Malami Insists FG Will Follow International Standards In Fighting Banditry, Terrorism

The Minister of Justice, Abubakar Malami on Friday said the Federal Government will follow international standards in fighting banditry, terrorism, and other criminal activities in the country.

Justice Taiwo Taiwo of the Federal High Court Abuja had earlier proscribed bandit groups as terrorists, specifically noting that the activities of Yan Bindiga and Yan Ta’adda bandit groups, constitute acts of terrorism.

The ruling followed an ex parte motion the Federal Government filed through the Federal Ministry of Justice.

Malami in a statement by his media aide, by Dr. Umar Jibrilu Gwandu, reiterated the Federal Government’s determination to crush banditry.

He said the government’s commitment has remained unwavering following the recent court ruling that designated bandits’ groups as terrorists’ organisations.

According to him, the declaration is a demonstration of the determination of the office of the Attorney-General of the Federation and indeed the Federal Government in doing things in accordance with the rule of law.

“The development is a pointer to the commitment of the Federal Government to adhere to the international standards in respecting the rules of engagement in the fight against terrorism, separatists’ organisations, insurgency and banditry in the country,” Malami was quoted as saying.

By the declaration, Malami said the Muhammadu Buhari administration has taken bold steps to deal ruthlessly with all terrorist groups and their sponsors in order to bring a lasting solution to the myriad of insecurity challenges in the country.

In achieving peace across the country, he explained that there would be a collaboration with relevant government agencies including security operatives to do the needful to take full advantage of this declaration.

The Minister also said the government will gazette and publish the proscription order.

Film Festival: How Abia’s Chidia Maduekwe Secured $5m Revenue Rated MoU

On Thursday the Nigerian Film Corporation (NFC) led by it’s Managing Director, Dr. Chidia Maduekwe and the Federal Capital Territory Administration (FCTA) signed a Memorandum of  Understanding (MoU) for the hosting of the 12th Edition of the Zuma Film Festival.

The signing is historical as this is the first time since the creation of the film festival that a state Government Administration backed by the Federal government will host and sponsor the event annually.

The epoch signing ceremony had in attendance the high ranking cabinet members of the FCT Administration headed by the Minister of State (FCT) ,Ramatu Tijani Aliyu who was represented by the FCT Permanent Secretary, Mr. Olusade Adesola and NFC Team led it’s Managing Director and Chief Executive Officer, Dr. Chidia Maduekwe.

With the new development the 2021 Zuma Film Festival rescheduled to hold in April 2022 is  generate a gross estimate of 5 million dollars (₦2.5 billion) in direct revenue from merchandising, in addition to tax revenue in excess of $2 million (₦1 billion) in addition to direct and indirect job creation.

Dr. Chida in a press statement added  that the estimated revenues can be achieved through  interest, international participation , co- production agreement and traffic generation for increased film production shoot within the FCT.

The NFC Boss likened the revenue evaluation to the 2020 participation in the Salt Lake City Utah, host city of Sundance Film Festival, which cost  an estimated $149,000 (₦74 Million), and created over three thousand jobs for citizens of the city. The festival made $5 million (₦2.5 billion) in direct revenue from merchandising, in addition to tax revenue in excess of $2 million (₦1 billion) within ten days.

During the signing formalities, FCTA’s Mallam Bashir Mohammed  in his opening remarks recalled how Dr. Chidia Maduekwe proposed the partnership initiative to the FCTA in 2019 to host the 2020 Zuma film festival.

According to him, due to the COVID-19 pandemic talks were stalled and the event couldn’t be held in 2020.

However a committee was instituted by the Hon Ramatu to hold talks with the management of the Nigerian Film Corporation to deliberate on how it will undertake the hosting of the motion picture festival.

The meetings included the drafting of the memorandum and identifying  specific areas in which both parties will contribute their quota in order to achieve collaboration and synergy for a sustainable hosting of the very important event.

The FCTA Committee met severally with Dr. Chidia’s NFC team which resulted in having an agreeable memorandum of understanding and was submitted to the authority for consideration.

