The House of Representatives Committee on Host Communities has dismissed allegations of improper contract implementation, mismanagement of funds and neglect of surveillance personnel against Pipeline Infrastructure Nigeria Limited (PINL), declaring the claims unsubstantiated.

Reps Committee Dismisses Petition Against PINL, Recommends Contract Extension

The committee reached the conclusion following its investigation into a petition filed against the company and its Managing Director, Mr. Osahon Okunbo.

During its sitting, the committee disclosed that the petitioners had been invited on three consecutive occasions to appear before it and provide evidence to support their allegations. However, they reportedly failed to honour any of the invitations or explain their absence.

In contrast, PINL submitted a written response detailing its operations, achievements and contributions to pipeline security and host community development.

According to the company’s submission, the proportion of crude oil reaching the Bonny Terminal through the Trans Niger Pipeline (TNP) increased significantly from just 3 per cent in May 2022 to 98 per cent in September 2026.

The company attributed the improvement to its surveillance operations, security coordination and engagement with communities along the pipeline corridor.

PINL further reported that it currently operates across 215 host communities, providing employment opportunities for more than 35,000 surveillance guards.

As part of its community development initiatives, the company said it had awarded over 500 scholarships, supported skills acquisition programmes and provided relief materials to communities affected by flooding.

On security operations, PINL disclosed that its activities are supported by 28 forward operational bases, 130 boats, 175 vehicles and 25 drones, alongside 454 government security personnel working in collaboration with the company.

After reviewing the submissions and the outcome of its investigation, the committee concluded that the allegations against PINL and its Managing Director had not been substantiated.

The lawmakers also acknowledged the company’s reported contributions to pipeline protection, employment generation and host community development.

Consequently, the committee recommended an extension of PINL’s contract, citing its operational performance and contributions to safeguarding critical oil infrastructure.

The recommendation, however, remains subject to the appropriate contract approval processes.
