[OPINION] APC Parallel Congress In Abia And The Choice Before The Party At The National Headquarter, By Ikechukwu Uzuegbu

On the 16th of October, 2021 All Progressive Congress, APC, held their  State Congresses across the country. In some of the States it was very peaceful, while  in some others, it was a different kettle of fish.

As expected, Abia State witnessed factionalized Congress with the emergence of two State Executives. Hon Acho Obioma emerged as the Chairman of the faction that derived its power, existence from the pre-existing State Exco chaired by Hon Donatus Nwankpa and supported by some of the leading political heavy weights in the Party in the  State, while one Chief Enyinnaya Harbour emerged as the factional chairman of Chief Ikechi Emenike  Group supported mainly by Sir Friday Nwosu and Hon Nkeiruka Onyejeocha.

Before the State Congress, Ward and Local Government Congresses had already taken place in the State and had produced factionalised leadership which the National Secretariat is presently battling to arrive at a decision that is in compliance with the Party’s Constitution that is supreme.

THE REASON FOR THE CRISIS
The present crisis in Abia APC is self inflicted. It is unfortunate that the National Secretariat presently headed by His Excellency, Mai Mala Buni is heavily implicated. Recall that when Comrade  Adams Oshiomhole, the former Governor of Edo State  was removed as the National Chairman of the Party by the Party’s NEC,  His Exellency Mai Mala Buni of Yobe State was chosen  as Chairman of Caretaker/Extraordinary Convention Planning Committee of the party.

Those State Executives at the State level were renamed Caretaker Committees in the same vein.

All Progressive Congress State Exco in Abia State  were never dissolved or was there any  time the Executives resigned from their positions.

All correspondences, interactions and invitations were being extended to the State Executive headed by Hon Donatus Nwankpa by the National Secretariat up to the time that Congresses were due to be conducted.

Surprisingly, the National Secretariat in clear breach of APC’s constitution, Election Guidelines, sent Congress Committee officers to Abia State for the Ward, Local Government and even the State Congress and told them to go and conduct the various Congresses without the involvement of the legitimate Caretaker Committee in place in the State.

Few posers here will put things in proper perspective.

1. How is it possible for those few persons sent from the National Secretariat in Abuja  to come into a State and organise a successful Congress in all the Wards, Local Governments Areas in the State without the input and support of the legitimate State Exco on ground? What data did they use if I may ask?

2. Under what provision of the Constitution of APC can the Congress Committee from the National Secretariat conduct the Congresses of the Ward and Local Government without the input of the legitimate State Exco?  Who handed over the various screened contestants to the Congress  Committee that came  from the National Secretariat?

If you are thinking what I am thinking about the answers to the above questions, it becomes clearer by the day that the National Secretariat deliberately for reasons yet to be deciphered, precipitated the present parallel Congresses that have trailed the Ward, Local Government and culminating to the State Congress that produced the present parallel leadership.

Is this posture of the National Secretariat fair to the Party and its teeming members in the State? What does the National Secretariat want to  achieve by handing over the State to a person that has no recognition under the constitution of the party in any of the leadership structures, moreso, when that person has no grassroot followership in the State?

Can three “prominent” members of the Party in the State, in contradiction to hundreds of other prominent members of the party   deliver Abia State from the demonic stranglehold it suffers under the present leadership manning the affairs of the State?

Will Abia be imperiled in perpetuity in bad leadership without deliverance in sight? Why is the party that everyone is looking up to for deliverance, deliberating setting grounds for monumental failure in future elections by entering into a trap set by ITSELF?

WHY THE PARALLEL CONGRESS OF CHIEF IKECHI EMENIKE SHOULD NOT SEE THE LIGHT OF THE DAY.

Following the directive from the Caretaker Extra Ordinary/Covention Planning Committee for State Chapters of the party to hold its State Congress on the 16th of October, 2021, the Abia APC informed members interested in the various executive positions in the State executive to purchase their forms in accordance with the party guidelines.

The State Executive Committee equally  in compliance with the directive of the party set up a Screening Committee that screened all persons who paid and purchased the nomination forms from the party.

At the end of the screening exercise, qualified candidates emerged and ready for the Congress for all the executive positions of the party.
The party also published and posted on the party notice board at the Secretariat the full list of ALL DELEGATES ELECTED AT THE WARD CONGRESS AND  ALSO THE FULL LIST OF ALL STATUTORY DELEGATES.