The memorandum of understanding was subsequently considered and approved by the Minister of the Federal Capital Territory Alhaji Mohammed Musa Bello and the Minister of State, Dr. Ramatu Tijani Aliyu.

Chidia Maduekwe who spoke to newsmen in a brief interview shortly after the MoU signing said the 12 Edition of the Zuma Film Festival was taking a new dimension as a result of the partnership with the Federal Capital Territory Administration and the support of the Federal Government. He noted the collaboration is in line with the current global trends in the hosting of film festivals.

Chidia Maduekwe, the CEO of the NFC, said Abuja was carefully selected to host the festival, to showcase the beauty and economic potential of the city to the international community.

“The difference us enormous for the first time we are having a host city, the government of a state because FCT is like a state , and you have the Minister declaring that the FCT Minister us backing up the Festival that means that the Federal Government is throwing their weight to what is being done at the MDA level .

“You cannot expect anything less because these are global standards. I just came back from South Africa in Durban and the mayor of Durban was very much involved. The state took over the film festival or trade fair in Durban and that is what is going to be replicated here.

“That is the capacity we are bringing here and that automatically translates major participation not just within Nigeria but outside the country. Nigeria should be a destination for the celebration of cinematic excellence not just talking about us being the second largest producers of films in the world , Chidia said.

The NFC Boss stated further that Nigeria is expected to move from quantity to quality in terms of production.

“Yes, we are producing good quality films but we should move ahead from numbers to quality.  We should move away from numbers to monetization, we should move from jobs to wealth creation. It is such a film festival that gives the enabling environment that draws our youths to cross fertilise their intentions with investors that will come from across the globe.

“It is such environment of the  film festival celebration that talents will be identified, they will be given roles to play that’s where you have collaboration agreement so it is huge , it is big and it is humongous and I am happy it has come to stay and like you heard the honourable minister say that that deal is a permanent thing . One thing is assured that we at NFC especially under my watch have domesticated it that film festivals now have Abuja as the host city. It’s a whole lot .

When asked about the future prospect of the deal. He responded;

“In the next 10 years I want this Abuja film festival to be compared to what happens in Burkina Faso.  Burkina Faso though a smaller country has the FESPACO we just came back from Durban they have the Durban International Film festival.  In Berlin the Berlinale in France we have the Cannes film festival so why can’t the Abuja film festival be that global map? That is what we are seeking to achieve with this partnership with the Federal Capital Territory Administration.

On the expected 5 million dollar revenue Chidia said that the estimated revenue is dependent  on the participation, considering what happens in some of the other places. Stressing that increase in participation, traffic , the hotel and the signages will generate maximum financial gains. Chidia divulged that African Export-Import (Afrexim) Bank is interested in partnering with the NFC. He said with Afriexim in the next edition of the film festival  they’ll be a film market.  The partnership will attract the signing of a lot of co-production agreements and that will roll millions of naira into the ecosystem.

Chidia revealed further that In the area of Job creation NFC plans to escalate the conversation of establishing a film entrepreneurial hub in FCT.
He said
“This entrepreneurial hub, when established, will train over 2000 youths on quarterly basis from the FCT in film business and entrepreneurship with direct positive impact on youth unemployment.

Abuja, the host city, has state-of-the-art infrastructure; well-structured and accessible network of roads, filmic scenery and exotic world-class hotels to comfortably play host to the festival’s teeming visitors from across the world.

The Zuma film Festival 2021 earlier planned to hold from the 1st to 7th of December has been shifted to 2nd – 9th April, 2022, with the Theme: “Show the Money”! The Venue is the Nigerian Airforce Conference Centre, Kado, Abuja for all other components of the festival except for film screenings that will be held at Silverbird Cinemas at the Jabi Lake Mall.

Desist From Any Attempt To Increase Fuel Pump Price, FENRAD Warns Federal Government, NNPC

A pro-democracy, human and environmental rights advocacy group, Foundation for Environmental Rights Advocacy and Development, FENRAD, has called on the federal government and the Nigerian National Petroleum Corporation, NNPC to desist from any act capable of causing increase in the price of premium motor spirit (PMS), commonly known as ”fuel”, including hoarding.

