farmers could not access market. All this happened when the nation was coming out of COVID-19 whose global impact on world economy is being felt everywhere; when purchasing power was declining and businesses going under as jobs were being lost.

“Equally lamentable is the case of electricity bill where previous and successive governments had been spending tax payers’ monies with no end in sight. The evils associated with the two policies of price increase are in tandem and anti-people than pro-people or pro-poor. Many artisans, informal sectors and micro industries who do not have access to electricity we’re faced with buying fuel at exorbitant price! Productivity and output has been greatly impacted negatively by this. This is not the way to go.

“COSEYL wishes to remind the federal government and by the same token the substantive minister of petroleum and president, Mohammadu Buhari to look at himself and government with the mirror of 2014/15 or reflect back in time to 2011/12 and explain to Nigeria and indigent Nigerians why it is not fully deserving of the appellation: Hypocrite” the Coalition says.

Why We Stopped Importation Of Food Into Nigeria – Buhari

President Muhammadu Buhari on Tuesday said the Federal Government stopped food importation to boost agriculture and save Nigerians from joblessness.

He stressed that practicing agriculture locally is vital in boosting productivity, reducing joblessness, and poverty in the country.

“For us to bounce back to productivity, especially in agriculture, the unemployed with many of them uneducated had to be persuaded to go into agriculture.

‘‘If we hadn’t gone back to the lands we would have been in trouble by now. That is why we virtually stopped the importation of food thereby saving jobs and foreign exchange,” the President said.

President Buhari disclosed this during a virtual meeting with members of the Presidential Economic Advisory Council (PEAC) at the State House, in Abuja,

The president also justified the government’s borrowing to finance infrastructure, asserting that his government took loans in the interest of the country to solve the dire shortfall in infrastructure.

“We have so many challenges with infrastructure. We just have to take loans to do roads, rail, and power, so that investors will find us attractive and come here to put their money,’’ the President said after listening to a presentation by PEAC chaired by Professor Ayo Salami.

He regretted that the failure to provide the infrastructure for effective transportation deprived the country of its well-deserved status as the West African hub for Air cargo transportation and trans-shipment of goods.

On the issue of the economy, President Buhari noted the challenges posed by the “collapse of the oil market” and the decision of the government to abide by the reduced oil production quota allocated by the Organisation of the Petroleum Exporting Countries (OPEC).

“We have to accept that decision; otherwise they (Middle-East producers) can flood the market and make the product unviable. So we have cooperated with what we get. With oil, we are in a difficult situation. The politics of oil is that the less you produce, the more you earn,” he said.

The President also broached the issue of the COVID-19 pandemic and how it necessitated the recent government policies as they relate to energy (electricity) and fuel.

He said the Federal Government took such decisions because it places the country above politics.

There’ll Be No Nigeria Left By 2023 – Femi Fani-Kayode

Former Aviation Minister, Femi Fani-Kayode, has said there will be no Nigeria by 2023 unless President Buhari retraces his steps in presiding over the affairs of the nation.

The former Aviation Minister made this known in a statement released via his Facebook account on Tuesday.

According to him, in Nigeria we are no longer our brothers’ keeper, adding that love, kindness and charity to our neighbours and to one another have become scarce commodities.

He also said that Nigeria has disintegrated under the leadership of Buhari.

”In 2015 I said Buhari WOULD divide Nigeria, you didn’t believe me.

”In 2017 I said Buhari HAD divided Nigeria, you didn’t believe me.

”In 2019 I said Buhari had pushed Nigeria to the BRINK of disintegration, you didn’t believe me.

”Today I say unless Buhari retraces his steps and we build bridges between ourselves, there will be no Nigeria left by 2023, you do not believe me.

”At every point over the last 5 years my words have proved to be prophetic, I have been proved right and I have been vindicated.

”Those that doubt my admonitions, counsel and words do so at their own peril and frankly it takes NOTHING from me one way or the other.

“It is the message that matters and not what you think of the messenger.

”The bitter truth is that the greatest catalyst for the disintegration of Nigeria and the most useful and prized gift to those that believe Nigeria ought to break up into pieces is Muhammadu Buhari.

“He has served their purpose very well because he has not only totally divided Nigeria and destroyed our country’s sense of national cohesion and unity but he has also butchered her, hacked her into pieces and buried her in many different locations!

”A precious egg called Nigeria was placed into his hands in 2015 but he has crushed its shell, broken its spirit and destroyed its soul.

”Today you see hundreds of thousands of sons and daughters of the South West proudly marching and demonstrating in the streets of the capitals of many of the western powers demanding for the right of self-determination and the establishment of the sovereign and the independent state of Oduduwa.

”Today you see millions of IPOB youths all over the world defying the odds, risking their lives and liberty and demanding for a referendum in the South East and the establishment of the Republic of Biafra.

”Today you see emboldened, fiery and courageous men like Obadiah Mailafia fearlessly speaking up for the millions of people in the Middle Belt who have been subjected to the indifference, callousness, wickedness, tyranny and subjugation of this Government.

