Deputy Governor Appointed By Russia In Ukraine Territory Dies In Auto Crash

The deputy governor of Kherson installed by Moscow, Kirill Stremousov, has been killed, according to Russian state media.

They quoted the regional governor’s press service as saying he died in a car crash.

Kherson, the only Ukrainian regional centre captured by Russian troops after the February invasion, is being targeted by a Ukrainian counter-offensive.

Mr Stremousov, 45, was appointed to his job two months after the Russian invasion of Ukraine.

He was one of the most prominent proponents of the Russian occupation and became known for aggressive statements on social media.

He was wanted for treason by the Ukrainian police.

In recent days, Mr Stremousov had been urging civilians to leave the eastern bank of the Dnipro river in the face of the Ukrainian advance, amid indications that Russian forces may be abandoning the city.

Ukraine accuses Russia of forcibly deporting local residents.

Former chairman, Senate Committee on Local and Foreign Debts, Ifeanyi Ararume, has slammed a N100 billion suit on the President, Major General Muhammadu Buhari (retd.) at a Federal High Court in Abuja over alleged unlawful removal of his name as a non-Executive Chairman of the newly Incorporated Nigeria National Petroleum Company.

He is demanding such claims from the Federal Government as damages that caused him in the alleged unlawful and unconstitutional ways and manners he was removed as the NNPC chief after using his name to incorporate the entity.

The suit marked FHC/ABJ/CS/691/2022 and obtained by journalists on Wednesday was instituted on his behalf by seven Senior Advocates of Nigeria comprising Chief Chris Uche, Ahmed Raji, Mahmud Magaji, Ogwu James Onoja, K.C Nwufor and Gordy Uche.

Araraume, in the suit, formulated four issues for determination by the court among which was whether, in view of the provisions of the Memorandum and Articles of Association of the NNPC, Companies and Allied Matters Act 2010 and the Petroleum Industry Act 2021, the office of the non-Executive Chairman is not governed and regulated by the stated provisions of the law.

He was also asking the court to determine whether, by the interpretation of section 63 (3) of the Petroleum Industry Act 2021, the President can lawfully remove him as non-Executive Chairman of the NNPC for any reason outside the provisions of the law.

The Imo State-born politician also wants the court to determine whether Buhari can sack him without compliance with expressly stated provisions of the Articles of Memorandum of Association of the Company, section 63 (3) of the PIA Act 2021 and section 288 of the CAMA Act 2020.

Also listed for determination was whether his purported removal letter of January 17, 2022, without compliance with expressly stated provisions of the law is not wrongful, illegal, null and void and of no legal consequence whatsoever.

Upon the determination of the issues in his favour, the plaintiff wants the court to make a declaration that his position as non-Executive Chairman of the NNPC is exclusively governed and regulated by CAMA 2020, PIA Act 2021 and Memorandum of Association of the Company.

He also asked the court for a declaration that by the provisions of section 63 (3) of the PIA Act, CAMA Act and Memorandum of Association of the NNPC, the President cannot by removing him from office as non-Executive Chairman without following due process of the law.

Ararume, therefore, prayed for an order of the Court setting aside his removal by Buhari vide letter of January 17, 2022, with reference number SGF.3V111/86.

He also sought an order of the court reinstating him forthwith and restoring him to office with all the appurtenant rights and privileges of the office of the NNPC non-Executive Chairman.

The plaintiff further demands nullification and setting aside of all decisions and resolutions of the NNPC Board made in his absence from January 17, 2022, to date and another order restraining the defendants from removing his name as Director of the Company.

He requested for N100 billion as damages for the wrongful removal, disruption and interruption of his term of office as non-Executive Chairman of the NNPC.

In a 75-paragraph affidavit in support of the suit, Ararume averred that upon the passage of the Petroleum Industry Act 2021, the former Nigeria National Petroleum Corporation NNPC and its subsidiaries were unbundled to become Nigeria National Petroleum Company registered with the Corporate Affairs Commission with the number 1843987

That on October 20, 2021, President Buhari approved his appointment as a non-Executive Chairman for a period of initial five years and subsequently, his name was registered in the Memorandum of Articles of the Company and the appointment was announced to the whole world.

Based on the appointment, Ararume averred claimed that he attended the 23rd World Petroleum Congress in the United States of America but surprisingly on January 7th, 2022, Buhari inaugurated the NNPC Board without recourse to him while another person was named in his place.

By a letter of January 17, 2022, he was informed of the withdrawal of his appointment but without any reason whatsoever to justify the purported removal.

Plaintiff asserted that he was not guilty of any pre-conditions for removal and was never declared bankrupt or adjudged medically unfit for the job.

Based on the unlawful act of the defendant, the plaintiff said that the action has fuelled public suspicion and rumours against his person.

Subsequently, Ararume asserted that he has suffered the loss of credibility and goodwill, untold emotional, mental and psychological trauma and public humiliation, degradation and embarrassment by his purported removal by President Buhari.

He, therefore, prayed the court to award him N100Billion naira compensation and to order his return to office in line with the letter and conditions of his appointment.

