Sri Lanka’s President Gotabaya Rajapaksa was blocked from departing Sri Lanka on Monday after refusing to join a public queue at the Bandaranaike International Airport in order to have his passport checked by immigration, a high-ranking military source told reporters.

Aides for Rajapaksa arrived at the airport in Colombo on Monday with 15 passports belonging to the president and members of his family — including First Lady Ioma Rajapaksa — who had booked seats on a Sri Lankan Airlines flight leaving for Dubai at 6:25 p.m. local time, according to the military source.
Immigration officers declined to process the passports given to them by presidential aides, as Rajapaksa and his family were not physically present for cross checks and, eventually, the flight departed without the president and his family on board, the source added.
Another attempt was made to get the family on an Etihad flight scheduled to leave Colombo for Abu Dhabi at 9:20 p.m. local, according to the source, however the same problem occurred, as the Rajapaksas refused to queue for the flight and show up in person at immigration for passport checks.
In both instances, the Rajapaksa family was in a nearby airport lounge, waiting for confirmation they could board without queuing among members of the public, the source said.
Rajapaksa is due to formally leave office on Wednesday, after being forced to resign in the wake of months-long protests over the nation’s crippling economic crisis.
He agreed to step down on Saturday after more than 100,000 people massed outside Rajapaksa’s residence and called for his resignation. Some of the protesters then broke into the property and splashed around in his swimming pool.
Striking images shared on social media showed demonstrators singing protest songs and chanting slogans calling for Rajapaksa to resign. Other photos showed groups of demonstrators setting up barbecue pits to grill and cook food.
Rajapaksa’s current whereabouts within Sri Lanka are unknown. On Tuesday, the Sri Lanka Air Force (SLAF) denied that he is currently staying in a private residence belonging to Air Force Chief Air Marshal Sudarshana Pathirana, according to a SLAF statement.
The SLAF issued the denial after a video released by a former police officer claimed that the President was staying in a private house belonging to the Air Force Commander. The SLAF said that there is no truth behind the report and described it as propaganda intended to tarnish the image of the SLAF and its chief.
The drastic escalation of unrest could spell the end of the Rajapaksa family’s political dynasty, which has ruled Sri Lanka for most of the past two decades.
His inability to leave Sri Lanka has cast doubts over the timeline for him leaving office though, as his planned resignation would leave Rajapaksa without presidential immunity — potentially exposing him to a raft of legal charges and reduced security.
Rajapaksa stands accused of high-level corruption and economic mismanagement, which ultimately bankrupted the country and triggered its worst financial crisis since independence.

The Osun State Resident Electoral Commissioner (REC), Prof. Abdulganiy Raji revealed on Tuesday that non-sensitive materials have already been batched to the Polling Unit Level and are ready to be conveyed to the Registration Area Centres (RACs) for the conduct of the state governorship election.

He said this during an election stakeholders’ meeting held in Osogbo for the Osun gubernatorial poll coming on Saturday.

Prof Raji continued that sensitive materials would arrive in Osun state on Tuesday.

“Production of Maps of all Polling Units in the state both electronically and hardcopy for ease of movement and location of Polling Units by the Staff of INEC, and trained officials are ready to deploy.

“INEC had met with stakeholders in their categories while this particular meeting is the final one towards the July 16 election, the conduct of mock accreditation in selected LGAs to ensure the functionality of BVAS and readiness assessment of the election process.

“As I speak to you, all non-sensitive materials are already batched to Polling Unit Level and ready to be conveyed to the RACs, sensitive materials should arrive today, production of maps of all polling units in the state both electronically and hardcopy for ease of movement and location of polling units by the staff of INEC, poll officials are trained and ready for deployment, security personnel in the state has been trained,” he said.

Legal practitioner Ebun-Olu Adegboruwa has disclosed what he believes will happen when Bola Tinubu becomes the president of Nigeria.

The Senior Advocate of Nigeria (SAN) said Tinubu’s presidency will be controlled by the North.

Adegboruwa who made this known in a statement on Tuesday, re-emphasized his rejection of the All Progressives Congress (APC) Muslim-Muslim ticket.

The lawyer said it was a sign that others don’t matter and shows the absence of consideration for unity and plurality.

“Desperation and over-ambition. We just want power at all costs and we don’t care what others think or do.

“We can win the elections without you, especially by other means other than by open ballot,” he said.

Adegboruwa noted that APC’s action was a cruel affirmation of the supposed superiority complex.

