North Korean leader Kim Jong Un has mobilized the military to respond to the country’s first officially acknowledged outbreak of Covid-19, as the impoverished nation scrambles to address what state media has described as a “major national emergency.”

Despite having placed all cities under lockdown on Thursday, a further 392,920 new cases of “fever” and eight deaths were recorded between Saturday and Sunday evening alone, state media outlet KCNA reported on Monday, though it did not specify Covid-19 as the cause of death.
That brings the total number of reported cases to 1.2 million, with more than 648,000 recovered, and the total death toll to 50. However, many experts are skeptical of the official figures, with few believing that a country of around 25 million people had been spared until now by a virus that has infected millions worldwide.
At an emergency meeting of top officials on Sunday, Kim said state-provided medicine wasn’t being supplied to people through pharmacies in time. He criticized officials for “not properly recognizing the present crisis but only talking about the spirit of devotedly serving the people,” according to KCNA.
He lambasted his cabinet and public health officials for “irresponsible work” and poor “organizing and executing,” and accused the director of the central public prosecutor’s office of “idleness and negligence of his duty,” KCNA reported.
Kim ordered the military’s medical arm to work on “immediately stabilizing the supply of medicines in Pyongyang City,” according to KCNA and discussed ways to ensure hygiene at pharmacies.
After the meeting, Kim visited pharmacies in the capital, where he pointed out the short supply of medicine.
Over the weekend, the country’s state TV aired footage of medical workers spraying empty streets. It also ran an interview with a doctor advising Covid patients to take drugs including paracetamol and ibuprofen — and Korean traditional medicine such as Cheongsimhwan, a pill formulated with various herbs.
An outbreak of Covid-19 could prove disastrous for North Korea, with its dilapidated health care infrastructure, lack of testing equipment and a largely unvaccinated population.
North Korea is not known to have imported any coronavirus vaccines, though it is eligible for the global Covid-19 vaccine sharing program, Covax. In February, Covax reportedly scaled back the number of doses allocated to North Korea because the country failed to arrange for any shipments, according to Reuters.
Given the opaque nature of the regime and the country’s isolation from the world — which has only grown since the pandemic — it is extremely difficult to assess the real situation on the ground.
South Korea offered assistance on Monday, though it’s unclear if Pyongyang will accept the help.
“We must not hold back on providing necessary assistance to the North Korean people, who are exposed to the threat of the coronavirus,” the South’s newly elected President Yoon Suk Yeol said during his first budget speech in the legislature.
“If the North Korean authorities accept, we will not spare any necessary support, such as medicine, including Covid-19 vaccines, medical equipment and health care personnel,” he said, adding the offer is irrespective of political and military considerations.
South Korea’s foreign minister said Friday he had discussed providing humanitarian aid to North Korea during a call with his US counterpart.
South Korea’s Unification Ministry said it had notified North Korea of its offer on Monday through the inter-Korean joint liaison office. Its formal letter includes the offer of medical supplies, including vaccines, masks, and testing kits, as well as an offer of “working level talks” between the two countries, the ministry said. North Korea has not yet responded to the notice, it added.

The ruble strengthened against the dollar and the euro as foreign currency trading started on Moscow Exchange on Monday compared with previous closing.

As of 10:20 am Moscow time, the dollar exchange rate was down by 1.29% at 63.71 rubles, while the euro exchange rate was down by 1.37% at 66.13 rubles.

As Monday trading opened on Moscow Exchange at 10:00 am the dollar exchange rate was down by 6.5 kopecks at 64.48 rubles, while the euro exchange rate was up by 1 ruble 29.75 kopecks at 68.3475 rubles.

The MOEX Index was up by 0.6% at 2,321.29 points, while the dollar-denominated RTS Index was up by 1.33% at 1,147.29 points, according to trading data as of 10:20 am Moscow time. As trading opened the MOEX was up by 0.03% at 2,308.2 points, while the dollar-denominated RTS was down by half a percent at 1,126.55 points.

The North Atlantic Alliance should be under no illusion Russia will put up with Sweden and Finland’s membership, Russian Deputy Foreign Minister Sergey Ryabkov said on Monday.

“We are making a thorough analysis of the situation. It has certainly changed radically in light of the developments. <…> All this (situation around NATO membership for Sweden and Finland – TASS) reflects an absolutely false and distorted perception of what’s going on in the world,” the diplomat said when asked a relevant question.

“We find it quite obvious that neither Sweden’s, nor Finland’s security will be enhanced following the decision, while what will be the format of our ensuring our security is a separate issue,” the diplomat told reporters.

“Brussels, Washington and other NATO capitals should be under no illusion we will simply put up with the fact. So, if the overall level of military tensions rises, there will be less predictability in the sphere,” he warned.

Common sense is being sacrificed to some phantom ideas on what should be done in the situation, the senior Russian diplomat said with regret.

“This will be another gross mistake with far-reaching consequences. But then, alas, that’s the sanity level of those who are making political decisions in corresponding countries,” he concluded.

China’s authorities express protest to the states of the Group of Seven (G7) over their statement on Taiwan and the Xinjiang Uygur Autonomous Region, Chinese Foreign Ministry Spokesman Zhao Lijian said on Monday.

“China expresses resolute protest to the chairing G7 country,” he said at a briefing. “Our stance on the issue of Taiwan and the external interference in the affairs of Hong Kong and also Xinjiang is unequivocal,” he added.

According to the diplomat, the attempts of the G7 countries to slander China, accusing it of violating human rights, will not succeed. “We insist that the Group of Seven stop interfering in China’s domestic affairs,” he concluded.

The document for returning to full implementation of the Joint Comprehensive Plan of Action (JCPOA) for the settlement around the Iran nuclear program is at a high level of readiness, the remaining problems are of political nature, Russian Deputy Foreign Minister Sergey Ryabkov told reporters on Monday.

“Now the document is at a high degree of readiness for adoption. There are some political problems, which are not related to the finalization of the text. Everything that is required in terms of finalizing the document itself can be done literally within a few days,” Ryabkov said.

“As it has been repeatedly noted, Russia has worked for the result, and in terms of our interests, including in the context of peaceful nuclear cooperation with Iran, the text is quite satisfactory [for us], in our opinion, there is nothing to ‘fine-tune’,” he added.

In this regard, Ryabkov said that if representatives of the US administration say that the agreement is “out of reach,” it means that they “broadcast the results of their internal discussions.” According to him, Moscow takes these statements into account.

“On the other hand, according to Iranian sources and the signals that came in, including in light of the recent stay in Tehran by the European External Action Service’s Deputy Secretary-General Enrique Mora, I can’t say that anything has changed,” the diplomat continued, “We are what they call on edge, and it could happen very quickly if the political decisions in the capitals are in favor of it. On the extension of the JCPOA

The JCPOA was signed with Iran in 2015 by the five permanent member powers of the UN Security Council and Germany to address the crisis over Tehran’s nuclear developments. In 2018, US President Donald Trump announced Washington’s withdrawal from the Iran nuclear deal. The current head of the US administration, Joe Biden, has repeatedly signaled his readiness to return the US to the deal.

On March 11, 2022, a break was taken in Vienna after eight rounds of talks to restore the JCPOA to its original form and bring the US back into the agreement due to external factors. Prior to that, the Vienna talks had reached the finish line and were expected to be completed by the end of February. The text of the agreements was agreed upon and is about 20 pages long, outlining further steps to return to the nuclear agreement in its original form.
