Governors Reject Buhari’s Order On State Legislature, Judiciary – Report

The Nigerian Governors Forum (NGF) has asked President Muhammadu Buhari to allow its members to work out their own modalities on financial autonomy for the judiciary and the legislature at the state level, The Nation reports.

The president on May 22 signed the order granting financial autonomy to the legislature and the judiciary in the 36 states of the federation.

The order empowered the accountant-general of the federation to deduct funds for the state legislature and the judiciary from the federal allocations to the states.

“Based on this order, where any state of the federation fails to release allocations meant for the state legislature and state judiciary, the accountant-general of the federation shall authorize the deduction of the money from source,” the order read.

According to The Nation, state governors faulted the approach of the president, saying it was unnecessary and unconstitutional.

It said Kayode Fayemi, chairman of the NGF, was nominated to meet with the president and Abubakar Malami, attorney-general of the federation, to relate the concerns of the governors.

“We mandated the NGF chairman, Dr Kayode Fayemi to have an audience with the President and Malami to avoid recourse to legal tussle on the interpretation of Section 121 (3) of the 1999 constitution,” the newspaper quoted a governor from the north-central as saying.

“We prefer dialogue to confrontation because we consider Executive Order 10 as unnecessary and an over-kill of the existing constitutional provision. You can see that in the last few days, AGF Malami has been trying to justify EO 10.

“And the NGF chairman on Thursday had closed-door sessions with the President, where all the defects in EO 10 were spelt out.

Six Jailed Over Murder Of Ex-Chief Of Defence Staff, Alex Badeh

The General Court Martial (GCM) sitting in Abuja, has sentenced six Nigerian Air Force Personnel for criminal conspiracy, dereliction of duty over the gruesome murder of former Chief of Defence Staff, Alex Badeh.

The sentences are however subject to confirmation by the Appropriate Superior Authority.

The convicted Officers were Squadron Leader Tom Gwani, Flight Sergeant Amu David, Flight Sergeant Philemon Degema, Flight Sergeant Sabo Simon, Sergeant Mukhtar Abdullahi, and Sergeant Alfred Alexander.

Four of the personnel were detailed to provide armed escort for the late CDS, while two others were detailed for guard duty at his residence.

Badeh was killed on the 18 of December 2018 by unknown gunmen along Gitata-Keffi Highway in Nasarawa State, while returning from his farm.

In a statement by the Director of Public Relations and Information, Nigerian Air Force, Air Commodore Ibikunle Daramola, while delivering his judgment, the President of the GCM, Air Commodore David Aluku, pronounced the six accused personnel guilty of various charges including failure to perform Military duties, by absconding from the convoy of the deceased former CDS while it came under attack, as well as to conduct to the Prejudice of Service Discipline, for giving false statements.

According to the statement, the charges against the accused also included other Civil Offences of Criminal Conspiracy and Miscellaneous Offences Relating to Property, for illegally disposing of 79 rounds of 5.56mm live ammunition issued for the protection of the late CDS, among others”.

It added that “on the count of aiding and abetting, two of the personnel were found not guilty, while the other four personnel who were detailed to provide armed escort were handed various sentences.

“While pleading in mitigation, the Defence Counsels urged the Court to show leniency, describing the accused persons as first-time offenders.

“The sentences were announced as being subject to confirmation by the Appropriate Superior Authority”.

The wife of ex-cop Derek Chauvin, who knelt on George Floyd’s neck during his brutal arrest, has filed for divorce, her lawyer said.

In a statement issued by her lawyer, Kellie Chauvin said on Friday night she will split from her husband, who’s been charged with murdering the 46-year-old black dad in Minneapolis.

Chauvin’s legal team at Sekula Law Offices said the former Mrs. Minnesota is “devastated” by Floyd’s death and that her “utmost sympathy” is with his family.

“This evening, I spoke with Kellie Chauvin and her family. She is devastated by Mr. Floyd’s death and her utmost sympathy lies with his family, with his loved ones and with everyone who is grieving this tragedy,” reads the statement from Sekula Law Offices, which WCCO obtained a copy of.

“While Ms. Chauvin has no children from her current marriage, she respectfully requests that her children, her elder parents, and her extended family be given safety and privacy during this difficult time.

Kellie’s divorce announcement came hours after police arrested Derek Chauvin in Minneapolis and charged him with third-degree murder in Floyd’s death.

The 44-year-old was taken into custody four days after disturbing arrest footage showed him kneeling on the black man’s neck as he pleaded for his life.

Hennepin County Attorney Mike Freeman said Chauvin could face more charges.

Following the shocking death of George Floyd caused by an ex-cop Derek Chauvin in Minneapolis, new information shows that they were co-workers for a very long time — 17 years precisely.

A former Minneapolis club owner has said that both George Floyd and the fired police officer in whose custody Floyd died Monday used to work security at her club.

Maya Santamaria told KSTP in Minneapolis that Floyd and Derek Chauvin worked security at El Nuevo Rodeo up to the end of last year. Santamaria said she sold the building, which she owned for 20 years, a few months ago.

“Chauvin was our off-duty police for almost the entirety of the 17 years that we were open,” Santamaria told the news station. “They were working together at the same time, it’s just that Chauvin worked outside and the security guards were inside.”

Santamaria said she was unsure if the men knew one another because there were often more than a dozen security officers working at the same time on busy nights.

Andrea Jenkins, vice president of the Minneapolis City Council, confirmed the men’s employment at El Nuevo Rodeo in an interview with MSNBC.

“They were co-workers for a very long time,” Jenkins said.

The former club owner, who operates La Raza 95.7 FM radio, said she initially did not recognize either Chauvin or Floyd in the now-infamous video that shows Chauvin holding Floyd to the pavement with a knee to the black man’s neck.

