The Universal Basic Education Commission (UBEC) says it will soon unveil a new template for the disbursement of counterpart funding to states under the Universal Basic Education (UBE) programme.
Executive Secretary of UBEC, Dr. Aisha Garba, made this known on Tuesday during an interactive workshop with officials of State Universal Basic Education Boards (SUBEBs) in Abuja.
Dr. Garba said the new template is part of a strategy to realign the delivery of basic education with four key pillars—expanding access to underserved areas, improving teaching and learning quality, strengthening financial accountability, and enhancing institutional monitoring systems.

She added that the initiative, known as the Hope Education Project, is a performance-based approach that will reward states that make judicious use of their education resources.
Also speaking, UBEC’s Deputy Executive Secretary for General Services, Tunde Ajibulu, said the introduction of the new template was necessary to ensure states develop practical and impactful work plans that align with the Commission’s goals.
The workshop brought together SUBEB representatives from across the country, intending to foster collaboration and ensure a more efficient and impactful basic education delivery nationwide.