Sometime in this same October, 2021, the Party held its stakeholders meeting at the State Secretariat and a State Executive Committee meeting wherein the State Secretary was directed to issue a Statutory Notice for the summoning of the State Congress.

The parallel Congress held by Chief Ikechi Emenike in which one Chief Enyinnaya Habour needs a bit of interrogations here for clarity:

1. The delegates that elected him and his fellow Exco are products of which Congress?

2. Was the State Exco that has custody of members of the party at the Ward level part of the process that produced them?

3. The Ward Delegates, the Local Government officers viz chairman and Secretary who were recently elected at the just concluded Congresses, were they part of the people that elected Chief Ikechi Emenike State Exco?

4. Was it right and lawful for the said Chief Enyinnaya Habour to write to INEC, Police and other Agencies and bodies and claimed to be the Chairman of the State Exco when he was not elected through any known Congress before the date of the State Congress?

5. Does this not indicate forgery or impersonation when he claimed to be the Chairman of the State Exco of the party when he was not?

6. Does this impersonation not a proof to the doubting Thomases that the State Exco of the party is a veritable vehicle for the conduct of a successful Congress in any State in the Federation?

If the State Exco is not part of the Congress process as being claimed in some quarters, why then did Chief Enyinnaya Habour claimed to be the State Chairman of APC in the State and performed the role of Hon Donatus Nwankpa before the Congresses?

7. Can any legitimate State Exco of the Party emerge in which the legitimate ward delegates, local government delegates, the State Exco officials who are statutory delegates and the over 30 statutory delegates neither participated nor supported?

Can such State Exco at any time earn legitimacy either by law or logic?

The group that produced Hon Acho Obioma as the Chairman was a product of the DELEGATES elected at the Ward Congress on the 31st July, 2021 and with STATUTORY MEMBERS OF THE PARTY from all levels.

The State Congress took place at indoor Hall at Umuahia Township  Stadium after accreditation of all Delegates.

Six persons who purchased the nomination forms for the chairmanship made themselves available and while the party leaders met and agreed on consensus candidates for all the other positions, it was resolved that the position of the chairmanship will be decided by the ballot. All the six candidates contested for the position of the chairmanship and they were Pastor Dike Nwankwo, Chidi Nwosu, Acho  Obioma, Princewill  Ukaegbu, Sylvanus Nwaji and Goldie Wabara. It was an open secret balloting system. Hon Acho Obioma who scored 298 votes to beat all others was declared winner in the election that was supervised properly in accordance with the Electoral Guidelines of the Party.

THE CHOICE BEFORE THE APC NATIONAL SECRETARIAT

The National Secretariat headed by His Exellency, Mai  Mala Buni has the power and right to make a choice of either promoting harmony and unity of the party at Abia or destroy the party and its chances in 2023 by choosing the leadership that was never elected or chosen in accordance with the Party’s Constitution and Guidelines. Nobody, I repeat, nobody puts something on nothing and expects a good result.

The foundational emergence of leadership at this level of the ruling party at the State level is critical to the success of the party in 2023 elections and should be handled with caution and care. If the foundation be destroyed, the Holy book warns, that there is nothing the righteous can do.

The Party leadership is hereby put on notice that treading the part of legality, caution with wisdom will save the party from the looming doom and explosion that is waiting on the wings to happen. Let the leadership of the party religiously search for the black goat while it is day time!

Again, a word is enough for the wise!

Community Contributes Money To Rehabilitate Road Recently Commissioned By Buhari In Imo

Youths from Nekede Community in Owerri-West Local Government Area of Imo State have contributed over N1.5m to rehabilitate Nekede-Umuoma-FUTO-Ihiagwa trunk “B” road.

This was part of the roads said to have been constructed by the Governor of Imo State, Senator Hope Uzodinma, which was commissioned by President Muhammadu Buhari during his recent visit to the state.

Youth Chairman of the community, Mr. David Oguoma, who spoke with journalists on why they embarked on the project, said they couldn’t fold their hands and watch the only road linking them to other parts of the metropolis remain in a perpetual state of dilapidation.

He said that the roads in Nekede Ancient Kingdom started deteriorating since 1999, adding that no successive government has deemed it necessary to put the road in order.

He added that there are over 50,000 people from all parts of Nigeria and beyond living in the community.

While decrying the poor state of major roads in Owerri West Local Government Area, he said that Governor Achike Udenwa did a small portion of the road during his term from 1999 to 2007 while the road was “awarded, constructed, completed and commissioned on the internet” during Ohakim era from 2007 – 2011.

