Rivers State Governor Nyesom Wike has submitted 18 commissioner-nominees to the House of Assembly for screening and confirmation.

A statement signed by the Clerk, Stanford Oba, invited the beneficiaries to appear before the house on October 25 (today) for screening.

Those named in the list are Prof. Princewill Chike, Jacobson Nbina, Mr. Ndubuisi Okere, Mrs. Inime Aguma, Charles Amadi, Mrs. Tonye Oniyinde Briggs, Mr. Ben Daminabo, Mr. Chris Finebone, Austin Ben Chioma and Mr. Uchechukwu Nwafor.

Others are Dr. Fred Barivule Kpakol, Emenike Eke, Mr. Prince Ohia, Prof. Kaniye Ebeku, Mr. Ezekiel Agri, Mrs. Ukiel Oyaghiri, Damiete Herbert Horsfall and Emeka Onowu.

The nominees were asked to submit 35 sets of their credentials to the office of the clerk and come along with original copies, including tax clearance certificate, for the screening.

A possible nuclear blast that the Kiev regime’s instigators may set off would also affect the United States which claims that neither Washington nor Kiev has anything to do with a “dirty bomb,” Chairman of the Russian State Duma (the lower house of parliament) Foreign Affairs Committee Leonid Slutsky said on Tuesday.

“Washington continues to claim that its Ukrainian puppets allegedly have nothing to do with the bomb. The “dirty bomb” threat was also mentioned by Russian Foreign Minister Sergey Lavrov, who said that Moscow intended to bring up Kiev’s attempts to create such weapons at the United Nations. Russian Defense Minister Sergey Shoigu earlier held phone talks with his counterparts from the United States, Great Britain, Turkey and France, warning them about the “dirty bomb” threat emanating from Ukraine. However, Washington, London, and Paris dismissed Russia’s warnings.

WhatsApp, the popular instant communication app owned by Meta that is used by many for quick texting faced a major outage earlier today, when the app went down for almost two hours. This left millions of WhatsApp users across the globe unable to send or receive messages.

confirmed that the outage affected both personal chats as well as group chats. Outage detection website DownDetector also confirmed that WhatsApp was not working for many users across multiple regions.

WhatsApp Web, the apps web client which is used by many on their desktops and laptops, was also hit by the outage, but services for the web client have also now been restored. During the outage, anyone trying to use the client was met with the following error.

This was WhatsApp’s first major outage since the larger Meta outage on October 5, that took down WhatsApp, Instagram, and Facebook together, affecting millions of users over several hours before the services were back online.

WhatsApp’s parent company Meta acknowledged the outage and put out a statement earlier today that it was working on a fix. We’re aware that some people are currently having trouble sending messages and we’re working to restore WhatsApp for everyone as quickly as possible,” a Meta spokesperson told indianexpress.com. The cause of the outage remains unclea, but we should know more when Meta or WhatsApp provide more information on the same.

German Chancellor Olaf Scholz has said that the West intends to provide assistance to Ukraine “for decades” to come, noting that a “Marshall Plan of the 21st century” was on the agenda. He was speaking at the opening of an international conference on the restoration of Ukraine in Berlin on Tuesday.

“Now is the moment to discuss what the future of Ukraine should be and how it should be financed. We are here today to consider how to secure and maintain funding for Ukraine’s reconstruction and modernization for years and decades to come,” Scholz said, adding that it was not just a donor conference, but something more fundamental.

“This is nothing but creation of a new Marshall Plan for the 21st century – a task for generations that must begin now,” Scholz stressed.

At the same time, he described as “the right geopolitical decision” the European Union’s support for Kiev. In addition, Scholz assured that Western support for Ukraine would last as long as necessary.

Solar Eclipse Can Be Seen Today, For The Second Time This Year

When the moon passes between the sun and Earth for the second time this year, it will block most light from the sun and cast its shadow onto our planet, resulting in a bright, fiery crescent shape in the sky.

This solar eclipse will be happening this Tuesday and will be visible in parts of Greenland, Iceland, most of Europe, northeast Africa, and western and central Asia. It will last for nearly four hours beginning at 5 a.m. ET, or through the early afternoon most of for those in the Eastern hemisphere.

Since the sun, moon and Earth will not be perfectly lined up, it will be a partial eclipse — hence the crescent shape of the sun’s light, which will appear to peek out from underneath the moon. At the maximum eclipse, where there will be the most coverage of the sun, approximately 86% of the sun will be covered, according to EarthSky.

The moon will be nearly four days from its perigee, its closest point to Earth in its 27-day orbit, during the eclipse, and thus will appear the slightest bit larger than usual.

Those who can view the eclipse near the maximum will be able to see a crescent-shaped sun pointed upward, almost as if there were a bite taken out of it, according to Michael Kirk, the principal investigator of NASA’s Heliophysics Education Activation Team.

