Spend Less On Christmas, Give To Ukraine, Pope Urges

Pope Francis on Wednesday called on people to spend less on Christmas presents and celebrations, and donate the money saved to those in war-ravaged Ukraine.

“It is nice to celebrate Christmas. But let’s lower the level of Christmas spending a bit,” Francis said in his weekly general audience at the Vatican.

“Let’s have a more humble Christmas, with more humble gifts. Let’s send what we save to the Ukrainian people, who need it,” he said.

Nearly 10 months into the war, hardship from the fighting has compounded as winter sets in and Russia pounds Ukraine’s energy infrastructure.

Missile strikes have been crippling — resulting in the periodic loss of electricity, heating, water and phone service across swathes of Ukraine.

The Ukrainians “are suffering so much. They are hungry, cold. So many people are dying because there are no doctors or nurses,” the pope said.

On Tuesday, Ukraine’s Western allies pledged an additional one billion euros ($1.1 billion) in emergency winter aid to help the country withstand Russia’s onslaught.

Osun: Hold Aregbesola Responsible For N407bn Debt, Oyetola’s Ex-Commissioner Tells Adeleke As Former Governor Fires Back

Bola Oyebamiji, former Commissioner for Finance under the administration of the immediate past governor of Osun State, Gboyega Oyetola, on Friday released facts and figures showing that the government of Oyetola’s predecessor, Rauf Aregbesola, was responsible for the N407 billion debt of the state. 

Oyebamiji, in a statement made available to the media on Friday, exonerated the Oyetola government of procuring any debt for the state. He faulted the statement on Thursday by the incumbent governor, Senator Ademola Adeleke, describing it as vindictive campaign of calumny.

Titled ‘The Fallacy of Half Truth by Governor Ademola Adeleke: The True Position of Osun Finances under Governor Adegboyega Oyetola (Part 1)’, Oyebamiji’s statement revealed that the total figure being bandied by Adeleke are loans procured between 2013 and 2017 before the advent of the administration of Oyetola.

Oyebamiji also cleared the air on a loan Governor Adeleke accused Oyetola of taking after the July 16 election.

His statement reads: “The recent comment by Governor Ademola Adeleke on the position of the debt of Osun State under Governor Adegboyega Oyetola is a reflection of the combative and vindictive posture, yet again, of Governor Adeleke against my principal, Governor Adegboyega Oyetola. It is purely a campaign of calumny against a people-centric government.

“For the umpteenth time, the true picture of the finances of the state is not hidden; the Annual Auditor-General’s report and the reports from the Debt Management Office (Osun and Abuja) are available for scrutiny.

“The latest comment of the incumbent governor to the effect that Governor Oyetola accessed a loan facility after the July 2022 gubernatorial election is nothing but a lie. The current government would have won an iota of credibility for itself if the details of the loan, including the figure and the creditor, were mentioned.

“Just to let you know, as captured in the address of Governor Oyetola on the 26th of November, 2022, the government of Osun did not take any bank loan under his watch. What the state benefited from, like the 35 other states of the federation, which was well publicised at the time (see The Punch Newspaper (punchng.com) of 19th November 2021), was the monthly intervention from the Federal Government which commenced in December 2021 and terminated in June 2022. This support was to cushion the effect of deductions from the budget support facility and salary bailout accessed by the previous government.

“One then wonders how support from the Federal Government which started in December 2021, as contained in the document released by the current government itself, turned into a facility sought and accessed after the July 2022 election is beyond comprehension.

“Of significant importance is the half-truth presented by Governor Adeleke about the true position of the state’s debt portfolio. For instance, one is at a loss about how the government will report the position of the state debt, leaving out very vital information such as the dates of procurement. In accounting, it is elementary knowledge that no valid amortization schedule can be presented by a competent accountant without a valid date of procurement.