He added that during the reign of Emeka Ihedioha, he re-awarded the road and mobilised the contractor to the site but was removed by the Supreme Court.

“But when Governor Hope Uzodinma came on board, he gave a firm promise that he will rebuild the road, giving the word of exaltation from his Commissioner for Information and Strategy, Chief Declan Emelumba that the governor has re-awarded the road to another digital contractor and that in no distant time, the road would be fixed and become motorable, but since then till now nothing has been done on the road, it is very awful”.

Oguoma called on the government, philanthropists, non-governmental organisations, residents to assist in the on-going roads rehabilitation in the area.

Parallel Congress: Abia APC May Lose In 2023 If… Lawyer Warns Party

An Abuja based lawyer, Ikechukwu Uzuegbu has berated the national leadership of the All Progressives Congress, APC over it’s role in the conduct of parallel congresses in Abia State.

In a statement on Thursday, Uzuegbu noted the APC may lose out of the coming elections in Abia State if those orchestrating crisis and division in the party are not immediately fished out and sanctioned appropriately.

He stated that the emergence of two States Executives and Two factional Chairmen at the state congress held on October 16, 2021, is a reflection that all is not well in the party.

Insisting that the present crisis in Abia APC is self-inflicted, Uzuegbu stated that the National Secretariat presently headed by Yobe State Governor, Mala Buni is heavily implicated.

Uzuegbu traced the root of the problem in Abia State to the decision by some leaders in the party to bypass the State Executive headed by Hon. Donatus Nwankpa in the conduct of the congress.

He said: “The National Secretariat in clear breach of APC’s constitution, Election Guidelines, sent Congress Committee officers to Abia State for the Ward, Local Government and even the State Congress and told them to go and conduct the various Congresses without the involvement of the legitimate Caretaker Committee in place in the State.

“How is it possible for those few persons sent from the National Secretariat in Abuja to come into a State and organise a successful Congress in all the Wards, Local Governments Areas in the State without the input and support of the legitimate State Exco on the ground? Uzuegbu further said that Chief Ikechi Emenike’s parallel congress must not be allowed to stand as it is a product of illegality.

Raising some fundamental question on Chief Emenike’s congress, he asked; Can any legitimate State Exco of the Party emerge in which the legitimate ward delegates, local government delegates, the State Exco officials who are statutory delegates and the over 30 statutory delegates neither participated nor supported? Can such State Exco at any time earn legitimacy either by law or logic?

Uzuegbu states categorically that the group that produced Acho Obioma as the Chairman was a product of the delegates elected at the Ward Congress on July 31 July 2021 and with statutory members of the party from all levels.

“The State Congress that produced Obioma took place at indoor Hall at Umuahia Township Stadium after accreditation of all Delegates. Anambra Guber: Ensure No Group Causes Trouble, Buhari Orders Security Forces

President Muhammadu Buhari has directed the Nigerian Armed Forces and law enforcement agencies to ensure that no group or individual is allowed to stimulate anarchy and chaos in Anambra State.

According to the president, peace must be maintained in Anambra, even if it requires dominating the state ahead of the governorship election scheduled for November 6.

The National Security Adviser (NSA), Babagana Monguno, disclosed this after a security meeting presided by President Buhari at the State House on Thursday.

He explained that the President gave the injunction because the implications of sabotage by non-state actors on the Anambra poll would set a dangerous precedence for future elections in the country.

In a similar vein, Minister of Police Affairs, Muhammad Dingyadi, said the security alert level in Anambra needed to be upped in a bid to ensure that people were not disenfranchised in the coming election.

At a media chat following a meeting with the President, the minister noted that escalating security within Anambra was done purposely to wither the operations of the Indigenous People of Biafra (IPOB) and to engender a calm atmosphere and embolden the people to vote.

Before the briefing by his cabinet members, President Buhari presided over a security meeting with the nation’s service chiefs and heads of intelligence agencies.

The meeting was attended by the Vice President, Professor Yemi Osinbajo; Secretary to the Government of the Federation, Boss Mustapha; and Chief of Staff to the President, Professor Ibrahim Gambari, among others.

The Chief of Defence Staff, General Lucky Irabor, led the Chief of Army Staff, Lieutenant General Farouk Yahaya; Chief of Naval Staff, Vice Admiral Awwal Zubairu Gambo, and other security chiefs to the meeting.

