Nigeria’s Public Debt Stock Hits N42 Trillion

Nigeria’s total public debt stock, which was N41.60 trillion ($100.07 billion) in March, increased to N42.84 trillion ($103.31 billion) by June.

This information can be found in a statement that was obtained on Tuesday from the website of the Debt Management Office.

According to the statement, the total debt represents the domestic and external debt stocks of the Federal Government of Nigeria (FGN), the 36 state governments, and the Federal Capital Territory (FCT).

However, it stated that while the local component of the debt increased to N26.23 trillion (63.24 billion dollars), the foreign component remained at the same level of N16.61 trillion (39.96 billion dollars).

As of March 30, the local portion of the nation’s borrowings totaled N24,98 trillion (60.1 billion dollars).

The DMO said that a larger percentage of the external debts were concessional and semi-concessional loans.

“Over 58 percent of the external debt stock are concessional and semi-concessional loans.

“They were obtained from multilateral lenders such as the World Bank, International Monetary Fund, Afrexim and African Development Bank, and bilateral lenders including Germany, China, Japan, India, and France.

“The total domestic debt stock increased from N24,98 trillion (60.1billion dollars) in March to N26.23 trillion (63.24 billion dollars) in June.

“This is due to new borrowings by the FGN to part-finance the deficit in the 2022 Appropriation (Repeal and Enactment) Act, as well as new borrowings by state governments and the FCT,” the DMO said.

It said that the total public Debt-to-GDP ratio remained within limits, at 23.06 percent, while Debt-Service-to-Revenue was still high.

It added that the federal government was committed to increasing revenue to reduce the amount that went into debt servicing.

“The Debt-to-GDP as of June 30, was 23.06 percent compared to the ratio of 23.27 as of March 30. It remains within Nigeria’s self-imposed limit of 40 percent.

“While the Federal Government continues to implement revenue-generating initiatives in the non-oil sector and block leakages in the oil sector, Debt Service-to-Revenue ratio remains high,” it said.

The Independent National Electoral Commission (INEC) has denied playing any adverse roles in the failure of about seven million potential voters to complete their registration to vote in next year’s election.

Its National Commissioner and Chairman, Information and Voter Education Committee, Mr Festus Okoye, refuted the claim in Abuja on Monday.

Okoye said that INEC’s attention was drawn to media reports that about seven million Nigerians who applied for the PVC online during the last Continuous Voter Registration were denied the opportunity.

“To set the records straight, INEC introduced the online pre-registration on June 28, 2021.

“By doing so, citizens were given the opportunity to start the registration online and then book appointments at their convenience to complete the physical biometric registration at designated centres.

“It was a novel idea leveraging on technology to ease the registration process,’’ he said.

Okoye explained that this was in addition to the walk-in option at physical registration centres, where registrants could begin and complete their registration without going through the online pre-registration procedure.

“For the online pre-registration, 10,487,972 began the process.

“By the deadline of the exercise, 3,444,378 registrants completed their pre-registration physically at the designated centres in line with laid-down procedure.

“Some 7,043,594 applicants did not complete the registration and INEC made the information public.

“This is what some people are now holding on to, to claim that they were denied the opportunity.

“In reality, they failed to either complete the online enrolment or failed to appear physically at the designated centres to complete the process,’’ he said.

Okoye added that out of the 7,043,594 who did not complete their registration, 4,161,775 attempted but either did not complete online pre-registration or abandoned it and went for the physical registration.

“The remaining 2,881,819 registrants completed the online pre-registration but did not show up to complete the physical biometric registration at designated centres before the expiration of the deadline.

“Therefore, it is clear that no Nigerian was denied the opportunity to complete the online pre-registration,’’ he stressed.

Okoye appealed to Nigerians to always adhere to timelines as against the endless agitation for eleventh hour extension of set deadlines.

Independent National Electoral Commission (INEC) has debunked insinuations that it denied over seven million Nigerians the opportunity to complete their online pre-registration during the Continuous Voter Registration (CVR) ahead of the 2023 general elections.

