Court Sends Woman, Who Drowned Daughter, For Psychiatric Evaluation

The Lagos State Magistrates’ Court sitting in Igbosere has sent Oluwafunmilola Adisa, who drowned her daughter, Oluwanifemi, in a bucket of water, for psychiatric evaluation at the Lagos State University Teaching Hospital.

This followed an application filed by the Office of the Public Defender, which is representing Oluwafunmilola, that based on Section 217 (3) of the Administration of Criminal Justice Law of 2015, the defendant should be sent to the hospital so that psychiatric tests could be conducted on her to determine her mental state.

PUNCH Metro had reported that after Oluwafunmilola perpetrated the crime at her place of residence on Plot 221 Gowon Estate in the Ipaja area of the state, she wrote a note to her sister, Damilola,  detailing how she killed her daughter,  and she went to the Gowon Police Station to report herself.

The 22-year-old, who blamed her daughter for the hardship she had been facing after she gave birth to her 21 months ago, had been in police custody since she reported the case.

However, Nigerians and non-governmental organisations, including the President, Nigeria Association of Psychiatrists, Taiwo Sheikh; and the Director, Prisoners’ Rights Advocacy Initiative, Ahmed Adetola-Kazeem, had called for Oluwafunmilola’s psychiatric evaluation as she might be suffering from postpartum depression.

During the court proceedings on Wednesday, the presiding magistrate, Dora Ojo, approved the OPD’s application and adjourned the case till June 26, 2020, for further hearing.

In a statement made available to our correspondent, the spokesperson for the OPD, Mamud Hassan, said the Director of the agency, Dr Babajide Martins, promised to do everything within the legal framework to defend Oluwafunmilola, adding that it was the responsibility of his office to provide free legal services for indigent and vulnerable persons in the state.

The statement read in part, “The Lagos State Magistrates’ Court, Igbosere, has sent 22-year-old mother, Oluwafunmilola Adisa, accused of killing her 21-month-old daughter, Oluwanifemi, by drowning her in a bucket of water, to the Lagos State University Teaching Hospital’s, Psychiatric Department for psychiatric evaluation.

“Delivering her ruling on Wednesday, the presiding magistrate, Dora Ojo, granted the application of the Lagos State Office of the Public Defender, which is representing the defendant, that based on Section 217 (3) of the Lagos State Administration of Criminal Justice Law of 2015, the defendant should be sent to the teaching hospital for the necessary psychiatric tests to determine her state of mental health.

“It will be recalled that the defendant, on May 11, 2020, was arrested after being alleged to have killed her 21-month-old daughter, Oluwanifemi, by drowning her in a bucket of water at their place of residence at the Gowon Estate, Alimosho Local Government Area of Lagos State.”

Martins said the OPD, in line with its statutory responsibility of providing free legal services for the indigent and vulnerable, was representing the defendant.

The statement added, “Martins said the OPD came to her rescue by providing free legal representation and ensuring that the suspect was moved from the State Criminal Investigation and Intelligence Department, Panti, to the Federal Psychiatric Hospital, Oshodi, as an outpatient pending her arraignment before the court for further judicial action.

“Martins further said the case had been adjourned till June 26, 2020, for the outcome of the psychiatric examination to be conducted on the defendant; he assured members of the public that the OPD would do everything within the legal framework to defend the defendant.

“He assured members of the public that the office was still operating within the directive of the state government during the lockdown to ensure that the rights of defenceless are well taken care of irrespective of their socio-economic backgrounds.”

Abia State House of Assembly members have expressed dissatisfaction with the state of Umunwanwa Road in Umuahia, the state capital, seeking the return of Nigeria Delta Development Commission (NDDC) to site.

ABN TV reports at the resumed plenary on Wednesday, the Member Representing Umuahia South State Constituency, Hon Barr Jerry Uzosike, who brought the issue as a matter of Urgent Public Importance said the menace of erosion has further devastated state of some Sections of his Constituency.

“Mr Speaker, Umunwanwa Road was awarded by NDDC to link with Imo State. The Contractor started work and abandoned the Road shortly after.

“Mr Speaker, as I speak now, the road is completely cut off, the petroleum pipeline in that axis is now over 20ft above the usual level.

“Sometimes, natural ruptures force petroleum to begin to leak from this pipeline. The erosion has also destroyed the Umunwanwa Primary School built by this Government.

“Before the coronavirus pandemic, the report of NDDC claimed to have done over 45 percent work on that road which was worth millions of naira, and Mr. Speaker, their son is in this House”, he said.

In a release made available to ABN TV by the media unit of the Assembly, the lawmaker prayed the House to do a letter to the Niger Delta Development Commission (NDDC) to know what is happening in the area. He also sought the intervention of the House to direct the NDDC contractor to return back to the site.

In addition, the Lawmaker brought a Motion on the Olokoro River Bridge which he said is about to be cut off.

“Before the end of July, if no work, even if palliative, is done, that bridge will collapse completely”, he said.

He prayed the House to direct NEWMAP to quickly move to that bridge and work on it.

