Reps Ask NCC To Extend Deadline On Blocking SIM Cards Without NIN

The House of Representatives has asked the National Communications Commission (NCC) to extend the 31st December deadline issued to sim card owners to submit their National Identification Numbers (NIN) to their network providers to prevent blocking.

The motion was moved on Wednesday during plenary by the House Minority Leader, Ndudi Elumelu.

According to the lawmaker, two weeks is too short for 200million Nigerians to conclude the process.

The House lauds the intention of the NCC, for security reasons but wants the process to be extended to 10 weeks, considering the difficulty experienced by Nigerians in attaining the NIN.

The Federal Government on Tuesday issued an ultimatum to all telecommunications operators in the country to block all Subscriber Identification Modules (SIMs) without National Identification Number (NIN).

It also ordered the network operators to ask all their subscribers to provide valid NIN to update their records and suspend SIM registration.

These formed parts of the resolutions adopted for immediate implementation by all network operators at an urgent meeting of key stakeholders in the communications industry held in Abuja.

The spokesman for the Ministry of Communications and Digital Economy, Dr. Ikechukwu Adinde, noted in a statement that the meeting was convened on Monday by the Minister, Dr Isa Pantami.

According to him, the meeting resolved that the submission of NIN by subscribers would take place between December 16 and 30, 2020.

The government stated that after the deadline, all SIMs without NINs should be blocked from the networks while a Ministerial Task Force comprising the minister and all the CEOs, among others, as members would monitor compliance by all networks.

It warned that violations of the directives by any network operator would be met with stiff sanctions, including the possibility of withdrawal of operating licences.

Adinde explained that the meeting followed the earlier directive on the suspension of new SIM registration by network operators.

The need to consolidate the achievements of last year’s SIM registration audit and improve the performance and sanity of the sector was exhaustively discussed and all stakeholders agreed that urgent drastic measures had become inevitable to improve the integrity and transparency of the SIM registration process.

Ex-National Assembly Members Urge Tinubu To Run For President

A group of former senators, House of Representatives members and other politicians across the Southwest geo-political zone has urged the National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, to contest as president in the 2023 election.

They spoke on Tuesday at the unveiling of the group’s logo in Ibadan, the Oyo State capital.

The group is christened South West Agenda (SWAGA) and led by Senator Dayo Adeyeye.

It comprises politicians including the immediate former Oyo State Deputy Governor Alake Adeyemo, Senator Adesoji Akanbi and former members of House of Representatives, including Bosun Oladele and Rotimi Makinde.

Membership of the group spreads across the six states in the Southwest.

Also in attendance yesterday were former Speaker of Lagos State House of Assembly, Adeyemi Ikuforiji; his Ogun State counterpart, Suraj Adekunbi and Senator Abu Ibrahim (Kastina South) who was represented by Dr. Aliyu Zakari-Diya.

The National Coordinator, Northern Region Support Tinubu for 2023, Hamman Dikko, was also there. They urged Tinubu to contest.

The group started the campaign on Monday with visits to the Olubadan of Ibadan, Oba Saliu Adetunji and Alaafin of Oyo Oba Lamidi Olayiwola Adeyemi III during which they conveyed its agenda to the leading monarchs.

The group said members came together to actualise the agenda for the Southwest to produce the next President in 2023.

It has Senator Adesoji Akanbi as Vice Chairman and Bosun Oladele as Secretary.

Other members include Otunba Abayomi Ogunnusi. Mrs Kafilat Ogbara, Oyetunde Ojo, Deji Jakande and Mr Ifedayo Abegunde (aka Abena), Senators Musiliu Obanikoro and Adeseye Ogunlewe.

Asiwaju Tinubu, who is a former governor of Lagos State, led the formation of the APC and emergence of Muhammadu Buhari as APC presidential candidate in 2014.

Adeyeye told the two monarchs that SWAGA was aimed at ensuring that an electable political leader from the Southwest gets the necessary support to succeed President Buhari in 2023.

