Buhari Urges Action From Developed Countries To Help Africa Tackle Climate Change Effects

President Muhammadu Buhari has called for urgent climate actions from, especially developed countries to tackle the effects of climate change in Africa.

Buhari who was represented by Minister of Environment, Mohammed Abdullahi made the call on Monday in Sharm el-Sheikh on the sidelines of the 2022 United Nations Climate Change Conference (COP27).

The sideline Clean Energy Transition event organised by Bloomberg Philanthropies and Sustainable Energy for All (SEforALL) provided an opportunity for Nigeria to highlight it’s climate efforts and concerns.

“Without a doubt, we are at a critical time with respect to the world’s climate future, and our actions today and over the next few decades will determine the fate of future generations and the planet.

“This year, we have witnessed disastrous extreme weather events from terrifying wildfires in the United States to unprecedented heat waves in India, Pakistan, and Europe, to intense floods in my country, Nigeria,” he said.

He, therefore, called for more accelerated actions from developed countries who contribute most of the emissions affecting Africa’s climate.

“For developing nations, particularly in Africa who, despite contributing the least to both historical and current emissions, are facing climate impacts to a disproportionate degree, the case for accelerated climate action is even more pressing.

“We need to see urgent and decisive climate action from the countries most responsible for the emissions that cause climate change.

We cannot afford any more delays; our people and nations are on the line. The blame game should stop, affirmative and positive commitment to address these challenges must begin now,” Buhari said.

He said Nigeria and other African countries were committed to tackling the climate change crises

“We are committed to tackling climate change by embarking on bold actions ourselves.

“African nations are demonstrating commitment via the signing of the Paris Agreement, the submission of highly ambitious Nationally Determined Contributions (NDCs) and spending up to 9% of GDP in addressing climate change,” he added.

The News Agency of Nigeria (NAN) reports that President Buhari is represented by the Minister of Environment, Mohammed Abdullahi at the COP 27 in Egypt.

The minister is expected to deliver Nigeria’s National Statement at plenary, attend bilateral and side meetings on Nigeria’s Energy Transition Plan, amongst other engagements.

The summit which began on Sunday will end on Nov. 18.

NPC Recruitment Portal For Adhoc Staff Closes Dec 28, Says Federal Commissioner

The National Population Commission (NPC) has pledged to be transparent in the recruitment of Adhoc staff for the conduct of the 2023 housing and population census.

The News Agency of Nigeria (NAN) reports that NPC officially launched its e-recruitment portal to recruit Adhoc staff for the exercise last week.

Dr. Abdulmalik Duruguwa, the national commissioner in charge of Kaduna state, made this known while speaking with newsmen in Kafanchan, Jema’a Local Government Area.

Duruguwa said that the application for recruitment was open to all Nigerians including people living with disabilities.

“As far as we are concerned, we are giving every Nigerian the opportunity to take part in this important national assignment.

“We welcome applications from all Nigerians including civil servants and physically challenged persons.

“There will be no favoritism. If you apply online and you are qualified, you are qualified. You don’t have to know anybody,” he said.

The national commissioner enjoined interested applicants to apply in areas where they are residents and would be deployed accordingly.

He restated the commission’s resolve to conduct a full digital population census that would be acceptable to all.

“Since the last census in 2006, there have been a lot of demographic changes in the country.

“So, we have concluded arrangements to conduct a reliable and acceptable census that every Nigerian will be proud of,” he said.

He solicited the support and cooperation of Nigerians, noting that the census was key to national planning and development.

On the issue of security, Duruguwa explained that proper arrangements were being put in place to guarantee the safety of all Adhoc staff recruited for exercise.

NAN reports that the population and housing census is scheduled for April 2023.

Contempt: EFCC Chairman, Bawa Moves To Avoid Jail, Appeals Court Ruling

The Chairman of the Economic and Financial Crimes Commission (EFCC), AbdulRasheed Bawa has appealed the contempt of court verdict handed down to him by the Abuja High Court.

Mr Bawa disclosed this on Tuesday while speaking with journalists at the House of Representatives.

ABN TV reports that the Court had ordered him to be remanded at the Kuje Correctional Facility until he purges himself of the contempt.

The Court gave the judgement following the EFCC refusal to return N40 million and a Range Rover SUV to the Director of Operations at the Nigerian Air Force (NAF), Rufus Ojuawo.

“Having continued wilfully in disobedience to the order of this court, he should be committed to prison at Kuje Correctional Centre for his disobedience, and continued disobedience of the said order of court made on November 21st, 2018, until he purges himself of the contempt,” Justice Chizoba Orji had ordered.

However, Bawa said the verdict has been appealed already.

The General Overseer of the Redeemed Christian Church of God, RCCG, Pastor Enoch Adeboye, has reacted to the security alert by the United States and the United Kingdom that terrorists were planning deadly attacks in Abuja.