“For clarity, the state bond of N30,000,000,000.00 at 14.75% started in September 2014; the Sukuk of N11,400,000,000.00 at 14.75% started in May 2013; the FGN Bond of N86,671,281,863.41 at 14.83% started in August 2015; the salary bail-out of N25,871,920,000.00 at 9% started in September 2015; the FGN Budget Support Facility of N17,569,000,000.00 at 9% commenced in July 2016; the FGN Special Intervention Fund of N4,000,000,000.00 (interest-free) was accessed in 2017; the Excess Crude Account (ECA) Secured Term Loan of N10,000,000,000.00 at 9% was accessed in February 2016; and the Central Bank of Nigeria Development Fund (ECA2) of N5,000,000,000.00 at 9% started in June 2017.

“Where then is the commercial loan traced to the administration of Governor Adegboyega Oyetola? As presented above, all these loans were procured between 2013 and 2017 before the advent of the administration of Governor Oyetola. The question then is where is the loan procured by Governor Oyetola and who is the lender?

“Also, the claim that Governor Oyetola owed workers salaries and pensions to the tune of N76bn is unfounded. The salary and pension arrears figure mentioned by Governor Adeleke was owed by the previous government and I challenge the current government to present any available facts to the contrary.

“Characteristically, the lie that the government of Governor Oyetola did not leave any money in the coffers of the state has yet sold the infant administration of Governor Adeleke short. “Again, as contained in the documents made available to the new government, the following balances were available to the state as of November 26, 2022: Non-IGR Accounts: FAAC Accounts meant for Salaries = N3,541,950,501.26 (N1,106,634,659.87 (First bank Plc) and OSSG VAT Account = N2,435,315,841.39 (Sterling bank Plc); Lautech Refund Account with Wema Bank Plc = N1,563,832,985.78; Ecological Fund with United Bank for Africa = N1,206,756,053.65; Other Non-IGR Balances in Various Bank Accounts = N3,284,899,623.16; Revenue Collection in Various Bank Accounts = N2,234,916,050.36; Sukuk Bond Proceed Accounts = N5,358,332.13; Tranche 1 Bond Proceed Accounts = N9,853,250.90; Sinking Fund for Credit Agency with Wema Bank Plc= N2,000,000,000.00; and Sinking Fund on OBOPS with Sterling Bank Plc= N202,423,426.11.

“Thus, the total money left in the state’s coffers as of 26th November 2022 stood at N14,049,990,223.35. Any contrary information to the one presented here should be publicised with verifiable facts.

“Consequently, it is important to remind the administration of Governor Ademola Adeleke that public finance remains public. No amount of effort to deliberately circumvent fact can change what is publicly available.

“The government of Governor Adegboyega Oyetola promised to run a transparent government and it did until the last day in office to the commendation of well-meaning Nigerians and the international community.

“It will therefore serve the current government well to be serious and deploy its energy towards governing the state rather than fighting an imaginary enemy with half-truth. Government is a continuum and it must be seen as such.”

However, former Governor Aregbesola has reacted to the development, saying the Accountant-General of the state should be in a better position to give the true particulars of the indebtedness of the state.

Reacting to the statement by Oyebamiji on the contention that the debts were incurred by his government, Aregbesola, through his media aide, Mr Sola Fasure, said the impasse was between Adeleke and Oyetola, and so he should not be in the picture.

While admitting that he took loans, he said the two major ones he took had been liquidated while “the other ones are long-term concessional facilities (given to the state) by the Federal Government” with minimal monthly deductions.

Aregbesola said: “I will suggest that you look at all the loans and get to the Accountant-General of the state at Abere. I think the AccountantGeneral or the Permanent Secretary (Finance) would have better information because it is the Accountant-General that raised a memo based on the query of the governor.

“The Accountant-General, in reply to the query of the governor, stated the condition of the loans and the loans that are outstanding. He is the most knowledgeable about the loans by the state as the custodian of the account of the state. They should count Aregbesola out of it.”

He said the loans collected by the Aregbesola government had been liquidated, saying “was it Aregbesola that took a loan of N18billion after he lost the election? The two major loans Aregbesola took have been liquidated. They were the Sukkuk loan and the other ones were long-term concessionary facilities by the Federal Government which have a long span repayment terms. The deductions are minimal and they are not deductions that will infringe on finances of the state. The two major loans taken by Aregbesola have been liquidated.”