He noted that Asiwaju Tinubu possesses all the qualities and experiences needed to lead Nigeria as the next President.

Besides, Adeyeye revealed that there was an agreement among APC leaders during the 2015 election that presidential power would rotate to the South after President Buhari’s eight-year tenure.

He said: “We are here for politics; politics has started. We, the Yoruba, believe that it is our right to produce the next President. It has been an agreement that presidential power will rotate from North to South. May God preserve President Buhari. After his tenure, power will shift to the South. Yoruba will be part of the contest. We want the best candidate to become the presidential candidate. As the media adviser to the late Moshood Kashimawo Abiola, I know what Yoruba want. Except a thoroughbred Yoruba person becomes President, we can’t get it. We saw that we have a very capable hand in Asiwaju Tinubu. He is so capable. I’ve tried a bit in Nigerian politics. No one else has a bigger political stature than Asiwaju Tinubu in Nigeria today. He has not told us he would contest. We, as true Yoruba sons and daughters, just decided to embark on this to ensure that we push forward a good candidate. He is sellable all over Nigeria.

“We are having our inaugural meeting on Tuesday in Ibadan. Ibadan is the political headquarters of the Yoruba. All the Yoruba are represented in Ibadan. Hence, we chose Ibadan.

As Yoruba children, we have come to seek your blessings for the meeting and the agenda.”

Adeyeye said SWAGA would continue to consult elders and traditional rulers in the region.

Oba Adetunji hailed members of the group for taking the bold step to advance the interest of the Yoruba.

The frontline monarch said it was not out of place for people to press for their rights in Nigeria.

He said the Yoruba played key roles in the struggle for Nigeria’s independence and development, adding that they deserve top roles in government, particularly those eminently qualified Yoruba compatriots.

Oba Adetunji said his door was open to all political parties and assured the group of open arms.

The Olubadan stressed that members of the group were free to visit him at any time.

He blessed their agenda thereafter.

At Alaafin’s palace in Oyo, Adeyeye told Oba Adeyemi that all regions wanted the presidential slot, but having had an agreement, written or unwritten, there should be no alteration.

He said: “We have a joker that others don’t have. That is Asiwaju. He has no peer in Nigeria today. That’s why we are confident that the Yoruba will produce the next President. Asiwaju Tinubu is not only qualified, he offered good governance in Lagos. Prior to that, he was an active member of the defunct National Democratic Coalition (NADECO). After Abiola, the next eminently qualified candidate we have is Asiwaju Tinubu.”

Expressing belief in SWAGA’s mission, Oba Adeyemi recalled the leading roles the Yoruba have been playing in Nigeria’s development.

He said it was right for the Yoruba to aspire to be President, adding that it was a noble cause for all Yoruba to consider.

The frontline monarch noted that for Nigeria to make progress, the country must practise true federalism.

Oba Adeyemi added: “We must have true federalism. If we don’t run true federalism, it will be difficult to move forward. The Yoruba have been at the forefront of exploits and development efforts of Nigeria, but there has been no sincerity in Nigerian politics.

“We need a leader who understands Nigeria very well and able to offer purposeful leadership.

I think your agenda is well thought out. I believe in your mission. In this journey, don’t entertain any fear, no matter the situation. You will attain your goal.”

Buhari Is Safe In Daura – Defense Headquarters

The Defence Headquarters, on Wednesday, says the Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, Muhammadu Buhari, is safe in Daura, Katsina State.

The Coordinator, Defence Media Operations, Maj. Gen. John Enenche, who stated this today, noted that the security of the President is not threatened by the activities of bandits in his home state.

Bandits had taken the Government Science Secondary School, Kankara, by storm on Friday night and abducted over 300 schoolboys after a gun duel with the police. Buhari had arrived in the state the same day for a week-long private visit –hours before the abduction took place.

Speaking Wednesday while featuring on Arise TV’s The Morning Show monitored by The PUNCH, Enenche said the President’s safety is guaranteed in his home town.

He said, “One of the major tasks of the Armed Force of Nigeria is to ensure the protection of government and state actors and in that regard, the Commander-In-Chief is very safe in Katsina and anywhere that he is or will be at all times.”