They are Chief of Air Staff, Air Marshal Oladayo Amao; Director-General of the Department of State Service (DSS), Yusuf Bichi; and the Director-General of the National Intelligence Agency (NIA), Ahmed Rufai Abubakar.

Although the Inspector General of Police, Usman Baba, was absent at the meeting, he was represented by a Deputy Inspector General of Police, Sanusi Lemu.

Chief Ukeh Urges Investment In Education To Tackle Insecurity

Abia born philanthropist, Chief Kalu Ijomah Ukeh has called for massive investment in youth education and development as a way of tackling insecurity in the country.

Ukeh stated this at a media chat on Wednesday night, explaining that such investment will provide opportunities for youths to be meaningfully engaged instead of indulging in violence and crime.

Ukeh, who was recently bestowed with “Integrity Man of the Year” by Nigerian Association of Christian Journalists (NACJ), said only sincere investment in youth development and education would help tackle the level of insecurity affecting Nigeria.

The Chief Executive Officer, Punkinosis Chemical Company, said; “Investment in education will provide the much-needed boost to the Nigerian economy. This is so because education equips our youths with essential skills they need in life.

The skills acquired through learning provide our youths with more career and employment opportunities, enable them to be more effective in their jobs and compete with their counterparts in other parts of the world.

“Also, improved reasoning skills acquired through education helps employees to be more efficient and productive which in return help to boost GDP and improve the overall economy.”

He urged corporate entities, wealthy individuals and Non-governmental Organisations (NGOs) to key into this as it will help solve the problem of insecurity.

Soldiers Kill 3 Suspected IPOB Members In Abia Community (Photos, Video)

No fewer than three suspected members of the proscribed members of Indigenous People of Biafra (IPOB) were on Thursday killed by soldiers on guard at First Bank Arochukwu.

This is according to the Abia State police command in a statement made available to AbN TV by Commissioner of Police in the state, CP Janet Agbede.

She said members of the proscribed group numbering about 50 had attacked the solders with guns and machetes.

Men of Intelligence Response Team (IRT) of the Nigerian Police on operation Restore Peace in Abia State on 26 August, 2021 arrested an ex-convict, 36-year-old Chinedu Agwu, a native of Akanu village Ohafia LGA of the state for the murder of 47-year-old Ugwa Jacob Kalu, ABN TV reports. ABN TV reports that Chinedų Agwu had served four years eight months in jail for a similar case of kidnapping. His arrest follows the confession made by co-conspirators Nnadozie Monday (aka Dido) aged 26 years from Mgboko Umuanunu, Obingwa LGA of Abia State, and Godwin Udechukwu aka "Keke boy aged 21 years of Umuocha village Obingwa LGA, Abia State. Parading the suspects at the police headquarters in Umuahia on Thursday, Commissioner of Police Abia State command, CP Janet Agbede said the suspects on 30 July, 2021 attacked Ugwa Jacob Kalu, a native of Ohafia in Abia State who resides at No. 6 Tasie Street, off Royal Palm Ogbor Hill Aba, Abia State while driving into his house. According to the CP, the victim resisted attempt by the hoodlums to push him into the booth of his 2014 Toyota Highlander Jeep and drive him away. They shot and killed him in his compound while his Samsung Galaxy C9 phone valued one hundred and fifteen thousand naira (N115, 000) was robbed. "In addition to the attempted kidnap and murder of Ugwa Jacob Kalu, Godwin Udechukwu confessed to having participated in the kidnap of one Mrs. Susan Kevin from Abiriba village in Ohafia LGA, Abia State," the police boss said. She listed exhibits recovered from the suspects to include, one Samsung Galaxy C9 phone valued one hundred and fifteen thousand naira (NI15,000) property of the victim Ugwa Jacob Kalu and Eleven SIM ards of different Networks. She said the victims will be charged to court upon conclusion of investigation.

The statement partly reads, “The soldiers made a counter attack and three of the hoodlums were neutralized during the exchange of firing.

“The superior firing power of the soldiers made the hoodlums to disperse. As at now, effort has been intensified to track down the fleeing hoodlums.”

 

The police boss therefore urged members of the public to report anyone seen with bullet wound to the nearest Police station or any law enforcement agent.

ABN TV had reported that the detained leader of IPOB, Nnamdi Kanu after many months of speculation on his state of health was brought to court in Thursday by the Department of State Services, DSS.