The electoral body described the claims as false and misleading, saying those in that category were to be blamed for not doing the needful at the right time.

In a statement issued yesterday in Abuja by INEC national commissioner and chairman, information and voter education committee, Barr Festus Okoye, he said Nigerians were given the opportunity to commence the registration online and then book an appointment at their convenience to complete the physical biometric capture at designated centres.

He recalled that the commission had on 28th June 2021, introduced the online pre-registration of voters.

Okoye said, “It was a novel idea leveraging technology to ease the registration process. This was in addition to the walk-in option at physical centres, where Nigerians can commence and complete their registration simultaneously without going through the online pre-registration procedure.”

In the interest of transparency, he said the Commission provided weekly statistical updates on the exercise.

He stated that for the online pre-registration, a total of 10,487,972 commenced the process.

He appealed to Nigerians to always adhere to timelines against the endless agitation for the eleventh-hour extension of set deadlines.

However, the commission said by the deadline of the exercise, 3,444,378 Nigerians completed their pre-registration physically at the designated centres in line with the Commission’s policy.

He continued, “Some 7,043,594 applicants did not complete the registration. Again, the Commission made the information public. This is what some people are now using to say that they were denied the opportunity when in reality they failed to either complete the online enrolment or appear physically at the designated centres to complete the process.

“A breakdown of the 7,043,594 incomplete online pre-registrations is as follows: 4,161,775 citizens attempted but either did not complete online pre-registration or abandoned it and went for the physical registration instead.

“2,881,819 registrants completed the online pre-registration but did not show up to complete the physical Biometric Capture at designated centres before the deadline.”

Therefore, he said it is clear that no Nigerians were deliberately denied the opportunity to complete their online pre-registration.

FCT Minister of State, Ramatu Aliyu said youths across Nigeria have accepted the All Progressives Congress (APC).

The minister added that the party’s presidential candidate, Bola Tinubu, will emerge victorious next February.

Aliyu made the comments in Abuja on Monday when she received ex-National Youth Leader of the Action Democratic Party (ADP), Paul Ogudu, into the APC.

She noted that the defection confirmed the strength of the ruling platform ahead of the 2023 elections, NAN reports.

Aliyu said every political party has two legs – the youths and women – and that one of them has joined the APC youth fold.

“A single decision of a youth in this country matters. We said it is youth O’clock, youths have awaken to their responsibility. They have embraced APC in totality”.

The minister advised citizens who want the best for young Nigerians to come on board and urged Aliyu youths to encourage others to toe his path.

“I thank you for making the right decision at the right time. I urge you to use your privileged position to show others the road to victory.

The Police in Jigawa, in collaboration with a local vigilance group, have arrested two suspected kidnappers in Taura Local Government Area of the state.

The Police Public Relations Officer, DSP Lawan Shiisu, confirmed the arrest in an interview with the News Agency of Nigeria in Dutse.

Shiisu said the suspects, aged between 35 and 40, were arrested on Sunday following reliable intelligence and credible information.

“Those arrested are believed to be members of a criminal gang that has been terrorising parts of the state and neighbouring Kano.

“The police arrested them during a special operation in Larabawa village, Gabasawa area of Kano and Larabar Gurgunya village in Taura, Jigawa,” he said.

Shiisu said that preliminary investigation showed that the suspects were responsible for the August 9 attack on personnel of the Nigeria Immigration Service.

“Investigation is also showing that the suspects killed two police officers at Kwalam village in Taura on January 23,” he said.

The police spokesman further stated that four magazines with 83 rounds of 7.9mm live ammunition, two locally made pistols, bows, arrows and two sticks were recovered from them.

He also said that cellular phones, clothes, lubricating oil, three Nigeria National Identity Cards and four photographs were recovered from the suspects.

Shiisu urged the public to always avail the police of credible and reliable information concerning suspicious persons around their environment.

He said the suspects would be arraigned in court as soon as the investigation into the matter has been concluded.