Enenche, while dismissing reports that terrorist group, Boko Haram, was responsible for the Kankara abduction, said military operations are ongoing to secure the release of the abducted schoolboys.

Boko Haram leader, Abubakar Shekau, in a recording on Tuesday, had said the abduction of the schoolboys was done in order to discourage people from obtaining western education.

But reacting to the claim by the terror group, Enenche said, “On the basis of the characteristics of terrorists all over the world from the time of Al-Qaeda, Taliban, Al-Shabaab, all of them, wherever they will boost their ego or show relevance, that is what they will do.

“What did they even do? Somebody spoke on audio and said, ‘I am Shekau.’ Shekau on a secondary note is a brand. All that needs to be done is somebody using his voice. The total aim of terrorists is to instil fear into people even beyond their scope of influence.

“So, it is easy for the layman to agree that it is them (Boko Haram) because even if it is kidnappers or armed robbers, their aim is to instil fear and kill.”

Enenche, however, appealed to the parents of the abducted students to “have short patience” with the military forces. “With what the military is doing, by the grace of Almighty God, very soon, the children will be back,” he said.

He also called for more cooperation by all stakeholders and the people of Katsina State to ensure the schoolboys are rescued without any record of casualty.

The Kankara students’ abduction is not the first in the history of the nation. Non-state actors had in the past abducted hundreds of secondary school girls from Chibok, in Borno State; and Dapchi in Yobe State. Some of them eventually regained freedom while a number of them were detained in the enclaves of their abductors and sexual abusers.

Leave Nigerian Military Alone – Senate Tells ICC, Amnesty

THE Senate on Tuesday warned Amnesty International and the International Criminal Court, ICC against meddling in the affairs of the Nigerian military on the issue of human rights abuses.

The Chairman, Senate Committee on Army, Senator Ali Ndume, handed down the warning on behalf of his colleagues while reacting to the recent statements credited to Amnesty and ICC condemning the alleged human rights abuses by the Nigerian Army currently prosecuting the insurgency in the North-East.

The Amnesty International in its report titled, ‘Nigeria: My heart is in pain – Older people’s experience of conflict displacement and detention in North-East Nigeria’, dated December 8, 2020, accused the military of human rights abuses in fighting the Boko Haram insurgency in northern Nigeria.

The ICC, on its part, threatened to investigate cases of human rights abuses by the Nigerian military.

But Ndume, in an interview with journalists on Tuesday in Abuja, vowed to formally move a motion on the floor of the Senate to warn the two international agencies against further comments about the issue.

He said, “You cannot cry more than the bereaved and they cannot be the prosecutor without the plaintiff. How can they prosecute without the plaintiff? We have the Nigerian Government, the federal parliament and the nation’s judiciary.

“If there are human rights abuses, it is only when there is a failure on the part of the three arms of government to act swiftly that we can draw the attention of the international community to it.

“There was a kind of confusion that led to the isolated cases of human rights abuses by the Nigerian Army and some of the armed forces. However, we stood up against it that time and that led to some soldiers court-martialed for human rights abuses.

“Some were even dismissed from the Army. For example, for involving in rape cases; it is not that the Nigerian Army is not doing anything about it. There is a department known as civil-military relations, created by the Nigerian Army to address such cases and they are doing well.

“The power of investigation lies with the National Assembly. Nigerians know where they would report cases of human rights abuses in case it happens anywhere.

“Let the Amnesty International and others leave us alone. These are the same international organisations that refused to give us support needed to fight the insurgency.”

China Approves Loan For $2.6 Billion AKK Gas Pipeline

China has approved and will disburse its 85 per cent loan required to fund the $2.6bn Ajaokuta-Kaduna-Kano gas pipeline project, the Federal Government announced on Tuesday.

Minister of Finance, Budget and National Planning, Zainab Ahmed, and Group Managing Director, Nigerian National Petroleum Corporation, Mele Kyari, announced this during the inspection of the project in Ajaokuta, Kogi State.