FENRAD expressed concern that after product recently became scarce some weeks ago, there may be attempts to force Nigerians to pay more for the product.

In a statement on Friday signed by Comrade Nelson Nnanna Nwafor, the Executive Director FENRAD Nigeria and Barr. Akande Femisi, Head Corporate Accountability and Human Rights Enforcement, FENRAD recalls that there was a plot to increase the price of the product to over ₦380 allegedly by the Governors Forum which the NNPC did not accept then.

FENRAD says this plot now becomes relatable whenever the position on oil subsidy removal is made.

It also recalls that the Corporation’s group managing director had hinted of possible deregulation or total subsidy removal in March during the fifth edition ministerial briefings coordinated by the presidential communications team.

It says, “At that March forum, the NNPC Group Managing Director, Mele Kyari stated that at the real and landing cost of ₦234 (subsidised at ₦162), the federal government, supplying 60 million litres of the product daily, loses ₦120 billion monthly and that such amount lost was higher than monies/numbers allocated to education and healthcare. This, FENRAD recalls, came after the move to increase the price of the product was made known to Nigerians by Timiprie Silva, the state minister of petroleum, in January.

“While FENRAD does not totally reject the idea of deregulation, the Foundation does not want that process staggered or rushed. Ab initio, the APC-led federal government had told Nigerians that subsidy regime was over and that under its watch a new regime known as “under-recovery payment” was the standard. But sadly, as FENRAD learns, the only thing different with the new regime was that NNPC only acquired the power to now play the role of independent marketers in supplying the product!

“It should be recalled also that one of the foreshadows and harbingers of petrol price increase in Nigeria has always been artificial or total scarcity, so FENRAD worries whether the current scarcity of the product is connected with the plans to deregulate the petroleum subsector at a time when Nigerians can hardly cope. Subsidy removal is not bad, according to FENRAD, but should be done when suitable and sufferable. This was exactly the position the APC, then playing opposition, canvassed when the government of Goodluck Jonathan attempted to remove subsidy by January, 2012. Today, APC led Government has done and is doing nothing entirely different except renaming the regime “under-recovery payment”!

“FENRAD also decries the increase in the price of domestic/cooking gas, a commodity whose price is shooting above the ceiling. Families are bearing the brunt at a time when elsewhere governments are making life liveable and fair to citizens.

“The problem, though not begun under the current dispensation, got worsened under its watch. If the administration had lived up to the campaign promise of fixing the refineries, Nigeria would not be here today. But rather than fix the refineries or build new ones serviceable, the administration with the president and Commander-in-chief as its petroleum minister has reminded almost visionless with nobody knowing whether it intends to concession the refineries, revamp or in their place build new ones.

“This is not the best of times to increase the price of the product as the purchasing power of Nigerians is still sharply on the decline.

“FENRAD, having followed the petroleum subsector, wishes to remind the government that a phased and planned regime of gradual subsidy removal is better than what the public fears and suspects: an outright and sudden removal in a time like this, which comes with a heavy burden on the starving masses.”

Late Ugoeze Jane Afuekwe Eze was laid to rest on Friday at her home town at Amaokwe Item, Bende L.G.A, of Abia State.

Mr. Okali in a condolence message on Friday expressed sadness of Sir Anyaso’s loss, whom he described as a personal friend and brother.

He urged the DG to take heart, noting that Late Ugoeze Eze lived a fulfilled and selfless life that stood her out in her community.

“I deeply express my heart-felt sympathy to my friend and brother over this loss. You must however take solace in the fact that mama lived an impactful and examplery.

“As a friend for several years, I have known you to bravely confront your challenges. I’m optimistic that you will see reasons to move on with life following this great loss you have suffered” he said.

Buhari Deserves Credit For Tackling Insecurity – Garba Shehu

Malam Garba Shehu, the Senior Special Assistant to President Muhammad Buhari on Media and Publicity, said the president deserves credit for tackling insecurity, especially Boko Haram and farmer/herder crisis

Shehu made this claim on Friday while presenting a paper, tagged ‘Fake news: Challenges of information management’, at the 10th anniversary of the Federal University Dutsin-Ma (FUDMA), in Katsina State.