The Founder of Household of God Church, Reverend Chris Okotie, has stated that the 2023 presidential election will not produce the change desired by Nigerians.

Okotie, who said this during an interview with the Silverbird TV, insisted that meaningful change could only happen after the country undergoes restructuring.

This was contained in a statement made available to reporters on Tuesday.

The interim government campaigner said, “There’s nothing the incoming government would do that hasn’t been done before.”

According to him, only restructuring can produce any meaningful change in Nigeria’s political dynamics.

This has been the core of Okotie’s campaign for the setting up of an Interim Government.

Okotie said, “To continue with this transition is to wallow in the miasma of political degeneration. Therefore, this is the auspicious time to restructure the country, otherwise, Nigeria faces the risk of disintegration.

“We must come together to discuss how we can have true nationhood. How to go forward because we have no other nation.

“The reality we face shows that the Presidential system is not the way to go because it breeds corruption, mismanagement and personal aggrandizement.

“We have tried the Westminster system. It didn’t work. Let us do our own thing, which is Aboriginal Democracy; a system that guarantees inclusiveness and mass participation.”

Okotie insisted that if Nigeria adopt interim government, the country will device a system that suits its culture.

Group Rejects Bello As Youth Coordinator Of APC Presidential Campaign Council

A youth group under the aegis of Presidential Support Council, has rejected the appointment of Kogi State Governor, Yahaya Bello, as the National Youth Coordinator of the All Progressives Congress presidential campaign council for the 2023 general election.

The APC presidential candidate, Bola Tinubu had approved the Bello’s appointment to lead youths of the party into the presidential campaigns which is expected to kick off September 28, 2022.

Speaking during a press conference in Lafia on Monday, the national leader of the group, Kassim Muhammad, said they were not in support of the appointment because it was to be given to a person not more than 40 years of age.

The group then urged the Kogi State governor to openly reject the offer in order to pave way for youths of the party to also contribute their quota to the presidential campaign council.

He added that Governor Bello, who was a presidential aspirant in the recently conducted primary election of the party, should rather be given a higher role to play in the campaign council instead of occupying the Youth Coordinator position.

Muhammad, a former member of the Nasarawa State House of Assembly said, “There are capable youths within the party who have the capacity and capability to handle that position in the Presidential Campaign Council, and that would have given Nigerian youths a better hope in the incoming APC administration under Bola Tinubu.

“We recognize the antecedents of Bola Ahmed Tinubu to grow and develop youths. He has done well to several youths across the country who are today great men and women, and doing well in their various endeavors.

“But appointing a serving governor into a position that should be occupied by a youth is unacceptable. Governor Yahaya Bello is too big for such a role, so the appointment should be reconsidered.

“The party and its presidential candidate should give the youths an assurance that the incoming government will be that of inclusivity, and the only way to do that is to ensure that a youth is given the National Youth Coordinator position.

“Nigeria’s latest population estimate stood at 198 million, and half of the population is made up of the youths between ages 15-40. So the youths should be given top priority by any leadership in the country for inclusivity.

“We have over 300 youth groups under the Presidential Support Council, and we have all decided that we are not in support of Governor Yahaya Bello to lead the youths into the APC presidential campaigns for the 2023 general election.”

The Academic Staff Union of Universities on Monday dismissed resumption notices by university authorities directing students to appear for lectures amid the seven-month strike.

The organization said its strike remained unshakeable as those institutions were still under lock and key.

The Vice President of ASUU and its former branch chairman at the University of Jos, Dr. Chris Piwuna, said these in an interview with reporters.

He was reacting to the announcement by Public Relations Officer of Imo State University, Owerri, Ralph Njoku, that it had pulled out of the ASUU nationwide strike and consequently asked its students and staff members to resume school on Tuesday, September 20.

According to him, IMSU had decided to pull out of the lingering strike in the interest of the students and staff of the institution.

