Police re-arrest fleeing kidnap kingpin, Wadume

The Nigeria Police say it has re-arrested the kidnap kingpin, Alhaji Hamisu Bala Wadume, who was allegedly freed by men of the Nigerian Army.

Wadume was nabbed in the late hours of yesterday, 19th August, 2019 in his hideout at Layin Mai Allo Hotoro area of Kano State, according to a statement by the force PRO, Frank Mba.

The Police had been on the hunt for Wadume since 6th August, 2019 after he escaped in Ibi, Taraba State, resulting in the brutal murder of three police officers and two civilians.

The police say the arrest of the suspect, Alhaji Hamisu Bala Wadume, will help in bringing answers to questions touching on the incident and the criminal enterprise of the suspect.

Buhari appoints Ita Enang SSA Niger Delta Affairs … Adesina, Shehu retain positions

President Muhammadu Buhari has appointed Senator Ita Enang as Senior Special Assistant, Niger Delta Affairs.

Until his appointment, Enang was the SSA National Assembly Matters – Senate, to the President.

Senator Babajide Omoworare is now the Senior Special Assistant to the President on National Assembly Matters (Senate), while, Mallam Umar El-Yakub, has been reappointed the Senior Special Assistant to the President on National Assembly Matters (House of Representatives).
The reappointment was contained in a letter dated August 14th, 2019 signed by the Secretary to the Government of the Federation, Boss Mustapha.

The appointments take effect from May 29, 2019.

The President has reappointed Femi Adesina and Garba Shehu as Special Adviser on Media and Publicity and Senior Special Assistant on Media and Publicity, in that order.

Also reappointed is Laolu Akande, Senior Special Assistant on Media and Publicity, Office of the Vice President.

The letter also indicates that Tolu Ogunlesi, Special Assistant (Digital Media) and Mallam Buhari Salihu, Special Assistant, Online Media.

We Did Not Raid Ambode’s Residence – EFCC

The Economic and Financial Crimes Commission, says it did not raid the residence of the former governor of Lagos State, Akinwunmi Ambode, as widely reported.

In a release posted on the commission’s facebook, on Tuesday 20th August, the anti-graft agency said Ambode like any other governor is under investigation, but ruled out a raid.

The release reads, “We need to state for the records that the EFCC did not raid Ambode’s house. It is instructive that his administration, like other former governors is under investigation, since they no longer constitutionally enjoy immunity against prosecution.”

“The Commission hereby states with high sense of responsibility that the operatives did not raid Ambode’s residence.”

“Whatever the Commission is presently doing with regards to the investigation is in line with its mandate and the rule of law.”

“Our operations are always covert until at a time when we file charges in court.
Therefore, the attempt to cast the Commission in a bad light is unacceptable as the EFCC will never engage in illegal act.”

The commission urges the press to be circumspect in its reportage.

World Bank blacklists CCECC, five other Chinese firms operating in Nigeria

The World Bank has blacklisted six Chinese companies currently operating in Nigeria over alleged fraud and corruption.

The companies, according to an announcement published on the World Bank’s website, are CCECC Nigeria Railway Company Limited, CRCC Petroleum and Gas Company Limited and CCECC Nigeria Company Limited.

Others are China Railway Construction (International) Nigeria Company Limited, China Railway 18th Bureau Nigeria Engineering Company Limited and CCECC Nigeria Lekki (FTA) Company Limited.

The six companies were among several firms from different parts of the world that were sanctioned by the bank.

The publication, which emanated from the procurement unit of the bank, was entitled ‘Procurement – World Bank Listing of Ineligible Firms and Individuals’.

The companies, which were accused of violating the global bank’s procurement guidelines, would not be eligible to be awarded any World Bank contracts between June 4, 2019 and March 3, 2020.

Companies involved in World Bank projects including contracts are obliged to adhere strictly to the guidelines, which stipulate a high level of ethics and frowns on all manner of fraud and corruption including bribery and misappropriation of funds.

Although the specific cases involving the blacklisted companies were not disclosed, the World Bank explained that the firms were given an opportunity to respond to allegations brought against them.

The bank said, “The firms and individuals listed below are ineligible to be awarded a World Bank-financed contract for the periods indicated because they have been sanctioned under the bank’s fraud and corruption policy as set forth in the Procurement Guidelines and the Consultant Guidelines (for projects before July 1, 2016); or through the World Bank Procurement Regulations for Investment Project Financing Borrowers (for projects after July 1, 2016).

“Such sanction was imposed as the result of (1) an administrative process conducted by the Bank that permitted the accused firms and individuals to respond to the allegations.