Contributing to the Matter of Urgent Public Importance/Motion, the Lawmaker representing Osisioma Ngwa North State Constituency, Rt. Hon Kennedy Njoku, Umuahia North State Constituency, Hon Kelechi Onuzuruike, Isialangwa North State Constituency, Hon. Ginger Onwusibe, Deputy Speaker of the House, Rt. Hon. Ifeanyi Uchendu, all sought the quick intervention of the House on the Matter of Urgent Public Importance and Motion as raised by Hon Jerry Uzosike.

The Speaker, Rt Hon Chinedum Enyinnaya Orji, thanked the Lawmakers for their contributions to the Matter as presented by Hon Jerry Uzosike.

“All we can do as a House of Assembly is to bring the attention of the NDDC on the state of the road which the contractor claimed to have done 45 percent, attaching all the relevant pictorial evidence on it and also for us to bring the attention of the State through the Ministry of Environment and NEWMAP to it”, he said.

The House unanimously adopted the prayers on the motion presented by Hon Jerry Uzosike.

Twitter CEO, Jack Dorsey has fired back at President Donald Trump after he accused the social media platform of meddling in the US election which will be taking place later this year.

He also tackled Mark Zuckerberg after he suggested that Twitter was trying to be “an arbiter of truth”.

The exchange ensued after Twitter applied its fact-check label to two tweets shared by President Donald Trump, which prompted readers to fact check the president’s claims.

Dorsey’s response was spurred by a Fox News appearance by senior White House advisor Kellyanne Conway, where she goaded viewers to harass Twitter’s head of site integrity, Yoel Roth.

He stated that Trump’s tweets were fact-checked because they “may mislead people into thinking they don’t need to register to get a ballot.”

Dorsey tweeted;

Fact check: there is someone ultimately accountable for our actions as a company, and that’s me. Please leave our employees out of this. We’ll continue to point out incorrect or disputed information about elections globally. And we will admit to and own any mistakes we make.

Per our Civic Integrity policy (https://help.twitter.com/en/rules-and-policies/election-integrity-policy…), the tweets yesterday may mislead people into thinking they don’t need to register to get a ballot (only registered voters receive ballots). Mark Zuckerberg’s comment in which he outlined Facebook’s obsessively neutral approach to policing its platform with Twitter’s present situation in an interview with Fox News, was also addressed by the Twitter CEO.

“We have a different policy than, I think, Twitter on this. 

“I just believe strongly that Facebook shouldn’t be the arbiter of truth of everything that people say online. 

“Private companies probably shouldn’t be, especially these platform companies, shouldn’t be in the position of doing that.”

Reacting to the comment, Dorsey rejected Zuckerberg’s tag and also cited the company’s Civic Integrity Policy.

He added;

This does not make us an “arbiter of truth.” Our intention is to connect the dots of conflicting statements and show the information in dispute so people can judge for themselves. More transparency from us is critical so folks can clearly see the why behind our actions.

The company also made a clarification on its decision to add a fact-checking link to two of Trump’s tweets.

It read;

We added a label to two @realDonaldTrump Tweets about California’s vote-by-mail plans as part of our efforts to enforce our civic integrity policy. We believe those Tweets could confuse voters about what they need to do to receive a ballot and participate in the election process.

On Wednesday evening, White House press secretary Kayleigh McEnany told reporters President Trump would soon sign an executive order “pertaining to social media,” widely expected to be a shocking though likely unsubstantial strike back at Twitter’s policy enforcement choices this week.

The order may rehash the White House’s previous stalled efforts to threaten Section 230 of the Communications Decency Act, a vital legal provision underpinning the modern internet and wielding power against social media companies through the FTC and FCC.

Ahead of the expected retaliation, Trump tweeted “Stay Tuned!!!” to his more than 80 million followers.

Troops Rescue 241 Women, Children From Boko Haram Captivity

Troops attached to Sector 1 of Operation LAFIYA DOLE have rescued 241 kidnapped victims from Boko Haram captivity in Mudu village in Borno state.

A statement released by the Defence headquarters today May 28, says the kidnapped victims were rescued during an operation on May 23.

The rescued victims comprise of 105 women and 136 children of the 241.

The statement adds that Twelve (12) Boko Haram terrorists were killed during the operation.

In a related development, troops of 151 Battalion on May 24 killed three more sect members during crossfire in Firgi area in the state. In the same vein, troops of the 155 Battalion Banki Junction carried out exploitation operation towards Sambisa forest in pursuit of fleeing BHTs.

The dogged efforts of the troops yielded uncommon success as two (2) terrorists dead bodies, a heavy cache of assorted arms, ammunition and other equipment were recovered.

The recovered items include:

”1 x Cobra APC, 1 x Dushka Anti Aircraft Gun, 1 x AK 47 rifle, 1 x FN rifle and 3 x Hand Grenades. Others are 2 x AK 47 magazines, 1 x FN rifle magazine, 78 x rounds of 12.7mm AA ammunition, 25 x rounds of 7.62mm special, 25 x rounds of locally fabricated Ak 47 rifle and a blanket.