“It is an indication of a hidden agenda. The spirit of Hope 93 died with MKO and those who betrayed him and his mandate.

“May Boko Haram, terrorists and insurgents, their sponsors and sympathizers not win the 2023 elections,” he noted.

He said the same-religion ticket suggests only one region determines electoral victory and that Tinubu is not acceptable to Northern Muslims.

Adegboruwa accused the APC of acting like Nigeria is not a secular state but rather being ruled to satisfy certain religious tendencies.

“That the APC has absolute control of the electoral system and thus electoral victory may not be determined through free, fair and credible elections.

“That certain political tendencies and interests do not trust others to accommodate them if they are entrusted with power whereas they have been in power and accommodated by others.”

Adegboruwa added that the North has proven that Tinubu has no mind of his own “and will be unable to defend the unity of Nigeria in crucial moments of decision making”.

The statement added the APC is incompetent to manage a complex nation like Nigeria with diverse interests, different tongues and tribes, and consisting of different faiths.

The United States, US, lawyer of Nnamdi Kanu, leader of the Indigenous People of Biafra, IPOB, Bruce Fein has warned the President Muhammadu Buhari-led Federal Government over the safety of his client.

Fein warned that Kanu must not be assassinated by Boko Haram and ISIS in the cell of the Department of State Services, DSS.

He cautioned that the price would be incalculable if Boko Haram-backed ISIS assassinate Kanu.

Reacting to the Kuje prison break, Fein tweeted: “The criminally infested Buhari administration would be well advised to refrain from using the seeming faux July 6 Boko Haram-ISIS unchallenged attack on Kuje prison as dress rehearsal to assassinate MNK with terrorist organizations as accomplices. The price would be incalculable!”

Gunmen believed to be Boko Haram had broken into Kuje Correctional Facility in Abuja last week.

The terrorists released all their members locked up at the facility.

Meanwhile, Kanu is detained in DSS custody on the orders of an Abuja Federal High Court.

The Presiding Judge, Justice Binta Nyako had declined Nnamdi Kanu’s bail during the last sitting.

Newly declassified US intelligence indicates that Iran is expected to supply Russia with “hundreds” of drones — including weapons-capable drones — for use in the war in Ukraine, with Iran preparing to begin training Russian forces on how to operate them as early as late July, according to White House officials.

“Information indicates that the Iranian government is preparing to provide Russia with up to several hundred (unmanned aerial vehicles), including weapons-capable UAVs on an expedited timeline,” national security adviser Jake Sullivan told reporters at the White House press briefing on Monday.
“Our information further indicates that Iran is preparing to train Russian forces to use these UAVs, with initial training session slated in as soon as early July. It’s unclear whether Iran has delivered any of these UAVs to Russia already,” he continued.
A spokesperson at the White House National Security Council told CNN that the information Sullivan described to reporters was based on recently declassified intelligence.
Sullivan argued that news of Iran supplying the drones is evidence that Russia’s attacks against Ukraine in recent weeks are coming at the “severe” cost of depleting of its own weapons.
News of Iran’s supply of drones to Russia came a day before President Joe Biden’s first trip to the Middle East since taking office, with stops in Israel and Saudi Arabia. Iran’s actions in the region and its nuclear program are expected to be a major topic of discussion.
Biden remains under increasing pressure from Middle Eastern allies to come up with a viable plan to constrain Iran, as hopes for reviving the 2015 nuclear deal have faded following stalled talks in Doha, Qatar, last month.
Sullivan on Monday brought up how similar drones were provided by Iran to Yemen’s Houthi rebels to attack Saudi Arabia before a ceasefire was put in place earlier this year.
Drones have been a key component of the war in Ukraine on both sides, with the Ukrainian military using Turkish-built Bayraktar UAVs to destroy Russian command posts, tanks and surface-to-air missile systems, and the Russians using homemade Orlan-10 drones for reconnaissance and electronic warfare. But in nearly five months of war, the number of drones on each side has been dwindling as they have been shot down or crashed.
Ukraine’s allies, including Lithuania and Poland, have begun crowdfunding campaigns to purchase new Bayraktar drones for the Ukrainian military, and the US has provided Ukraine with small, kamikaze drones called Switchblades. The US has also been weighing whether to provide Ukraine with larger drones that can be armed with Hellfire missiles.
But Russia, the US now believes, has apparently turned to Iran to help replenish its drone stockpiles. It is unclear how sophisticated or effective those drones will be, however.
Russia had previously turned to China for help in supporting its war in Ukraine, US officials disclosed in March. As of late May, the US had seen no evidence that China had provided any military or economic support to Russia for the invasion, Sullivan told reporters at the time.
Iran, however, has sought closer relations with Russia in recent months. In January, Iranian President Ebrahim Raisi visited Russian President Vladimir Putin in Moscow and told him that now was the time for Russia and Iran to confront “the power of the Americans with an increased synergy between our two countries,” according to the New York Times.