“My friend sent me (the video) and said, ‘This is your guy who used to work for you,’ and I said, ‘It’s not him.’ And then they did the close-up, and that’s when I said, ‘Oh my God, that’s him,” Santamaria said. “I didn’t recognize George as one of our security guys because he looked really different lying there like that.”

The video shows Chauvin holding his knee to Floyd’s neck for more than five minutes as Floyd and bystanders beg him to stop. Floyd, 46, became unresponsive and died. Law enforcement officials, including the FBI, are investigating Floyd’s death.

Chauvin and the three other officers involved in detaining Floyd, who had been accused of forgery, were subsequently fired.

Floyd’s death has provoked days of fires and violent protest in Minneapolis and beyond as activists demand the former officers be charged with murder. One person was shot and killed near the protest site Wednesday night and on Thursday night, protesters set fire to a Minneapolis police precinct.

President Muhammadu Buhari has approved the reconstitution of the Board of the Nigerian National Petroleum Corporation (NNPC).

ABN TV reports that the decision by the President to reconstitution the new NNPC board was disclosed in a statement issued on Saturday morning by the Special Adviser to the President on Media and Publicity, Femi Adesina.

Adesina said the news NNPC board which is coming after the expiration of the term of the board members appointed in 2016, will be in place for three years.

The statement reads thus; “President Muhammadu Buhari has approved the reconstitution of the Board of the Nigerian National Petroleum Corporation (NNPC), after the expiration of the term of the board members appointed in 2016.

“Members of the new Board are Mohammed Lawal (North West), Tajudeen Umar (North East), Adamu Mahmood Attah (North Central), Senator Magnus Abe (South-South), Dr Stephen Dike (South East), and Chief Pius Akinyelure (South West).

“The new board will be in place for three years,” the statement added.

The Ohanaeze Youth Council (OYC) Worldwide has appealed to the federal government to make provision for what it called second Aburi Accord between the leader of Indigenous People of Biafra (IPOB), Mazi Nnamdi Kanu and other regional organizations agitating over exclusion in the Nigerian project.

Nigeria Records 387 New COVID-19 Cases, Total Hits 9302

The Nigeria Centre for Disease Control (NCDC), on Friday, announced that the country has recorded 387 new cases of Coronavirus (COVID-19), bringing the total number of infections in Nigeria to 9,302.

The NCDC disclosed this on its verified Twitter handle on Friday night.

The centre also said that the number of fatalities has risen to 261 after recording three new deaths, while 2,697 people have been discharged from the isolation centres after full recovery.

Policeman Who Killed George Floyd Charged With Murder, Manslaughter

Minneapolis police officer Derek Chauvin has been charged with murder after he was seen kneeling on the neck of black man George Floyd in a video of his arrest that sparked violent protests across the country, ABN TV reports.

The 44-year-old white cop was arrested by state investigators on Friday afternoon and was charged with third-degree murder and manslaughter, Hennepin County Attorney Mike Freeman announced.

His arrest comes a day after prosecutors had warned there was ‘evidence that did not support criminal charges’ in the case saying they needed to prove Chauvin had used ‘excessive’ force.

Freeman said prosecutors were able to formally lay charges after the office ‘gathered the evidence that we need.’

He did not have immediate details, but said a criminal complaint would be made publicly available later.

As for the other three officers who were fired alongside Chauvin over Floyd’s death – J Alexander Kueng, Thomas Lane, and Tou Thao – Freeman said the investigation is still ongoing and prosecutors chose to focus on the ‘most dangerous perpetrator’.

The charges come after three days of riots and protests that erupted across Minneapolis – and several states – demanding justice for 46-year-old Floyd.

In widely circulated footage, Floyd was seen on the ground with his hands cuffed behind his back as Chauvin pinned him to the pavement until he lost consciousness and later died.

As news of Chauvin’s arrest broke around the country, protesters were seen taking to the streets again, this time in celebration.

In Minneapolis crowds spilled on to the streets chanting: ‘One down, three to go’, while in Florida, protesters rallied outside a townhome belonging to the former cop.

Minnesota Governor Tim Walz on Friday acknowledged the ‘abject failure’ of the response to this week’s violent protests and called for swift justice.

Walz said the state would take over the response and that it’s time to show respect and dignity to those who are suffering.

‘Minneapolis and St. Paul are on fire. The fire is still smoldering in our streets. The ashes are symbolic of decades and generations of pain, of anguish unheard,’ Walz said, adding. ‘Now generations of pain is manifesting itself in front of the world – and the world is watching.’

The governor cited a call he received from a state senator who described her district ‘on fire, no police, no firefighters, no social control, constituents locked in houses wondering what they were going to do. That is an abject failure that cannot happen.’

‘We have to restore order…before we turn back to where we should be spending our energy – making sure that justice is served,’ he said.  ‘We cannot have the looting and the recklessness that went on [last night].’

Earlier today Keith Ellison, the Attorney General, told CNN that officials were ensuring they have ‘a very strong case’ before they could announce charges.

‘Everybody believes that this is a violation of Mr Floyd,’ Ellison said. ‘And I believe that everybody wants to see these charges filed as soon as they can be. But again, I do want to say we have seen cases that seem so clear go south.’

At a press conference on Thursday Mike Freeman, county attorney for Hennepin County, condemned the actions of white cop Derek Chauvin as ‘horrific and terrible’, but said prosecutors needed to determine if he used ‘excessive’ force when he knelt on the black man’s neck for eight minutes until he passed out and later died.

‘That video is graphic and horrific and terrible and no person should do that,’ he said.

‘But my job, in the end, is to prove he violated a criminal statute – but there is other evidence that does not support a criminal charge.’