”Today the people of the core north itself are speaking out in anger and saying “enough of this barbaric carnage” that they are witnessing on a daily basis in their farms and streets.

”If these matters, challenges and agitations are not handled with sensitivity, understanding, restraint, wisdom and care we may be pushed over the brink and our country may be plunged into a long, terrible and catastrophic conflict in which millions will die and no-one will win.

”Today in Nigeria we are no longer our brother’s keeper and love, kindness and charity to our neighbours and to one another have become scarce commodities.

“Sadly we have become a failed state of shattered dreams sitting on the brink of yet another civil war.

”For this alone, history will judge President Muhammadu Buhari harshly and posterity will not be kind to him.”

Akpabio Denies Accusing NASS Members Of NDDC Contracts Fraud

The Minister of Niger Delta Affairs, Godswill Akpabio, Tuesday, denied that he accused members of the National Assembly of fraud concerning contracts from the Niger Delta Development Commission, NDDC.

The minister had, during an investigative hearing at the House of Representatives, claimed that 60 percent of NDDC contracts went to the federal lawmakers.

However, as the House threatened to initiate a criminal complaint of perjury and explore the possibility of a civil defamation suit against him, Akpabio denied he ever referred to members of the 9th House of Representatives as beneficiaries of contracts in NDDC.

He noted that NDDC was yet to fully implement any budget since the commencement of the 9th National Assembly.

Also, Akpabio while responding to questions after a visit to the acting Clerk of the National Assembly, Olatunde Ojo, said the misunderstanding between him and lawmakers was caused by mischief-makers.

On the peace talks being initiated and whether he had resolved to exonerate the lawmakers, who allegedly collected 60 percent of the contracts in NDDC, Senator Akpabio said: “No no no, you are wrong.

“That was not what the Speaker demanded. The Speaker wanted to know whether there was undue influence from any section of the National Assembly in respect of contracts in the NDDC.

“He (Speaker) did not say whether they were contractors. So I’m hearing it from you.”

On why he was at the Nationa Assembly complex, Akpabio explained, “I am a Senator. Seeing me in the National Assembly should not be a surprise as a former Minority Leader and a Senator, and I believe that I’m a Senator for life.

“So nobody will refer to me as Governor Akpabio, but they refer to me as Senator Akpabio. This is like homecoming and the National Assembly ought to have resumed today (Tuesday). But they postponed it; so I intended that as soon as the resumption takes place, I am here

“It’s part of my effort to support the President’s decision that there must be a much more cordial relationship between the Executive and Legislature.

“In fact, the President recently set up a tripartite committee made up of the party (APC), the National Assembly and the Executive to ensure oneness because we are running one government.

“It is important that we all remember that whatever we do, we want to leave a legacy for Nigeria and we cannot do this if all the arms of government are not cooperating.

“So far, I believe that whatever disagreement that could have occurred between my own ministry and the National Assembly must have been as a result of mischief and that mischief must be put to rest so that we can work in one accord for the sake of the nation.

2023: Northern APC Members Are Laughing At Tinubu – Adeyanju

Deji Adeyanju, the popular Nigerian activist, has suggested that Bola Tinubu, the National Leader of the All Progressives Congress, APC, will not have the support of members of the party from the core north as he aspires to take over from President Muhammadu Buhari come 2023.

Adeyanju said that APC members from the core north, who are nursing ambitions to become President in 2023, are laughing at Tinubu.

The activist was responding to Femi Fani-Kayode, a chieftain of the Peoples Democratic Party, PDP, who had earlier attacked Tinubu over his (Tinubu) broadcast ahead of the Saturday’s governorship election in Edo State.

Tinubu had in his broadcast asked the people of Edo State to reject Godwin Obaseki, candidate of the PDP.

But Fani-Kayode said the broadcast served as nothing but comic relief, adding Tinubu may make Pastor Osagie Ize-Iyamu lose the governorship election.

And adding his voice, Adeyanju said, “The irony of it all is that the core Northerners in APC with presidential ambitions are laughing at him.”

Two Dead, 5 Trapped As 3 Storey Building Collapses In Abia (Photos)

A 3 storey building has collapsed along Azikiwe road in Aba, Abia State, killing two persons and five others trapped in the rubble.

Another victim was rescued and now receiving medical attention at an undisclosed hospital in the city. Vanguard gathered that the deceased persons and survivor of the collapsed building were homeless residents in Aba who usually take refuge in open buildings and similar structures.

As at the time, Vanguard visited the area, there was no excavator equipment to help rescue efforts. However, sympathizers managed to wade in through some open parts of the collapsed building to rescue the survivor.

Some sympathizers left the scene as hoodlums attacked those taking pictures with their phones. A shop owner in the area said the incident happened on early hours of Wednesday as the building was still under construction as he closed for business, Tuesday.

He said; “The 3 storey building was still standing when I closed for business Tuesday. Construction work was ongoing, but when I came on Wednesday, the building had collapsed. Two persons have been confirmed dead, one rescued and taken to hospital while five persons are trapped in the building.”