“It is a fact that the Buhari administration is the only government of Nigeria that has put forward a workable solution to the herder-farmer challenge in all the years since independence.

“The threat to civilians and peaceful co-existence between different ethnic and religious groups from farmer-herders clashes, banditry and land disputes are of serious concern to the Buhari government.

“It is incorrect, however, to assert that the government has or is doing nothing to address the threats.

“Firstly, there are ongoing efforts for the establishment of cattle ranches to prevent or curtail open grazing, the practice that brings herders and farmers into conflict.

“This is an age-old problem facing Nigerian Governments since the colonial days. However, matters of land distribution are dealt with at the state level.

“This means willingness has to be shown by state governors to drive the process forward. The Federal government launched a plan last year to work with states to address these issues together.

“Unfortunately, this has been lacking in some states, and with regards to the long and determined battle waged against Boko Haram, Nigerians are aware of the efforts made by this Government.

“When the government came to power, the terrorist group held and administered an area the size of Belgium. Now they hold none. The terrorists are hiding out amongst remote forests and across borders.

“This makes it difficult to extinguish the final flames of the insurgency, and the government has no illusions of the potent threat still posed.

“Recent statistics have shown that over 14,500 Boko haram members have voluntarily surrendered.

“However, the progress made cannot be denied. In the face of rising crime and insecurity, the government’s new community policing initiative was launched.

“Some 10,000 new constables were recruited and the process is on for another 10,000 to be recruited from the areas they will safeguard as opposed to past practice.

“The government hopes this will bring policing closer to local communities. N13 billion was earmarked for the initial initiative. Going by the plan, every year will see an additional 10,000 policemen.

“It is an opinion that the president’s comments on IPOB, which led the banning of Twitter in Nigeria was controversial. For many, it was not.

“President Buhari has therefore been warning against social media disruptive and divisive influences, and the government’s action is not a knee-jerk reaction to Twitter’s preposterous deletion of his tweet which should have been read in full.

“The tweet was not a threat, but a statement of fact. As a terrorist organisation, IPOB poses a significant threat to the safety and security of Nigerian citizens.

“When the President said that they will be treated “in a language they understand,” he merely reiterated that their force shall be met with force. It is a basic principle of security services response world over.

“This is not a promotion of hate, but a pledge to uphold citizens’ right to freedom from harm. The government cannot be expected to capitulate to terrorists,” according to Shehu.

Earlier in his welcome address, the Vice-Chancellor (VC) of the University, Prof. Armaya’u Hamisu-Bichi, said it is a great pleasure to witness a decade of existence of the institution.

“It is not an easy task to develop an institution from the scratch to its present level, saying it is the best among other universities FUDMA was established together with.

He also narrated the challenges the university’s management has passed through in the past 10 years before it attained its present status.

The university, during the event, rewarded some of its staff for their commitments and dedication to duty.

Nigeria Declines Germany’s Offer To Train Policemen

The Police Service Commissions (PSC) says recruits of the Nigeria Police Force will be trained locally.

PSC chairman and former Inspector-General of Police, Musiliu Smith, stated this during a press briefing in Abuja.

The German Government had on Tuesday asked the federal government to release at least 30,000 police personnel for special training in Germany on how to manage protests without using weapons.

But Smith said Nigeria and Germany are two different societies.

According to him, it is important for police personnel to undergo training locally so as to screen them when they are at the basic level of the force.

He said: “We have to screen them. You know the German people were around. They had discussions with the government and some relevant organisations, the discussion is still on.

“The government there is willing to support good security in our country, and we’re also ready to encourage them, but definitely, the earliest or the basic set of personnel will still hold their training here.

“Gradually, if they have facilities, we need to go and see whatever facilities and whatever is there and the curriculum they are using because the two societies are different societies.

“We want to be sure that there are things we need to input into our systems that will help us.”

Oil prices Drop To Two-month Low As New COVID-19 Variant Emerges

The global oil prices fell to $77 per barrel, the lowest since September 2021 amid a new coronavirus variant and U.S. release of millions of barrels of oil from strategic reserves.

Brent crude oil futures, the global benchmark, dropped by 5.63 per cent on Friday to $77.59 a barrel.