“Through July 2007, this process was conducted in accordance with the Sanctions Committee Procedures adopted on August 2, 2001.

“The process is currently conducted in accordance with bank Procedure: Sanctions Proceedings and Settlements in the Bank Financed Projects.”

It further disclosed that some of the firms were sanctioned as a result of cross-debarment in accordance with the Agreement for Mutual Enforcement of Debarment Decisions dated 9 April 2010.

Cross River unveils theme for 2019 carnival

The Cross River state government has unveiled the theme for the 2019 street carnival.
The theme is “Humanity”.
Cross River State carnival has received reviews and ratings to be the biggest street carnival in Africa.
Governor of Cross River State, Prof. Ben Ayade, said the theme of the carnival seeks to speak truth to power to the effect that all the artificial barriers created by colour, economic and geographical differences can be broken by the power of humanity.
Ayade said the theme of the carnival is aimed to reawaken the consciousness of humanity in man.
“The carnival is a platform to tell that story that will create the reawakening of the African conscience which has it nexus plexus to Africanism.”
“The carnival is not just about dance and procession, it is about telling a story using dance intended to educate and alter the social orientation of the people.”
The governor urged band leaders for the carnival to package the annual tourism fiesta to communicate the theme of the event through their band and music.
“As band leaders, tell the story with drums and gesticulations. The story must be stronger than the pulse of the carnival”, Ayade stressed.
The chairman of band leaders association and former first lady of Cross River, Mrs Onari Duke, lauded the governor for the theme of the carnival saying it was “thought provoking.”
Duke said Governor Ayade has raised the status of the carnival beyond the imagination of all, making the Cross River brand the most sought after.

Children, 14 to 17 years sent to prison in Delta – Child Rights Activist

DELTA – Child Rights Activist, Comrade Ighorhiowhunu Aghogho, has raised alarm that remand home in Sapele, Delta State, is “over congested with children”.
He said children between the ages of 14 and 17 years are being sent to prison in the State.
“Remand home in Sapele, Delta State is congested with children and other young persons. Children under the ages of 14-17years are being sent to prison in the State. Who sent the children to the remand home?”
This claim could not be independently verified by The Dune at the time of filing this report.
Aghogho spoke against child imprisonment.
He said it was gross violation of child’s right to subject any child to emotional and physical torture in the guise of trying him or her for a crime.
“Never should a child be sentenced to prison. It is against the constitution.”
Aghogho who spoke at a seminar he organised for health workers/ professionals in Effurun, Uvwie Local Government Area of Delta State, advocated the creation of leisure centres in the State for children.
He alleged that juveniles were exposing themselves to different crimes including prostitution, drugs, pocket and purse picking at Enerhen junction, an unregulated spot they converge for leisure, according to him.
“There are no leisure parks and libraries to engage and dissuade the minds of children from violent crime in Delta State. People now take their children to Shoprite to snap pictures. Is Shoprite a leisure centre?”, he added.
Aghogho called on Delta state government, rights activists and the media to worry about the trend of child rights abuses and violent crimes perpetrated in the state by juveniles.

AKWA IBOM – The Pioneer chairman of Performing Musician Association of Nigeria (PMAN) Ibesikpo Asutan chapter, Akwa Ibom State, Aniefiok Moses Edem, has cried out to Governor Udom Emmanuel, to save him from a kidney disease.

Edem, 45 years old, is suffering from an end-stage kidney disease, according medical report from the University of Uyo Teaching Hospital, UUTH.
An indigene of Ikot Akpaetok, Ibesikpo Asutan local government area, Edem said his health challenge started in 2017 and has deteriorated in the last couple of months, forcing him to be placed on twice weekly maintenance haemodialysis.
A letter from UUTH, signed by Dr. Udeme Ekrikpo, consultant nephrologist, states the patient is unable to have regular dialysis sessions because of cost and that counts for the serious deterioration of his health.
“Because of the huge cost of haemolialysis treatment which is put at about N350,000 per month, patient is unable to have regular dialysis sessions. This has taken a huge toll on his quality of life and is threatening his continued survival”, the letter reads.
The hospital says the patient is willing to undertake definitive treatment, a kidney transplantation, estimated to cost N8million.
Edem has been surviving on support from friends and his former co-performers, according to Mr. Ifiok Effiong, who contacted The Dune reporter seeking help for the patient.
The patient has had swollen legs and stomach since the illness hit him like a tsunami, two years ago.

A’Ibom senator loses wife

Chris Ekpenyong, the senator representing Akwa Ibom North West District, Akwa Ibom state, has lost his wife.

The senator’s wife, Grace, is said to have passed on in Uyo, last weekend.

The son, Emmanuel Ekpenyong, confirmed the incident Monday morning.