Vanguard further gathered that there could more persons trapped as many people usually steal into the building to pass the night.

However, most people attributed the cause of the collapse to use of inferior materials by the contractor.

Akpabio’s Visit Has Nothing To Do With NDDC Probe – Benjamin Kalu

House of Representatives spokesman, Hon. Benjamin Kalu has dismissed media reports that reason behind Tuesday’s visit of the Minister of Niger Delta Affairs, Godswill Akpabio to the National Assembly was to settle issues with regards to the probe of the Niger Delta Development Commission.

Hon. Benjamin Kalu explained that there was no way the Minister could interfere with the probe, stating that investigation had already been concluded and the report had been submitted by the committee.

The Minister on Tuesday, paid visit to the newly appointed clerk of the National Assembly, Ojo Amos Olatunde, in his office at the National Assembly Complex.

Akpabio had initially met with the NASS clerk, told reporters that the purpose of the visit was primarily to familiarize with the National Assembly clerk and to solicit continuous cooperation of the National Assembly towards the development of the Niger Delta region.

However, Reps Spokesman Benjamin Kalu while shedding more light on the motive of the Minister’s visit said that Akpabio emabarked on a friendly visit to the National Assembly.

He said “As representatives of the people, our doors are open to everyone inclusive, Ministers as they are part of the people we represent. If they knock on our door, we must open it and hear them out.”

“The Honorable Minister supervising NDDC was at the National Assembly today to familiarize with the new clerk of the National Assembly. It has nothing to do with the House of Representatives or the Senate. As a former member of the National Assembly, Akpabio has access to the National Assembly at all times because once a senator, always a senator.

Speaking further , Kalu confirmed that the report of the investigation had already been submitted.

In his words “The agency under Akpabio’s ministry has undergone an investigation, and a report on the concluded NDDC probe is currently before the House of Representatives for consideration. His visit today has nothing to do with the finished investigation but to fine-tune the relationship moving forward for the interest of the Niger Delta region.”

“The National Assembly has been asked severally if it supports the idea of the party legislature and executive coming together to discuss from time to time about issues of national importance, the answer is yes, we are in support of this; that is why the leadership of the two houses, Rep. Femi Gbajabiamila (Speaker of the House) and Sen. Ahmad Idris Lawan (President of the Senate) are key partners of President Muhammadu Buhari’s new project of the tripartite committee.The purpose is to make sure the dividends of democracy reach the people.”

Kalu assured that members of the ruling All progressive’s Congress (APC) in the National Assembly were working in unison with the Executive arm to achieve the party’s manifesto.

He said “All the same, the manifesto of the party that brought the Government into place is pursued and protected by the three Arms of Government though they may differ, yet the purpose of Government should remain the same and be the focal point.”

“Our assurance to Nigerians is that we understand the mandate of section 88 and 89 of the oversight functions, and we will never sacrifice it on the grounds of relationship. Although it is good to have relationships within the arms of Government, no Arm of Government should sacrifice her independence based on a cordial relationship with other Arm of Government.”

All the principles of separation of power are following our relationship with the Arms of the Government. The visit of any Minister to the National Assembly will not stop the legislative functions of the House.”

You Can’t Extend Your Political Empire To Edo – Obaseki Tells Tinubu

Governor Godwin Obaseki, candidate of the Peoples Democratic Party (PDP) has said that the former Lagos State Governor and Chieftain of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu cannot extend his political empire to Edo State as Edo people are determined to end the godfatherism in the state.

The governor who spoke in a statement by Crusoe Osagie, his media aide on Tuesday, Osagie said “Our attention has been drawn to a television broadcast in which a former Lagos State Governor and chieftain of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, in his quest to extend his political dominance and empire to Edo State, decided to take over the role of Edo people to choose through the ballot who to govern them for the next four years.”

Osagie noted: “It has become obvious that the spirited fight which Edo people have put up against godfatherism has sent tremors beyond the shores of Edo to the likes of Tinubu, who has for years sustained a stranglehold on Lagos and other states in South-Western Nigeria, hence this desperate, last-ditch effort to rescue the unproductive political instrument, now popularly referred to as godfatherism, with which he has feathered his nest and built his political empire at the expense of the people.”

Stressing that Edo people are committed to ending godfatherism in the state, he said: “Tinubu knows clearly that come September 19, when godfatherism would have been dismantled in Edo State, the people of Lagos may just have found the recipe and formula for removing the chokehold placed on their collective destinies for decades by Tinubu, hence the inciting television broadcast.

“He should take note that Edo people do not yield their will, liberty and power of choice to oppressive figures because they are perceived to have economic and political means.

“Like one of the great sons of Edo, former Governor and former National Chairman of the APC, Chief John Odigie-Oyegun, recently said, our people do not give in to ‘primitive loyalties.’

“We always chase noble causes and a little study of our history should show Tinubu the indomitable spirit of the Edo person.