He said: “The matter is between the Adeleke and Oyetola administrations because the Aregbesola debts have been liquidated. It was not Aregbesola that took the N18 billion loan that was taken after the election. Oyetola took some other loans, including salary support from the Federal Government.

“They caused the problem for themselves. If they had set up a transition committee and if they had cooperated well with the incoming governor after they had lost election, there would have been a smooth change of government.

“They would have compared notes and there would be no rancour. But he was busy sowing mines on the path of the incoming governor, creating problems for him, and spending money with reckless abandon. What did he do with N18 billion? Now the new government is fighting back. If the new government takes the matter up to the EFCC, there would be problems for the Oyetola administration.

“They should count Aregbesola out of their problems because out of the three loans he took, two have been liquidated. It is only the long-term debt that is remaining and only the Accountant-General can give us the status of the loan because it is no longer what it was because deductions are being made.”

Abia State Governor, Dr. Okezie Ikpeazu has said he would not hand over power to a successor with no political and administrative experience.

He said those aspiring to lead after him should not be persons, who wanted to use political power to learn on the job.

Dr. Ikpeazu spoke at the 2022 Enugu State Cultural held in Aba.

He said power should be entrusted to experienced administrators, who were prepared by learning, character, life experience and knowledge of the local environment.

The governor said only such leaders could be said to have proven capacity to continue wherever he would stop, adding that they would be able to continue the progress and delivery of dividends of democracy to the people.

Ikpeazu, represented by the Commissioner for Trade and Investment, Chief John Kalu, lauded the good relationship between Enugu indigenes living in Abia State and the government and people of the state, describing them as “model and integral members of Abia community, who have contributed to the development of the state.”

He said it was time to consolidate on his legacy projects and urged Enugu indigenes living in the state to support Prof Uche Ikonne, who had a track record of excellence to emerge as the next governor.

Ikpeazu stressed government’s commitment to hand over the completed section of the remodelled A-line of Ariaria International Market to the original shop owners next month.

Also speaking at the event chaired by the former Minister of Power, Prof Bartholomew Nnaji, the Peoples Democratic Party (PDP) governorship candidate, Ikonne, thanked Enugu State people for giving him a loving wife and a life partner, who, according to him, represented the attributes of a virtuous woman.

He urged them to vote for him and other PDP candidates, to further cement the partnership between him and the people of Enugu State.

Ikonne, represented by his running mate, Okey Igwe, enjoined the people to key into his ‘TIGER’ economy and participatory governance initiatives, to create more wealth and eliminate impediments to rapid growth and prosperity of the state.

Governor Okezie Ikpeazu has reassured that he will hand over the new Government House and JAAC Secretariate before he exit from office May, 29, 2023.

Governor Ikpeazu gave the assurance while inspecting the ongoing construction of the New Government House, Ogurube layout Umuahia.

He said he was happy that the workers on ground have assured that they would deliver the job on schedule, governor’s chief press secretary, Onyebuchi Ememanka said in a statement.

He stated, “He further made public that he would be monitoring the work on weekly basis with a firm assurance that he would move into the new Government House before the expiration of his tenure.

“On the new Joint Account Allocation Committee (JAAC) building, which he equally inspected, the Governor described it as a massive edifice .While admitting that a lot of work still has to be done in terms of landscaping, connecting to the national grid, installation of industrial borehole among other things, he however assured that the project would be handed over to Abia people before the end of his tenure. He directed the Commissioner for Local Government & Chieftaincy Affairs to raise a technical team to provide the work plan together with the financial implications with a view to ensuring that the job is delivered.

Apex Igbo sociocultural group, Ohanaeze Ndigbo Worldwide has commended President Muhammadu Buhari for keeping to his promise of completing the Second Niger Bridge before the expiration of his tenure.

The Second Niger Bridge was on December 15 opened to motorists ahead of Christmas and New Year celebrations, which usually come with heavy traffic in the Southeast.

Ohanaeze, in a statement it issued through its spokesman, Alex Ogbonnia on Friday, described the bridge as “a key national infrastructure, with immense socio-economic benefits not only for the contiguous states but for the entire nation.”

