As Nigeria approaches the 2027 general elections, the Big Tent Shadow Cabinet—a good governance advocacy group led by Professor Pat Utomi—has called for urgent constitutional and electoral reforms to reinforce the country’s democratic institutions.
The group argued that these reforms are essential for resolving deep-rooted structural issues, particularly the excessive concentration of power at the federal level, which they say is stifling the capacity of subnational governments to thrive.
Speaking during a recent meeting in Lagos organized by the forum, Prof. Utomi, who convenes the Big Tent Shadow Cabinet, stressed the importance of constitutional reform in addressing national challenges.
“The Cabinet recognizes that constitutional amendments matter significantly today because they offer an opportunity to address the country’s numerous challenges and strengthen our democracy,” he said.
He added that restructuring through constitutional amendment could enhance regional autonomy, ease feelings of marginalization, and establish genuine local government independence.
These views were outlined in a communiqué signed by Charles Odibo, Director of Media & Communications for the forum, and made available to journalists in Abuja on Wednesday.
According to the communiqué, “The Big Tent Shadow Cabinet also recognizes that the nation’s electoral law reforms matter now because they can significantly impact the country’s democratic growth, stability, and integrity of elections.”
The group pointed to the 2022 Electoral Act, citing several ambiguities and legal loopholes revealed during the 2023 general elections. Notably, there was confusion about when physical results should be compared with those transmitted electronically.
Reforming these aspects, the group argued, would help avert post-election disputes and bring greater clarity to the electoral process.
As a proactive opposition group, the Big Tent said it remains focused on promoting transparency, accountability, and inclusivity in Nigeria’s democratic systems. Among its core priorities is ensuring the autonomy of the Independent National Electoral Commission (INEC).
It stated, “The legal status of INEC’s regulations, guidelines, and manuals is unclear, and the commission’s independence needs to be safeguarded.”
The communiqué also endorsed digital innovations in the voting process: “Electronic Voting: We support the adoption of electronic voting systems to enhance transparency, reduce electoral malpractices, and increase efficiency.”
“Making electronic transmission of results mandatory can enhance transparency and reduce disputes, and clarifying the role of technology in results management can improve the electoral process.”
On voter access, the forum proposed further reforms: “Voter Registration: We recommend a continuous voter registration process, ensuring all eligible citizens can exercise their right to vote.”
“Enhancing Voter Identification: Expanding voter identification means can improve the electoral process. This can include using driver’s licences, international passports, national identity cards, or electronically downloadable voters’ cards.”
In terms of constitutional amendments, the group called for the establishment of state police to allow regional governments more control over security and law enforcement.
They also renewed calls for local government autonomy, dismissing the recent Supreme Court ruling on the matter, which they argue is being ignored by many state governors.
“We propose constitutional amendments to ensure greater representation and inclusivity, including provisions for women, youth, and persons with disabilities.”
“We recommend reforms to the judiciary, including measures to enhance its independence, accountability, and effectiveness.”
To support its proposals, the Big Tent plans to embark on stakeholder engagement involving civil society groups, traditional leaders, and citizens to build consensus and gather feedback.
It also announced plans for a broad public education campaign to raise awareness of the importance of electoral and constitutional reforms.
The Big Tent Shadow Cabinet reaffirmed its commitment to pushing for changes that will deepen democracy, ensure fairer governance, and lead to a more inclusive and prosperous Nigeria.
The group concluded by expressing its readiness to work with all stakeholders to achieve these critical reforms.