“When you go out and you see a solar eclipse, whether it’s a partial eclipse or whether it’s a total eclipse, which are really special, you end up feeling like you’re part of this whole celestial dance between the Earth and sun and moon,” Kirk said. “And it gives you a sense of place … this is where you are in the solar system, which is so vast.”

Safely viewing solar and lunar eclipses

It is not safe to look at the sun’s rays without protective eyewear, even when the sun is mostly covered by the moon. It is important to wear eye protection that meets the international standards to be considered proper “eclipse glasses,” according to the American Astronomical Society.

It is also not advisable to look at the sun through an unfiltered camera, telescope, binoculars or other optical device either, even while using proper eyewear.

A solar eclipse always occurs about two weeks before or after a lunar eclipse, when the full moon will enter the Earth’s shadow, giving the moon a reddish hue. This is due to the placement of the sun, moon and Earth, which are nearly in a flat plane but have a wobble to their orbit. A solar eclipse occurs when the sun, moon and Earth are aligned, with the moon in a new moon phase; within two weeks, the sun, Earth and full moon will align with the Earth and moon changing places in their orbit and causing a lunar eclipse, according to Kirk.

This upcoming partial solar eclipse will be followed by a total lunar eclipse of the full moon exactly two weeks later on Nov. 8, according to The Old Farmer’s Almanac. Unlike a solar eclipse, which is only visible in a relatively small area of the world, a lunar eclipse can be seen from anywhere on the night side of Earth.

Also unlike a solar eclipse, viewing a lunar eclipse does not require any safety gear.

The next opportunity to see a solar eclipse will not be until April 20, 2023, when there will be an annular solar eclipse visible to Australia, Antarctica and Southeast Asia, according to NASA, and will cause a complete ring of fire surrounding the moon.

“This partial eclipse is really a preview to next year,” Kirk said. “We’re looking for this one to really get us ready and charged up, and get the word out about the annular eclipse.”

Other space events this year

While this partial solar eclipse and total lunar eclipse will be the last to see for the remainder of 2022, there are other space happenings to eye in the sky this year. Two more full moons will fall on November 8 (the Beaver moon) and December 7 (the Cold moon), and there are five more meteor showers on the calendar too, according to EarthSky’s 2022 meteor shower guide:

It was gathered yesterday that the directive for the cancellation was with immediate effect.

The development has made applicants panic, as they do not know their fate.

About 40,000 applicants applied for the online job for the first time, while 31,800 were shortlisted for interviews.

But following what played out during the first exercise, the governor angrily canceled the exercise, as he wanted to get it right for the state.

On Sunday, the Ministry of Education released a list of about 5,000 recruited teachers, which sparked condemnation across the state.

But According to The Nation, a senior officer in the Ministry of Education, who did not want to be quoted, confirmed the directive to the Newspaper.

The Inspector–General of Police (IGP) Usman Alkali Baba has told Abuja residents to remain calm over the security advisory by the United States of America Embassy over planned terror attacks in the Federal Capital Territory.

He advised Abuja residents not to panic as adequate measures will be taken to prevent the attacks.

The security alert last night in Abuja created panic and tension.

The IGP ordered the Commissioner of Police in charge of the Federal Capital Territory, heads of tactical squads domiciled in the FCT, and other State Command CPs to restrategise security management within their jurisdictions.

He assured that the Force Headquarters will continually avail them with required support, logistics, and deployments necessary for providing safety to all and sundry in Nigeria.

A statement on Monday by the Force Public Relations Officer, CSP Olumuyiwa Adejobi said: “The Nigeria Police Force hereby reassures Nigerians and all other residents and visitors in the country that it will effectively review the United States of America Embassy in Abuja’s security advisory which was issued, widely circulated, and published by the media on October 23rd, 2022, indicating an elevated risk of terror attacks in the country, particularly in the capital city of Abuja.

“A review of the advisory is necessary due to the fact that Police, as the lead agency in internal security, will not take any threat intelligence, either actionable or not, for granted; thus, there is no cause for alarm as all hands are on deck to collectively nip threats in the bud.

“In furtherance of his zeal and strategies to decimate activities of non-state actors and other criminal elements in the FCT and other parts of the country, and to analyze and de-escalate threats gathered from various intelligence at the Force’s disposal, U.S advisory inclusive, the IGP has announced the immediate commencement of a Counter Terrorism Incident Simulation Exercise codenamed “Operation Darkin Gaggawa” will hold within the Force Headquarters and the Police Officers Wives Association School opposite the Force Headquarters, Abuja, between Tuesday 25th and Wednesday 26th October, 2022.

“The exercise will involve diversion of traffic, use of blank ammunition, and other operational manpower and assets, and is designed to improve interoperability and synergy between different Units and Formations of the Force in response to terrorist incidents and other violent crimes. The NPF thereby urges the general public not to panic at the sounds of explosives and gunshots during the exercise”.