Ohaneze Ndigbo had issued a warning to the federal to produce Nnamdi Kanu in court or wait a devastating consequence.

He was accompanied amidst heavy security presence in and around the court.

Journalists were also barred from the court room at the federal high Court Abuja where his trial took place.

He pleaded not guilty to the amended charges brought against him by the federal government through the Attorney-General of the Federation and Minister of Justice, Abubakar Malami.

Justice Binta Nyako adjourned Kanu’s trial till November 10.

Kanu who was later moved to the custody of the DSS is standing trial over allegations bordering on treasonable felony and terrorism.

Three Years After Ban, NFF Returns Salisu Yusuf As Super Eagles Assistant Coach

The Executive Committee of Nigeria Football Federation has approved the reinstatement of Coach Salisu Yusuf to his position as Assistant Coach of the Super Eagles and Head Coach of the Super Eagles B team, with effect from 1st November 2021.

The NFF made this known in a statement by its spokesperson, Ademola Olajire, on Thursday.

The statement quoted the General Secretary of the NFF, Dr Mohammed Sanusi, as announcing the re-instatement of the former Kano Pillars, Enyimba FC and Rangers International FC gaffer by the NFF Board was on the recommendation of the NFF Technical Department.

The statement added, “Highly respected for his match–reading ability, calm demeanour and proficiency in talent discovery and development, Yusuf, in his playing days featured for Rancher Bees of Kaduna and El-Kanemi Warriors of Maiduguri, among others.

“Yusuf’s return to the three-time African champions coincides with the closing stages of the FIFA World Cup Qatar 2022 qualifying second round phase and the commencement of preparations for the 33rd Africa Cup of Nations finals taking place in Cameroon early next year.”

Salisu was in August 2018 caught on camera accepting cash from men who posed as football agents to select two players for his Morocco 2018 African Nations Championship squad.

He was ordered to pay a fine of $5,000 by the federation after the NFF Ethics and Fair Play Committee ruled that the coach received $1,000 from the men.

The NFF had earlier reinstated the coach in 2019.

Announcing Salisu’s return in 2019, NFF said, “The federation has noted that the Chief Coach of the Super Eagles, Salisu Yusuf, has now fully served the one-year suspension clamped on him last year.”

Bayern Munich manager Julian Nagelsmann has tested positive for Coronavirus in Portugal after missing his side’s win over Benfica in the Champions League due to ‘flu-like symptoms’.

Nagelsmann, who is double-vaccinated, has to travel back to Germany separately before going into isolation.

A club statement on Thursday morning read: ‘Julian Nagelsmann , 34, head coach of FC Bayern Munich, tested positive for the corona virus despite being completely vaccinated.

‘He will return to Munich separately from the team with an ambulance pilot and will go into domestic isolation there.’

Nagelsmann wasn’t on the bench for the match on Wednesday evening and instead stayed in the hotel due to his illness.

‘Unfortunately, Julian Nagelsmann cannot sit on the bench today due to a flu-like infection,’ Bayern said on the club’s official Twitter account before the match.

‘He is represented by his co-trainers, Dino Toppmoller and Xaver Zembrod. Have a good recovery Julian!’

Bayern ran out 4-0 winners against Benfica thanks to a late rally with Leroy Sane scoring twice alongside a Robert Lewandowski strike and an Everton Soares own goal.

But there will now be concerns as to whether any other members of the side will test positive before Saturday’s clash with Hoffenheim in the Bundesliga.

Bayern currently lead the standings in Germany but are only a point ahead of second-place Borussia Dortmund.

Pogba Set To Extend Contract With Man United

Paul Pogba insists he’s happy at Manchester United and is ‘enjoying’ playing with the likes of Cristiano Ronaldo.

The Frenchman is into the final year of his six-year deal at Old Trafford and discussions over an extension have progressed slowly.

Pogba is free to sign a pre-contract agreement with foreign clubs from January 1st and United are keen to resolve his future before that point.

Mino Raiola, Pogba’s agent, advised United to cash in on Pogba in 2020 but the midfielder’s demeanour has changed in recent months.

And, following United’s 3-2 comeback win against Atalanta, Pogba admitted he is enjoying playing for the club – particularly alongside Ronaldo.

‘I enjoy playing at Manchester United,’ said Pogba.

Ronaldo’s goal is his sixth in eight appearances since he returned to Old Trafford.

And Pogba admits he’s almost lost for words to describe the 36-year-old.