Recall that US, UK, Canada, Germany, and Bulgaria last week warned their nationals in the country of an impending terrorist attack and advised them to leave Nigeria.

Reacting, Adeboye during a sermon, said some persons in the country are vulnerable and have nowhere to run to like the foreigners departing for their various countries.

The clergy, however, declared that God did not tell him of any impending attack in the country, urging Nigerians to be at peace with God.

He said, “It doesn’t matter what the reports may be saying. The big nations of the world may say, ‘we have seen something about to happen in Nigeria therefore we are running home.’

“There are some of us, we have nowhere to run to; but we know tomorrow is going to be alright. I am not saying those people who said something is going to happen are lying. I don’t know; even though my Daddy didn’t tell me that.

“He didn’t have to tell me everything anyway, so I don’t know. But all I know is that it doesn’t matter what happens; as long as I belong to Jesus Christ, My tomorrow will be alright. Governor Udom May Resign As Atiku’s PCC Chair Over Lack Of Funds

Governor Emmanuel Udom of Akwa Ibom State has reportedly threatened to resign as chairman of Atiku Abubakar’s Presidential Campaign Council (PCC) if campaign funds were not released.

The source said despite the fact that the PDP is the ruling party in the state, the presidential candidate is not a favourite among residents, hence, the need for his campaign to commence in earnest.

“At the moment, our governor has said he would not be spending a dime of the state’s funds on the presidential campaign because we don’t even have more than enough resources for our national and state Assemblies campaigns. He has even said he would rather resign than appear incompetent. He wants to campaign for Atiku but his hands are tied because of lack of funds.

“At the moment, we are waiting for the candidate to release funds so that the party can start campaigning for him here but if he doesn’t do so, then we would just focus on our National Assembly and state candidates. Former Deputy President Nigerian Senate, Senator Ike Ekweremadu, has urged a Federal High Court sitting in Enugu State to dismiss the application seeking to declare his Senate Seat vacant.

Senator Ekweremadu who hails from Mpu community in Aninri Local Government Area of Enugu State is representing Enugu West senatorial district at the upper legislative chamber of the National Assembly.

However, Ekweremadu and his wife are standing trial in the United Kingdom (UK) over an alleged conspiracy to harvest organs, following their arrests by the Specialist Crime Team of the Metropolitan Police in London in June 2022.

Sequel to his long absence in Nigeria to represent his constituency at the Senate, an Enugu-based lawyer, OAO Onyema Esq filed an application before the Federal High Court, Enugu seeking to declare his seat vacant.

However, Ekweremadu through his lawyers, in a counter affidavit is challenging the jurisdiction of the court to entertain the matter.

Led by Umoru Jubrin, the legal team asked the court to dismiss the matter with substantial cost against the plaintiff to discourage the filing of frivolous applications.

In the counter affidavit, Ekweremadu’s counsels argued that all defendants in the suit reside in Abuja outside the territorial jurisdiction of the court.

They maintained that “the suit is speculative, academic and an abuse of court process,” adding that the plaintiff has no locus standi to approach the court to seek the declarative reliefs contained in his originating summons.”

In the case, which is coming up today, Wednesday, for argument, Ekweremadu’s counsels urged the court to consider the fact that Ekweremadu’s detention by the UK Government was totally against his wish, desire, and control.

“That neither the first defendant as a presiding officer nor the 2nd defendant has been presented with any evidence satisfactory as required under Section 68 (2) of the constitution to make the provisions of Section 68 (1) applicable as contemplated.

“That the suit as currently constituted is against the principles Separation of Powers in a Constitutional Democracy.

“That the Suit is an attempt to transfer the duties of the Legislature to the Judiciary. That there was no pre-action Notice to the second defendant or the Clark of the National Assembly. That the court lacks the jurisdiction to entertain the suit as constituted.”

A High Court of the Federal Capital Territory (FCT) has convicted the Chairman of the Economic and Financial Crimes Commission, EFCC, Abdulrasheed Bawa for contempt of court in relation to his agency’s failure to comply with an earlier order of the court.

Justice Chizoba Oji, in a ruling, held that “the Chairman Economic and Financial Crimes Commission is in contempt of the orders of this honourable court made on November 21st, 2018 directing the Economic and Financial Crimes Commission, Abuja to return to the applicant his Range Rover (Supercharge) and the sum of N40, 000,000.00 (Forty Million Naira).

“Having continued wilfully in disobedience to the order of this court, he should be committed to prison at Kuje Correctional Centre for his disobedience, and continued disobedience of the said order of court made on November 21st, 2018, until he purges himself of the contempt.

“The Inspector General of Police shall ensure that the order of this honourable court is executed forthwith,” the judge said.

Justice Orji rejected the arguments put forward by the lawyer to the EFCC, Francis Jirbo, to justify his client’s action.