House Of Reps Probe N1.25bn Extra Budget Spending By NESREA

House of Representatives Public Accounts Committee (PAC) has kicked against extra-budgetary spending by National Environmental Standard and Regulations Agency (NEREA) in 2019 which amounted to N1.25billion without following due process of appropriation, describing it as an illegal and total violation of the law of the land.

The committee, therefore, resolved to probe the extra budget spending to unravel the mystery behind the illegal act.

Consequently, the committee summoned the chairmen of the Senate and House Committee on Environment to appear before it to explain their role in the spending following allegations by the chief executive officer of the agency, Prof. Aliyu Jauro that the budget was approved by the committees.

Responding to a query from the Office of the Auditor General of the Federation before the Committee, the NESREA boss claimed that the agency had the mandate of the National Assembly to spend its internally generated revenue (IGR), insisting that the budget was approved by the lawmakers.

However, the chairman of the committee, Hon Oluwole Oke said that there was no evidence that the budget of the agency was ever tabled before the House at plenary nor was it debated nor approved by the House.

Oke directed the clerk of the committee to write letters to the chairmen of the Committees on Environment of both chambers of the National Assembly to invite them to come and explain their roles in the consideration and passage of NESREA’s 2019 budget without the budget being debated at plenary, as the laid down procedure for the budget passage of the Ministries, Departments and Agencies of the federal government (MDAs).

Oke said that both chairmen be invited for questioning as there was no evidence of the agency’s 2019 appropriation having been considered and passed at plenary or that it went through the mandatory legislative process of first, second and third reading.

He pointed out that if it was established that both the House of Representatives Chairman on Environment and his Senate counterpart considered and approved the N2.5 billion budget for the agency and authorized it to spend its Internally Generated Revenue in the budget, it would amount to Acts of illegality and usurpation of the powers of the president as only he is authorized to assent to the budget for expenditure to commence.

According to him, “From details available in 2019 submitted audited report of the Agency, there was no evidence of its budget having passed through the rungs of the required legislative process of submission of its estimates from the Presidency; no evidence of its receipt at the legislature or that it was debated at plenary by the House before being committed to relevant committees for the necessary checks before it was compiled along with those of other MDAs and sent to Mr. President for assent to become an Act.

“If this is so, then it amounts to the two chairmen of the NASS Environment Committees just sitting back in the corners of their offices and unilaterally approving the NESREA budget and ordering commencement of expenditure without Mr. President’s assent, amounting to an act of illegality and gross insubordination.”

Oke also directed that letters be written to the Secretary to the Government of the Federation, Boss Mustapha, and the Clerk to the National Assembly, Ojo Olatunde for proof that there was correspondence between the executive and the legislature on the movement of the Agency’s budget for the year under review.

He stressed the need to sanitize the budget process and enthrone accountability in such an important document as the Appropriation Bill.

Oke however warned heads of MDAs invited to respond to queries over their yearly financial statements but refused to honour such invitations to desist from disrespecting the parliament.

Russian President Vladimir Putin will next week visit Tehran where he will meet with his Iranian and Turkish counterparts, Ebrahim Raisi and Recep Tayyip Erdogan, respectively, Kremlin Spokesman Dmitry Peskov told reporters on Tuesday.

“Yes, we can confirm that. Arrangements are underway for the president’s visit to Tehran. A meeting of the leaders of the states that serve guarantors for the Astana peace process will take place there,” Peskov said, specifying that the trip will take place on July 19.

Apart from the trilateral meeting, bilateral ones will also be held in Tehran, Peskov added.

“Yesterday, we announced highest-level contacts between Putin and Erdogan. Well, such a meeting will also take place there,” Peskov said.

The political settlement in Syria was initiated by Russia, Turkey and Iran, the three countries that also acted as guarantors for the Syrian peace process, with government officials from Damascus and Syrian opposition members involved. The first negotiations were held in Astana, the then capital of Kazakhstan, in January 2017. Astana was renamed Nur-Sultan in 2019, yet the peace talks are still known as the Astana format talks.