At Wednesday’s proceedings, Justice Inyang Ekwo ordered that the Corporate Affairs Commission be joined as a party following no objection from Chief Chris Uche (SAN) who stood for Ararume and Alhasan. Shuaib who represented President Buhari.

Justice Ekwo subsequently fixed December 15 for further mention in the suit and ordered that the amended originating summons be served on parties before the adjourned date.

Barrister Mrs Glory Felix Akara, Senator Chris Adighije, Sir Marc Wabara and some other party leaders, on Tuesday, paid a courtesy visit on the National Chairman of the party, His Excellency, Senator Abdullahi Adamu and his Executive Committee.

Speaking during the visit, the Abia APC Leaders through the Governorship candidate, High Chief Ikechi Emenike thanked the National Chairman and his Executive Committee for the support given to the Abia State chapter of the party, particularly their interventions in resolving the crisis in the State.

In his remarks, the National Chairman reiterated their total support to the Abia APC, adding that they would do their best in ensuring that the people of Abia State get the good leadership which she deserves.

While stating that it was important for the APC to win in Abia State, Adamu advised his visitors to continue to show magnanimity in victory by reaching out to other party members and Stakeholders who still feel aggrieved with one thing or the other in the party.

A Federal High Court sitting in Abuja has disqualified Barr. Chijioke Edeoga as the candidate of the Labour Party for Enugu State in the 2023 general election.

ABN TV gathered that Barr. Edeoga’s election was nullified on Wednesday after weeks of legal battle with another Labour Party candidate.

Edeoga and Capt. Evarest Nnaji, popularly known as Odengene, have been having a running battle over the rightful governorship candidate of the Labour Party since both men defected from the Peoples Democratic Party (PDP) after the May 25, 2022 primary election.

Nevertheless, Justice Evelyn Maha of Court 11, Federal High Court, Abuja dismissed the primary election that produced Edeoga as a hoax and ordered the party to conduct a fresh primary election withing 14 days.

The governor of Kaduna State, Nasir El-Rufai, has said the introduction of nominal fees by the Ministry of Education through the principals is not consistent with government policy and is thus invalid.

According to him, it should be rescinded with immediate effect, and all monies that may have been collected be refunded forthwith.

An extraordinary meeting of the Kaduna State Executive Council held on Monday, 7th November 2022, described the provision of free education for the first 12 years of schooling as a legacy achievement of the state government.

ABN TV recalled that recently the ministry of education asked students to pay School fees across the state.

A statement signed by the Special Adviser on Media and Communication, Mr Muyiwa Adekeye on Tuesday explained that the extraordinary meeting of the Kaduna State Executive Council discussed the memo from the Ministry of Education on sustainable funding for the maintenance of school facilities.

The special adviser further said that the “Executive council stated that the Kaduna State government will continue to faithfully implement the free senior secondary education policy and to discharge the primary responsibility for its public schools.”

A former Presidential aspirant on the platform of the Peoples Democratic Party, Sam Ohuabunwa, has lashed out at the current Federal Government led by the President Muhammadu Buhari over its ineptitude towards the demands of the Academic Staff Union of Universities.

This was as the past President of the Pharmaceutical Society of Nigeria noted that government attitude towards education signalled doom to the sector, even as the 2023 general election inches closer.

He stated this in a statement, on Wednesday, a copy of which was made available to The PUNCH.

According to him, the authorities were unwittingly prompting ASUU to resume a strike it just called off.

The statement read, “I was pained to note that this out-goung Federal Government has taken deliberate actions to humiliate our university lecturers.

“Every well-meaning Nigerian appealed to ASUU to call off their strike after 8 months even when they felt that their demands had not been met. They eventually complied as requested including obeying the Industrial Court order. That was humiliating enough for them to resume without achieving most (or any) of their demands but they were willing to bend over in response to the cry of parents, students and Nigerian patriots.

“They resumed and were mobilising to do their utmost to recover lost time. They were doing their utmost to rebuild their motivation and then go the extra mile to redeem lost time, now this half salary matter happens to Nigeria’s lecturers. This is terribly disconcerting. We are not even talking of the seven or so months that have not been paid at all. They resumed in October and they were paid pro-rata like casuals or daily paid workers for the month! If this is not utter humiliation, then what can it be!
Indeed, it is more than humiliation.

“It is very provocative. This government is trying to provoke ASUU and dare them to resume the strike! How can a responsible government do this? They want ASUU to resume their strike as long as they satisfy their ego that they have put ASUU where they want them – under their feet. There is no consideration whatsoever of what impact this show of power will have on the already dislocated university system in Nigeria. This is completely unconscionable.”

He added that with its current stance on education, the government did not have the interest of Nigerians at heart, calling on parents and critical stakeholders to rise up to the occasion.

“The government has registered two competing Trade Unions and refused to sign any new agreements or accede to any of the requests that led to the strike. I believe they have humiliated ASUU enough. If they were concerned with the well-being of Nigerian University Students and if they were concerned with the quality of education, these Nigerian government leaders ought to have appreciated that humiliated, demotivated and demoralised lecturers can neither teach well nor do meaningful intellectual work!