In summary, the number of BHTs neutralised and items captured are:
1. 20 x BH/ISWAP terrorists – were forced to permanent sleep
2. 1 x Cobra APC
3. 1 x Dushka AA Gun
4. 1 x AK 47 Rifle
5. 1 x FN Rifle
6. 3 x Hand Grenades

President Buhari Seeks Fresh $5.513bn Loan

The President, Muhammadu Buhari, has written to the House of Representatives to request for the approval of fresh external borrowings totalling $5.513bn.

Buhari, in the letter read by Speaker of the House of Representatives, Femi Gbajabiamila, at the plenary on Thursday, said the funds were for 2020 budget deficit, financing of critical projects, and some states of the federation.

The President also presented a revised 2020 Appropriation Bill and 2020-2022 Medium Term Expenditure Framework and Fiscal Strategy Paper.

The National Assembly had recently approved a loan of N850bn for the Federal Government, while another of $22.79bn, which the Senate has already approved, is pending before the House.

The Assistant Manager News and Current Affairs of Nigeria Television Authority (NTA) Channel 6 Aba, Mrs. Chinyere Okoye has been reportedly kidnapped by gunmen.

ABN TV gathered the incident that took place on Wednesday night at Obikabia road off Ogbor Hill, in Obingwa Local Government Area of Abia state

ABN TV reports that the abduction of Mrs. Okoye is coming less than three weeks after a female presenter with Federal Radio Corporation of Nigeria (FRCN), (Pacesetters FM), Amakanma, Umuahia South LGA, of the state.

It was gathered that the victim had closed for work after supervising the 7 pm News bulletin and was heading for home when the incident happened.

Sources said that while Mrs. Okoye was waiting in front of her compound at Obikabia road, off Ogbor Hill, for her people to come and open the gate of the house, the hoodlums who were suspected to have been waiting for her arrival, came out from their hideout and picked her up to an unknown destination in her own car.

It was learnt that her people on opening the gate, couldn’t see her; a situation that was said to have thrown them into panic as none of them could account for her whereabouts.

The woman’s husband was said to have on the same Wednesday night put a call across to his wife’s line, but the call was answered by one of the kidnappers who told him they would call him back later.

The abductors however reportedly called the victim’s husband on Thursday morning and demanded an undisclosed amount as ransom.

General Manager NTA Aba, Nwadi Elobuike who confirmed the incident to journalists expressed shock over the development.

She narrated how she left the station after the 7 pm news, about the same time with Chinyere only to be alerted of the development as she was about to enter her house.

The victim is said to be a staff of the Enugu NTA Zonal Office before she was recently transferred to Aba.

Police authorities in the state could not be reached for comment on the incident, but a senior army officer with the 14 Brigade of the Nigerian Army, Ohafia, who wouldn’t want his name in print confirmed the woman’s abduction and said efforts are on top gear for her rescue.

Meanwhile, journalists practicing in the state has called on heads of various security agencies in the state to ensure that the state was safe for all and sundry.

According to some of the journalists who spoke anonymously, the recent target and abduction of journalists in the state by gunmen is becoming worrisome and not in the interest of the state.

They appealed to the gunmen to ensure that they release their colleague unconditionally, stressing that as a low-income earner and one who depends on her meager salary for personal and family sustenance, Mrs. Okoye in this lockdown may not even have enough for have family.

Members of the 7th Abia State House of Assembly during plenary on Wednesday, 27th May 2020, commiserated with Governor Okezie Victor Ikpeazu, the Ogunji family and the people of Abia State over the unfortunate demise of the Commissioner for Environment, Dr. Solomon Ogunji.

The House described the late Commissioner as a man known for standing by the truth at all times.

The House commiseration followed a Matter Of Personal Explanation brought by the Deputy Majority Leader and Member Representing Ukwa East State Constituency, Hon Chief Paul Tharibo.

The Lawmaker in his Personal Explanation had informed the House of the passing on of Dr. Solomon Ogunji.

Others who spoke thereafter described him as a man who served the State meritoriously.

The Speaker in his remarks said the House would make out a day to visit his family.

“For those who knew him very well, he was a man that was never afraid to air his opinion at all times.

“We have watched him and his undeniable efforts in the election that produced his brother and friend, Dr Okezie Ikpeazu, as the Governor of Abia State.

“I will like us to do me that favor to join me on next time we sit to visit his home”, he stated.

As a mark of honour to the departed Commissioner, the House observed a minute silence for him.

It will be recalled that Late Dr Solomon Ogunji was among the Commissioners screened and confirmed by the Abia State House of Assembly in 2019.

The lady identified as Nmanti Umoh shared adorable photos of her sons who just turned 21 and recounted how she was raped by her employer at the tender age of 15.

A group of protesters gathered outside a house they believe belongs to the officer who knelt on George Floyd’s neck until he died.

In videos shared online, the protesters can be seen outside the home in Oakdale for the second day in a row.

It is believed to be the home of officer Derek Chauvin.

Chauvin has been fired for the part he played in the death of an unarmed black man, Geroge Floyd. However, protesters say it’s not enough and they are calling for Chauvin’s arrest and prosecution.