Ohanaeze stated that the clamour for a second Niger bridge became necessary shortly after the Nigerian Civil War.

It recalled that several administrations had used the Second Niger Bridge as a bait on the Igbo, especially during political campaigns and still never fulfilled it until President Muhammadu Buhari came on board.

“The first Niger Bridge was commissioned in 1965 and the Nigerian war broke out in 1967. The bridge was therefore not exempted from the devastating effects.

“The second Niger Bridge has been a major concern to the Igbo for over fifty years because of two major reasons; apart from the traffic lock jam on top of the bridge, the greatest fear was that the bridge had evidence of cracks such that the stress of weights on the bridge could cause collapse all the vehicles and their contents into the River Niger with untold consequences.

“Based on the general clamour for a Second Niger Bridge, the former military President, General Ibrahim Babangida, in 1992, challenged the Nigerian Engineers to come up with a design of the second bridge. It was believed that upon completion, the bridge will ease traffic flow, allay fears, improve road safety and create greater road user confidence among the commuters.

“Several administrations had used the Second Niger Bridge as a bait on the Igbo, especially during the political campaigns. When President Buhari promised that he would complete the second Niger Bridge, not many believed, especially when he could not conceal his lopsided political appointments and other resource allocations against the Southeast.

“On assumption of office as the President General of Ohanaeze Ndigbo Worldwide, Ambassador Professor George Obiozor in company of several APC government officials on February 6, 2021 visited the site wherein he remarked that the “people of the Southeast would continue to be grateful to the present federal government for hearkening to the needs of Ndigbo.

“A few days ago, the Minister of Works and Housing, Babatunde Fashola (SAN), disclosed that the Second Niger Bridge would be open to traffic from December 15, 2022, to January 15, 2023, to ease the experience of travellers during the Yuletide break. And so, it has come.

“Surely, President Buhari did not start the work on the bridge, but in a country where the abandoned projects far outnumber the completed ones, vital infrastructure that should have been taken for granted are celebrated.

“While the Ohanaeze Ndigbo led by Obiozor immensely appreciates Mr President on the Second Niger Bridge, it is hoped that Mr. President will use the remaining few months in office to pursue some other transcendental objectives which will write his name with gold in the sands of time.”

 

Tears As Bamise Allegedly Killed By BRT Driver Is Laid To Rest

It was an emotional scene on Friday as the remains of murdered Bus Rapid Transport passenger, Bamise Ayanwola, were laid to rest at the Atan Cemetery, Yaba, Lagos.

The 22-year-old lady was found dead on March 7, 2022 lying on Carter Bridge by Ogogoro community in Lagos Island, after boarding a BRT bus at the Chevron area of Lekki to Oshodi on February 26, 2022.

The bus driver, Andrew Ominikoron, is facing a four-count charge of conspiracy, rape allegation and murder at a High Court in Lagos.

Sombreness pervaded the milieu at the funeral especially during the prayer session and lowering of the corpse into the grave. City Round observed that family members and sympathisers wept uncontrollably as trumpeters and undertakers accompanied the corpse into the cemetery.

Family members were dressed in black outfits and spoke with our correspondent after the burial.

The victim’s elder brother, Oluwapelumi Abegunde, who was sober while speaking with our correspondent, said they requested the corpse to see the level of damage done to the body after the autopsy.

He said, “She was not in a good shape at all so there were reactions. People cried, mourned, and cursed. The corpse had been tampered with deliberately to know the cause of death.”

He noted that the autopsy was a deliberate decision by the family to confirm the rape allegation against the BRT driver and to ascertain the cause of his sister’s death.

Abegunde decried the controversy surrounding his sister’s death, stating that the incident was a depiction of human nature to manipulate things amid evidence.

He said, “There was controversy even till the point of burial. Today, we have laid her remains to rest yet there are contentions.’’

Also, the victim’s elder sister, Oluwadamilola Abegunde, who described her as kind, lovely and hardworking, noted that the family was denied their request for fiat to attend court sessions.