“This matter is no longer for ASUU members as he that is down needs fear no fall. It is now the matter for Nigerian Students, Parents and Patriots to rise up and put pressure on this government to stop humiliating and provoking our University lecturers if we want quality education for Nigerian students. If we had a more caring government, they would have considered paying ASUU members salary advance while discussing how to liquidate unpaid (disputed) arrears.

“Any leader with feeling should have appreciated the financial predicament of ASUU members (some who are husbands and wives) who had not been paid for nearly eight months! The consequences of this irrational humiliation and punishment to a very important segment of our National workforce will linger over a long time.

“I just pray that God will grant our present government officials who are on this vengeful mission grace for a rethink. May they remember that power is transient and that they would reap what they have sowed. Nigeria’s education system is broken and I hope they do not bury it before May 2023.

“The Minister of Education was quoted as saying that he had failed. That was true candour! But I was hoping he would follow up by submitting his letter of resignation! Perhaps that will be expecting too much from this genre of Nigerian Politicians!”

The All Progressives Congress, APC in Abia state has restated its determination to dislodge the Peoples Democratic Party, PDP in the state, dismissing claims that the Labour Party LP has assumed dominance of the South East geopolitical zone.

Abia APC Governorship candidate, High Chief Ikechi Emenike disclosed this on Tuesday in Abuja when he led stakeholders from the state on a thank-you visit to the Senator Abdullahi Adamu-led National Working Committee NWC of the party.

Addressing journalists after a meeting with the party leadership, Emenike said the APC is facing attacks from other parties in the state as a result of its current mass appeal which places it in a vantage position to win the next governorship election.

Asked whether the APC is disturbed by the fact that the presidential candidate of the Labour Party LP, Mr Peter Obi hails from the South East zone and seems to be making waves, Emenike said; “They are making waves on the internet. That is why I said come to Abia and see for yourself who is making an impact and who is not making impact”.

He also added that the state governor, Okezie Ikpeazu has made the job of the APC easier, saying, judging by his performances, the governor has already done 40 percent of the campaigns for APC.

“What I want to assure you is that through his (Ikpeazu’s) performances, he has done almost 40% of the campaigns for us, and what we are doing is just trying to harvest most of the grounds and cover all the loopholes and work towards that.

“I know a lot of people are still doubtful, depending on the line of propaganda and information. Please before you say anything about the APC, visit your state, go to the polling units at the wards and find out the status of today’s APC and others whether we are ready for victory or not”, he stated.

Earlier, Senator Adamu said stakeholders of the Abia chapter of the party had resolved all their initial differences and were on an appreciation visit to the national secretariat.

At least N52 billion cash has been deposited in banks barely two weeks after the announcement of plans by the Central Bank of Nigeria (CBN) to redesign some naira notes.

There were indications that the deposit sum may increase in the next few days because it is suspected that about N3 trillion cash was in circulation at the time the apex bank announced the policy.

The apex bank claimed that some of the identified depositors were politicians, Bureau De Change operators, businessmen, real estate financiers, traders, and others.

It was also learned that the Economic and Financial Crimes Commission (EFCC) and other security agencies have directed banks to keep records of depositors, including institutions.

The screening of high-profile depositors, especially currency hoarders and money launderers, may begin soon.

There were fears that the redesigning of some naira notes may affect cash haul during the ongoing 2023 campaign.

According to a reliable source, who was armed with facts and figures, security and intelligence agencies have confirmed huge cash deposits of N52 billion in banks in less than two weeks.

The source said some representatives of one of the agencies appeared before a Senate Committee on Tuesday in Abuja behind the curtains.

The source said: “As the cash was being taken to banks, we were getting the details of all the depositors and in some cases, we could trace the sources.

“As of Tuesday, over N52billion cash has been deposited in various banks. Some of the deposits have been traced to some politicians, Bureau De Change operators, suspected money launderers, middlemen, drug barons, businessmen, and traders.

“All the banks have been directed by the EFCC and other anti-graft agencies to keep records of cash depositors and their KYC. They are also mandated to make the list available when required.

“With this directive, it will be easier to uncover currency hoarders, speculators, and those sabotaging the nation’s economy.”

Responding to a question, the source said: “Some politicians, governors, and suspected fronts of Politically Exposed Persons (PEPs) have been on the radar of some anti-graft agencies.

“Some state governments cannot pay salaries because the corrupt table payment system they have adopted is not practicable with the CBN directive.

“Apart from redesigning the notes, the CBN is also complementing the anti-graft agenda of the administration of President Muhammadu Buhari.

“Nigerians have virtually abandoned the cashless economic policy for cash transactions.

“We may be on our way to addressing basic issues compounding our anti-corruption campaign as a nation.”

On October 26, the CBN announced its decision to redesign the naira.

It cited significant hoarding of banknotes, worsening shortage of clean and fit banknotes, and increasing ease and risk of counterfeiting.

It added that over 85 percent of the currency in circulation is outside the vaults of commercial banks.

CBN said as of the end of September, N2.73trillion out of the N3.23 trillion currencies in circulation was outside the vaults of commercial banks and supposedly held by the public.