“Yes. It is true. We have asked students to resume immediately. Lectures start on Tuesday. We are doing this in the best interest of our students and staff. We are not only pulling out of the ASUU strike but also asking everyone to return to school,” he said.

But Piwuna mocked the Universities saying ASUU would remain unshaken.

He said, “I don’t know why these people will never learn their lesson. Is the PRO of the University a member of our union? Does he have the mandate to speak for our members? Did we consult with him or his VC (Vice Chancellor) before we embarked on the action? They are incurable interlopers.

“Let us hear from our branch chairperson. Let them not waste the time of our students and parents.

“They said the same thing about Gombe State University, Yobe State University, Kaduna State University and the rest. Those institutions are still under lock and key. Our strike is unshakeable.

“Our members remain resilient and single minded about our overall goal to rescue our public Universities from the clutches of the neo-liberal, neo-colonialist.”

A 21-year-old man, Usman Danladi, has been arrested by men of the Nasarawa State Police Command for allegedly using a machete to cut off the wrist of one Jibrin Abdullahi, in Auta Balefi community, in the Karu Local Government Area of the state.

Danladi allegedly perpetrated the crime while fighting with Abdullahi, whom he accused of assaulting his girlfriend, one Aisha.

The state Police Public Relations Officer, DSP Ramhan Nansel, in a statement on Monday, confirmed the incident.

The statement read, “On September 16, 2022, around 4pm, information was received that one Jibrin Abdullahi, 25, who hails from Kaduna State, but a resident of the Tudun Wada Area, Auta Balefi of Karu LGA, Nasarawa State, was attacked and his wrist, chopped off.

“Upon receipt of the information, police operatives attached to the Goshen City Division led by CSP Eunice Ogbadu, swiftly raced to the scene and rushed the victim to the Federal Medical Centre, Keffi, for treatment.

“Consequently, an intensive manhunt for the perpetrator of the dastardly act was instituted. The effort of the investigators paid off on September 17, 2022, when the prime suspect, one Usman Danladi, 21, aka Murderer, was arrested.

“Upon interrogation, the suspect confessed to the commission of the crime but claimed that the victim earlier assaulted his girlfriend, Aisha, and when he confronted him, a fight ensued and in the process, he attacked the victim with a machete.”

Nansel said the state Commissioner of Police, Adesina Soyemi, directed the case be transferred to the State Criminal Investigation Department, Lafia, for further investigation, after which the suspect would be charged to court for prosecution.

The Federal Government has revealed plans to increase the minimum wage of workers from the current N30,000.

The Minister of Labour and Employment, Chris Ngige, stated this in Abuja on Monday while addressing members of the Nigeria Labour Congress (NLC) at a public presentation of a publication titled, “Contemporary History of Working Class Struggles.”

Ngige stated that the increment in the minimum wage was necessary due to the current global inflation that has impacted on citizens’ purchasing power.

President Muhammadu Buhari, in 2019, signed Minimum Wage Act into law. However, many States, according to labour leaders, are yet to implement the law of paying their respective workers N30,000.

Ngige said, “The inflation is worldwide, we shall adjust the minimum wage in conformity with what is happening and much more important, the 2019 Minimum Wage Act has a new clause for a review.

“That adjustment has started with the Academic Staff Union of Universities (ASUU), because the stage they are with their primary employers, the Ministry of Education, is a Collective Bargaining Agreement, CBA, negotiations.

“Under the principles of offer and acceptance, which is that of Collective Bargaining, ASUU can say let’s look at the offer they gave us and make a counter offer, but they have not done that, if they do that, we are bound to look at their offer, these are the ingredients of collective negotiations.”

Ngige hinted that the government’s policy on ‘no work, no pay’ may stand, saying, “If you don’t work, you won’t eat. Labour provides the riches of any nation, as well as the prosperity of every family.”

The Minister also disclosed that the government was planning to convert one of the institutes under his ministry – Michael Imoudu Institute of Labour Studies located in Ilorin, Kwara State capital, to a degree-awarding institution.