She explained that the reason for such still remained unclear to the family, urging the state government to ensure justice in the case.

Abegunde said, “She has been buried but her memory lives on. I stopped attending the court sitting because I am not happy with the way they are handling it. The actions of the younger children today said a lot about who she was when she was alive. Well, everyone spoke well of her when the incident happened because she was a good person.”

The Inspector-General of Police, Usman Baba, has accused politicians and other prominent personalities of being behind the recent attacks on the officers of the Independent National Electoral Commission in different parts of the country.

The IG, who was represented by the Deputy Inspector-General, Department of Operations, Dandaura Mustapha, stated this on Friday when he appeared before the House of Representatives ad hoc committee investigating attacks on INEC assets across the country.

Similarly, the INEC Chairman, Prof Mahmood Yakubu, warned that the continued attacks on assets belonging to the electoral umpire could frustrate the 2023 general elections.

Baba noted that the Nigeria Police Force, being the lead agency in internal security and elections generally, was always at the receiving end, stating, “Whatever happens, it is the duty of the police to protect here and there.

“The campaigns commenced and what we realised initially was inter and intra-party disputes. We realised that members of political parties were destroying billboards, posters and campaign offices in some parts of the states. We quickly alerted the commissioners of police in charge of the commands and gave them a clear directive that it is the right of every political party to go to all the nooks and crannies of society and campaign. It is a constitutional right, so on no account does a state governor or any state actor should prevent political parties from moving about to do their campaigns.

“We now come to the immediate attacks on INEC facilities. Of recent, the ones that took place in Osun and Ogun, then last week in Ebonyi, Imo and Enugu; it is a well known fact that in the South-East geopolitical zone, we have issues of secessionists – the IPOB and ESN. These groups are bent on stopping elections from taking place in the South-East. They have been attacking our personnel; they have been retrieving arms from members of the security agencies, not only the police but the military and other paramilitary organisations that are there. They have been doing it, especially now that the embargo on campaigns has been lifted.

“The election is approaching very fast and they are putting much pressure to see that this election does not hold in the South-East geopolitical zone.

“In the South-West, we equally have the pro-Yoruba secessionists that are equally bent on seceding and not allowing election to take place in their areas, hence the attack on INEC in Osun and Ogun of recent. Those ones are also sponsored by politicians and other stakeholders.”

According to the police boss, there is also the issue of failed and desperate politicians who are bent on stopping INEC from conducting the elections.

“The failed politicians are those who could not come back through any political party, and as far as they are concerned, let everything spoil, let everything scatter. They are using that opportunity to sponsor illiterate followers of the parties and hoodlums to make sure that this general election does not hold and should not be successful,” Baba added.

The IG recalled that on November 17, 2022, he held a meeting with political party leaders and INEC, where it was agreed that all political parties were free to go about their campaigns in all the states, but they should talk and work on their followers to desist from hooliganism.

Baba also recalled that he met with all the operational officers of the other security agencies on the issue.

The INEC chairman, on his part, said the commission was suffering attacks on its offices and assets across the country, especially in the South-East, as well as destruction by flood during the rainy season.

Yakubu said, “The attacks have far-reaching implications on preparations for the general election. First, the facilities that are destroyed, especially offices, will take time to rebuild. They are not like items of procurement that you can procure off the shelf. So, an alternative arrangement has to be made. So, in some of the states, in addition to these malicious attacks, other matters that have arisen as a result of fire and flooding, we will have to make alternative arrangements by renting in some places we can find facilities to rent. In some of the remote areas, we may not find facilities to rent; so, we have to look for alternatives to the damaged facilities.

“Secondly, several materials lost will have to be replaced. In the recent attacks, some of the PVCs, for instance, were lost. But for the PVCs, we have instructed our state offices to send the Voter Identification Numbers of the PVCs lost so that we can reprint. We can from our database quickly regenerate and reprint the cards so that citizens are not disenfranchised.