The Arewa Consultative Forum (ACF) has said Nigeria’s “rapid descent” into strife, violence, and lawlessness is getting to a point at which it can no longer tell President Muhammadu Buhari only what he wants to hear.

In a statement, Secretary-General of ACF, Murtala Aliyu, asked the president to reprioritise his programmes and free more resources to end the pervasive insecurity in the country.

He said over the past few months, the security crisis in Nigeria has been deepening and there is a dangerous escalation of violence and bloodshed.

“Criminal gangs, bandits, armed robbers, secessionist insurgents along with those that call themselves soldiers of so-called caliphate, have laid siege to Nigeria. More so in the northern states.”

“Although we count ourselves amongst his ardent supporters and have always wished him well, Nigeria’s rapid descent into strife, violence and lawlessness is getting to a point at which we can no longer afford to tell him only what he wants to hear.

“We do need to tell the president what he also needs to hear. We simply are unable to find any courteous or less painful words to describe the feeling of utter frustration among the broad masses of Nigeria, especially in the North, arising from the ineffectual management of the security crises by the president.

“The regime needs to reprioritise its programmes and free more resources needed to end the pervasive insecurity that is bringing the country to its knees. We have a duty to tell the president what he needs to hear, which is that the patience of Nigerians is not limitless.”

Aliyu said the highly coordinated attack on the Kuje Prison in the Federal Capital (FCT), Abuja, and the mass escape of hardened criminals, many of whom are Boko Haram terrorists, have triggered an unprecedented wave of apprehension and panic among the long-suffering people, particularly of the North.

“Coming around the time the advance convoy of Mr. President heading to Daura and long after the deadly attack on the Abuja-Kaduna train on 28th March, 2022, in which many people were killed and a lot more kidnapped, the question on the lips of the public, is how and when will these crises, which are unprecedented in severity, leave us?

“We noted that the response of President Muhammadu Buhari to the Kuje Prison tragedy, in particular, was to offer the familiar cocktail of platitudes, of sermons, condemnations, and yet more sermons. As usual, the president asked the security services to ‘investigate’ the outbreak and find out what led to it.

“Presumably, in the view of the president, that was all that he was expected or required to do in the circumstances.”

He added that the president in his Sallah message promised to deal with the situation before the end of his tenure saying, “As long as the crisis remains unabating, Nigerians will justifiably conclude that the government is ineffective and needs to do more if they will ever be able to quell the crises.”

“Probably because President Buhari is unable or unwilling to hold his appointees responsible for any deterioration of the security situation and some other socioeconomic sectors under their watch, the vast amount of money and other resources being pumped into the security agencies have largely been ineffective.

“The required boost in manpower and equipment, long recognized as the missing link in the current campaign, have remained largely unimplemented to the required level needed to secure the nation.

“In other countries, the Kuje jail attack and similar ones that have happened in parts of Nigeria would have led to massive reshuffle, resignation, and possibly prosecution of officials who were negligent, incompetent or plainly untrustworthy.

“No person other than the president has both the mandate and responsibility to ensure that the government of Nigeria maintains peace, security, order, and good governance. We demand that President Buhari braces up without further delay and rise to today’s occasion,” he stressed.

Spartak Moscow football club’s former Head Coach Rui Vitoria has signed a contract to take charge of Egypt’s national football squad, the Egyptian Football Association (EFA) announced in a statement on Tuesday.

The contract of the Portuguese expert with the EFA was signed for the period of four years, and Vitoria replaced Ehab Galal in the post of the Egyptian national football team’s head coach.

Vitoria’s previous work in the capacity of a head coach was with Russia’s Spartak Moscow FC between May and December 2021. Led by Vitoria, the Russian club failed to qualify for the Group Stage of the UEFA Champions League, but finished in the top place of the UEFA Europa League’s Last 16 Stage.

In all, Vitoria managed Spartak Moscow FC in 26 matches, having booked with the club nine wins, six draws and 11 defeats.

Vitoria, 52, also previously managed football clubs Al-Nassr (Saudi Arabia), Portugal’s Benfica (2015-2019), Portugal’s Vitoria Guimaraes (2011-2015), Portugal’s Pacos Ferreira (2010-2011) and Portugal’s Fatima (2006-2010).