The ruling delivered on October 28, a certified true copy (CTC) of which The Nation sighted in Abuja on Tuesday, was on a motion on notice marked: FCT/HC/M/52/2021 filed by Air Vice Marshal (AVM) Rufus Adeniyi Ojuawo, a one-time Director of Operations at the Nigerian Air Force (NAF).

Ojuawo had, in the motion filed by his lawyer, R.N. Ojabo, in a suit marked: FCT/HC/CR/184/2016 complained that the EFCC declined to comply with the order, for the release of his seized property, made by the court in a judgment delivered on November 21, 2018.

The EFCC had arraigned Ojuawo on a two-count charge before Justice Muawiyah Baba Idris of the High Court of the FCT in Nyanya in 2016.

He was accused of corruptly receiving gratification to the tune of N40million and a Range Rover Sport (Supercharged) valued at N29250million from one Hima Aboubakar of Societe D’Equipment Internationaux Nigeria Limited.

But, in a judgment on November 21, 2018, Justice Idris discharged and acquitted Ojuawo on the grounds that the prosecution failed to prove its case.

Idris held that for the charge to succeed, the prosecution must prove that the defendant corruptly accepted the gift; that he accepted or obtained the gift for himself or for any other person.

The judge added that the prosecution also ought to prove that the defendant accepted the gift in the course of, or for discharging his official duty, and that the gift was an inducement or reward.

He held that the burden was on the prosecution to prove all ingredients of the charge preferred against the defendant beyond reasonable doubt as required under Section 131(1) of the Evidence Act, 2011.

“In conclusion, I hold that the prosecution has failed to prove the two counts charge of corrupt gratification under S17 (1)(a) and (c) of the Corrupt Practices and Other Related Offences Act, 2000.

“The defendant is discharged and acquitted on counts one and two of the charge.

“Consequently, the complainant (EFCC) is ordered to refund the defendant his N40,000,000 wrongly paid into ONSA recovery account and to return to the defendant his Range Rover Sport (Supercharged) forthwith,” Justice Idris said.

An Area Court in Jos on Tuesday sentenced a 20-year-old unemployed man, Pius John to nine months imprisonment for stealing two goats.

A Panel of two magistrates, Adam Sadiq and Hyacinth Dolnaan who sentenced John, however gave him a fine of N10, 000.

The convict was also ordered to pay a compensation of N40, 000 to the complainant.

They said the judgment would serve as deterrent to those who would want to indulge in such criminal act.

Earlier, the Prosecution Counsel, Insp Ibrahim Gokwat told the court that the case was reported on Oct. 11 at the Anglo-Jos Police station by Mr Dung Gyang, the complainant.

The prosecutor said that the convict trespassed into the complainant’s house, stole two goats worth N40, 000.

The prosecutor said the offence is punishable under the provisions of sections 334 and 272 of the Plateau Penal Code.

We Reject Casualisation Of Nigerian Intellectuals, ASUU Tells FG

The Academic Staff Union of Universities (ASUU) has slammed the Federal Government over the payment of half salaries to lecturers in October.

In a statement on Tuesday by ASUU President, Emmanuel Osodeke, the union condemned the ‘pro-rata’ payment to its members and accused the government of an attempt to reduce Nigerian scholars to casual workers.

ASUU had on October 14, 2022, called off its eight-month strike after the National Industrial Court ordered the lecturers to resume.

“The action of the Union was a display of manifest trust in the judiciary and other institutions and organs of government to always put national interest above all other considerations. This we believe, as a union of thinkers, intellectuals, and patriots, will not only aid the process of amicable resolution of the crisis, but will also set the tone for smooth industrial relations between Government and Nigerian workers at large,” Osodeke said in the statement.

He, however, said the response of the government, especially its ‘pro-rata’ payment of October salaries of academics, portrayed them as daily paid workers.

“This is not only an aberration but a contravention of all-known rules of engagement in any contract of employment for academics the world over,” the union leader exclaimed.

According to him, ASUU National Executive Committee (NEC) held on Monday deliberated on the development and noted with dismay that “paying academics on pro-rata basis, like casual workers, is unprecedented in the history of university-oriented labour relations and therefore condemned this attempt to reduce Nigerian scholars to casual workers in its entirety”.

FG Defends Half Salary Payment

The Federal Government over the weekend had defended the pro-rata payment to ASUU members in October, saying they cannot be paid for work not done.

The Minister of Labour and Employment, Chris Ngige, through the ministry’s spokesman, Olajide Oshundun, also dismissed media reports that the government was biased in paying the university teachers.

“They were paid in pro-rata to the number of days that they worked in October, counting from the day that they suspended their industrial action,” the statement partly read.

“Pro-rata was done because you cannot pay them for work not done. Everybody’s hands are tied,” he said.