U. S West Texas Intermediate (WTI) crude oil futures fell by 6.52 per cent to $73.28 at 12.06 pm.

Tamas Varga, an analyst for PVM, an independent broker of oil instruments, told Reuters that the unforeseen outbreak of the new variant coupled with the OPEC’s price gauge could affect fuel demand and reduce economic growth.

“OPEC’s initial assessment of the coordinated (stockpile) release and the sudden appearance of a new variant of the coronavirus raises serious concerns about economic growth and the oil balance in coming months,” Varga said.

According to Reuters, investors were also monitoring the response of China to the U.S. release of millions of barrels of oil from strategic reserves in partnership with other large consuming nations, a part of its to cool prices.

An OPEC source told Reuters that this release could increase supplies in coming months, based on findings of a panel of experts that advises ministers of OPEC countries.

Also, the OPEC source told Reuters that the Economic Commission Board expected a surplus of 400,000 barrels per day (bpd) in December, rising to 2.3 million bpd in January and 3.7 million bpd in February if consumer nations proceeded with the releases.

There has been widespread concern over reports of a lady who was said to have died from a snake bite when she was using the toilet in her apartment leading to many asking how that could be possible.

Indeed, snakes can get into toilet bowls through the connecting pipes and pits outside the house or get into the house, and then crawl up and, or fall into the toilet bowls after being in the house

To understand how entry through pipes and connecting pits happen, one can first look at the structure of the toilet bowl and how it connects to external features of the solid waste system of a building

A toilet bowl usually has three openings.

The first and biggest opening is the rim or top of the bowl; it is the part through which wastes from humans (pee and poo) are released in the toilet bowl. Snakes can get into the toilet bowl if they climb over the rim from the toilet floor below, or from an open or broken window above. They may also fall into it from a height above the rim e.g. open or broken ceiling, or the top of lockers and stacks around

The second one is a small opening located just behind and very close to the top of the toilet bowl. This hole carries the small pipe that brings in the flushing spray into the toilet bowl from the tank above the toilet bowl that holds the flush water. Snakes can only get into this hole through the tank but this only happens if the cover of the tank is broken, not sitting properly or has been deliberately removed and the flush siphon is not in place. The flush siphon usually covers the top of this pipe from inside the tank.

The third and last opening is a 100mm (four inches) wide round opening on the back of the toilet, it opens directly into the big pipes that connect the building to the underground pits and tanks outside the building

Most concealed reptiles found in the toilet bowl usually get into the toilet bowl using this last opening

How?

The pipe links the toilet to an inspection chamber, a box-like structure just outside the house, usually very close to the wall of the toilet, which in turn has pipes that link to the septic tank (or, and, soak-away pit,) and a vent pipe, that allows foul air to escape from the chamber and the septic tank/soak-away pit.

A snake can get into an opening on the connecting pipes, the inspection chamber, septic tank, soak-away pit (like a big crack on the cover slab) and conveniently make its way into the pipe that links the toilet bowl to these structures, then up, into the house.

The vent pipe is usually the weakest point when it is not properly covered or its cover fall off and is left unattended

Thus, snakes get into toilets

  • Directly go into open or broken pipes that link the toilet to external installations, or
  • Find breaks and openings of the external waste pits (inspection chambers, septic tank or soak-away pits) and find their way into the pipes that connect these pits to the house
  • Make their way into the house and find and climb into the toilet bowl

How can one stay safe?

Do not visit the toilet without a lamp

Always inspect the toilet bowl and its surroundings before use

Do not use the toilet floor as a packing space. Keep it tidy such that it is easy to see at once whether it is clean and clear, or occupied by foreign bodies.

Inspect vent pipes, soak-away pits and inspection chambers, ceilings, roofs, walls, windows periodically for holes, breaks and loosed coverings. Repair this as soon as they are noticed.

Hire the right people to build, maintain or clean your home or shelter.

Allow good and clear space between your building and surrounding structures such as fences and trees from which snakes can get into buildings

Treat the spaces above the ceiling and below the building with snake repellents and other fumigants periodically

Take care of your house so that it will take care of you.