“The commission and security agencies must also continue to provide safety around the facilities and this, as I said earlier, may be very challenging because the security agencies are also protecting all of us and other national assets. So, these attacks on our facilities are actually other challenges that our security agencies can do without. Now, we have to rebuild the facilities and our funds are overstretched by a number of factors. We cannot continue to replace and rebuild.”

 

2023 Election May Be Threatened If… — Yakubu

Chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu has said that the 2023 general elections were in danger should the incessant attacks on their offices and facilities continue unabated.

Acknowledging that the commission can replace some destroyed essentials, the chairman said that there was a limit to which the attacks could stretch them. Yakubu spoke at the commencement of an investigative hearing of the Ad-hoc Committee of the House of Representatives investigating the attacks on offices and the facilities of the Independent National Electoral Commission, INEC on Friday in Abuja.

The House of Reps committee had also expressed its displeasure with the office of the Attorney General of the federation, for saying it has not received any request for the prosecution of suspects responsible for the attacks on INEC offices.

Yakubu said: “We are determined and we will continue with our preparations for the 2023 general elections. So far, all the facilities would be rebuilt or alternatives found and materials would be replaced. However, should such attacks continue at the pace at which they are happening at the moment, the Commission may find it increasingly difficult to recover in time for the election. If it is about stopping the attacks, yes we can recover, but if the attacks continue, it would be very difficult for the commission to recover. That is why concerted efforts to stop these attacks have become imperative and we hope this public hearing would contribute to the required outcome.

We found the resources in our election project plan budget to rebuild the office and we did so. We rebuilt the office and our staff moved in on Friday. That weekend on Sunday, the office was burnt down again and there are five such offices nationwide where in spite of our best efforts, the facility was attacked not only once but twice. We have five offices in which even after rebuilding or trying to rebuild, the offices were attacked again.”

Responding to the committee’s displeasure with the office of the Attorney General of the federation for not arresting and prosecuting suspects, the Deputy Director in charge of Prosecution at the office of Attorney General Yusuf Abdullahi told the lawmakers that no formal request for that had been made.

He said: “The office of the Attorney General is in charge of the prosecution, whether IG, DSS or other security agencies. As far as the office is concerned, we have not formally received any request for prosecution. That is the content of our letter. But however, as soon as we receive, whether terrorism, banditry, or attacks, once we receive, we will commence an action and prosecute.”

But the Chairman of the Committee, Hon Taiwo Oluga was not satisfied.

“Are you saying since we have been having these incessant attacks, your office has not received any request for prosecution? Are you saying that from 2019 the office of the Attorney General has not received, from the police or INEC, any request to prosecute anybody? That means they have not made an arrest. Also, having a good knowledge of computers and their basic applications to use for the work and proper delivery of various tasks as required by the organization.

191 Nigerians Evacuated From India

A total of 191 stranded Nigerians in India evacuated back home by the National Emergency Management Agency, NEMA, have arrived Nnamdi Azikiwe International Airport Abuja today, Friday 16th December 2022.

An Ethiopian Airline charted flight that conveyed the returnees touched down at the Abuja airport as they were received by a reception team led by NEMA and other relevant agencies. After being profiled and screened, the returnees were given a token of $100 for transportation to their various homes.

Addressing the returnees, Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq welcomed them on behalf of the federal government. The Minister who was represented by a Deputy Director in the Ministry, Dr Suleiman Abubakar admonished them to be law abiding. She said the token provided them by the federal government was meant to support their movement home.

In his remarks, Director-General NEMA, Mustapha Habib Ahmed advised the returnees to learn from their experiences and be law abiding citizens.

The NEMA boss who was represented by the Deputy Director Search and Rescue, Ishaya Isa chonoko, said the federal government had approved the evacuation to ease the suffering of Nigerians stranded abroad to bring them back home safely.

The returnees appreciated the federal Government for the special intervention in their safe evacuation back home.

Among officials that received the returnees were staff of airport agencies, military, Nigerian Police, Nigerian Immigration Service, National Commission for Refugees and Internally Displaced Persons (NCFRMI), NAPTIP, Nigerian Diaspora Commission, NDLEA, Nigerian Correctional Service, Nigerian Customs service, Port Health Services, NCDC and others.