“It’s a sad reality we must have to accept,” Mr Ekpenyong said.

Mr Ekpenyong, a former deputy governor of Akwa Ibom state, won the 2019 Senate election against an incumbent senator, and former governor of State, Godswill Akpabio.

People who were close to the late Grace said she was hard-working, and a loving wife and mother to her husband and children.

She was an entrepreneur who ran a flourishing bread factory and some agro-allied businesses in Akwa Ibom state.

Navy arrest rice smugglers in Akwa Ibom

AKWA IBOM – The Nigerian Navy, Forward Operating Base, Ibaka, in the Mbo Local Government Area of Akwa Ibom State, said on it had arrested five suspected smugglers and seized 370 bags of smuggled rice from them.
The suspects were arrested in a wooden boat on Sunday, August 12, 2019, during a routine anti-smuggling patrol carried out by operatives of the base.
The Commanding Officer, FOB, Captain Toritseju Vincent, while handing over the suspects and the seized items to the Nigeria Customs Service in Ibaka on Thursday, said the navy had made consistent seizure of smuggled rice in its drive to accomplish its anti-smuggling patrol functions.
“One of our major functions in the Nigerian Navy is anti-smuggling patrol, and with our cooperation with the Nigeria Customs Service , we have consistently seized smuggled rice from Cameroon into Nigeria.
“So, an arrest was made on Monday, August 12, 2019, of five suspects with a large wooden boat conveying 370 bags of rice. I want to use this opportunity to thank the Customs for the continuous and unwavering support to curb this menace.
“On behalf of the Flag Officer Commanding the Eastern Naval Command, I hereby hand over these 370 bags of the smuggled rice to the Nigeria Customs Service”, Vincent said.
The Chief Superintendent of the NCS, Akwa Ibom State, Olutola John, while receiving the suspects and the items , commended the navy for supporting the organisation in the campaign against smuggling.
John said the suspects, upon the completion of investigation, would be prosecuted to serve as a deterrent to others.
“I, on behalf of the Area Controller, Eastern Marine Command, Port Harcourt, hereby thank the Nigerian Navy for complementing the efforts of the Nigeria Customs Service in this command in doing its legal business activities in this area.
“We will continue to cooperate with our sister security agency, the navy, to end the illegal business activity of smuggling and influx of smuggled goods into the country.
“I can assure the public as well that as soon as the investigations are completed, the suspects will be charged and the goods will be forfeited to the Federal Government of Nigeria.”
One of the suspects, Sunday Robin, told our correspondent that he was hired to bring in the smuggled rice from Cameroon.
Robin, who hails from the Mbo Local Government Area of Akwa Ibom, stated that it was his first time in the business and that he was not aware that bringing in rice from Cameroon was against the law.
He stated, “I was hired as a water bailer by the owner of the rice, MR CHIMEZIE, to go to Cameroon and bring the rice for him. On my way back, I saw a navy gun boat and I was arrested after I told them that I was carrying 370 bags of rice.”
“They took me down to the navy base and locked me up. This is my first time of being hired as a water bailer and I did not know that bringing in rice from Cameroon is wrong.”

El-zakzaky acted provocatively in India – FG …wife accuses Nigerian security of killing her children

ABUJA – The federal government of Nigeria has claimed that the leader of the Islamic Movement of Nigeria, Ibraheem El-zakzaky and his wife, acted provocatively in India during their medical trip.
El-zakzaky’s spouse while in India accused the Nigerian securities of killing her children, a statement by the federal ministry of information and culture, says.
The government however insisted that the allegation was aimed to “winning international sympathy as well as disparaging the Nigerian government.”
El-zakzaky was returned to Nigeria after he protested that the condition of the hospital he was admitted to in India was worse than the detention he was held, back in Nigeria.
The government’s statement issued on August 16th, and signed by Grace Isu Gekpe, Permanent Secretary of the ministry says “acts of misconduct exhibited by El-zakzaky necessitated his repatriation.”

“With total disrespect and complete loss of decorum for international procedures  while in India, he initiated contacts with a team of lawyers led by Ali Zia Kabir Chaudary and Gunjan Singh in that country.”
“He also contacted some Non-Governmental Organizations (NGOs), such as the Islamic Human Rights Commission (IHRC) and other Shiite groups. His aim was to seek asylum and eventually relocate to another country.”
The statement stressed that El-Zakzaky’s actions in India demonstrated malicious intents capable of embarrassing the governments of Nigeria and India.
“Among other demands, El-zakzaky demanded to be relocated to a 5-Star hotel to receive visitors instead of being admitted in the hospital as a sick person”, the statement adds.