The AKK pipeline project, flagged off in July this year, is 85 per cent funded by the Bank of China and Sinosure, a Chinese export and credit insurance corporation, while the Federal Government, represented by NNPC, provides 15 per cent equity.

Brentex/China Petroleum Pipeline Bureau-CPP Consortia and Oilserve/China First Highway Engineering Company-CFHEC Consortia were announced as the Engineering Procurement and Construction contractors for the project.

Speaking on the side-lines of the project inspection on Tuesday, Ahmed said, “We have to give a sovereign guarantee to the lender so that the loan is concluded.

“I’m glad to say that the loan has been concluded and very soon, the disbursement will start.”

She said the project was being delivered on time and on course, adding that despite the slowdown in economic activities, the project had not slowed down and work had not stopped for one day.

“We are glad that gas is being piped across this line from Ajaokuta to Kaduna to Kano. This will help to revive industries in those parts of the country and create jobs,” Ahmed said.

On his part, Kyari said nothing would stop the project except force majeure or an act of God.

This, he said, was because the Bank of China had approved the loan and the project would continue till its financial close.

“This project has not stopped for one day since it started. We will complete this project on time, on schedule and on cost. We will deliver this project,” he said.

On the composition of the loan for the project, the NNPC boss said, “We borrowed money, 85 per cent of the total project scope as loan and then we provided 15 per cent as equity from NNPC’s own resources.

“So the 85 per cent that will come from our Chinese partners will be available for draw down.”

He said security was being built around the pipeline, which include the deployment of optic fibre lines that would run parallel to the pipeline such that at any infraction, the corporation would know about it and respond.

“More importantly we are using the best of technology so that we will bury the pipes deeper than normal and we don’t think that there is any high level of risk associated with this pipeline,” Kyari said.

On repayment of the Chinese loan, he said it was part of the loan plan, adding that as soon as gas starts flowing through the line, the revenue from it including existing revenue streams would be used to pay the loan.

Kano Shuts Down All Schools Over 2nd Wave Of COVID-19

The Kano government has directed that all schools — private and public — in the state be shut down.

The directive was in a statement issued by Sanusi Kiru, Kano commissioner for health, on Tuesday evening.

“Parents whose children are in boarding schools are to also arrange and convey their children/ wards back home from tomorrow, Wednesday, 16th December 2020,” Kiru said.

“All inconveniences are regretted.”

No reason was given for the shutdown but it may not be unconnected to the rise in COVID-19 cases or the insecurity in the country.

Last weekend, over 300 schoolboys were abducted by gunmen in Kankara, Katsina State.

So far, Nigeria has recorded 74,123 cases of the disease. While 66,494 patients have been discharged, 1,200 people have died.

In Kano, 1,913 cases of COVID-19 have been recorded.

The state has the ninth highest number of cases after Lagos, the federal capital territory (FCT), Kaduna, Plateau, Oyo, Rivers, Edo and Ogun.

We’re Tired Of Advising Buhari Govt On Insecurity – Arewa

The Arewa Consultative Forum, ACF, has expressed its frustration in advising the President Muhammadu Buhari-led government on security matters in the country without fruitful results.

The forum lamented that the government appeared not to be serious in taking proactive measures to bring the worrisome situation to an end.

Rising from its Board of Trustees (BOT) meeting on Tuesday, the National Publicity Secretary of the forum, Emmanuel Yawe, while speaking to journalists expressed dismay that the President Muhammadu Buhari-led government failed to heed its advice on how best to curb the security challenges in the country, thereby leaving the ordinary man to carry his cross.

The ACF National Publicity Secretary stressed the need for massive employment of youths by governments at all levels, assuring that it would go a long way to reduce crime rate and check rising insecurity across the country.

He noted that the Tuesday meeting was very crucial to the operations of ACF, saying that it was the first meeting of the newly-constituted BOT.

He added that they discussed security, and expressed worry because Nigerians are not secure.

“We are not happy about insecurity in the country. We are looking at the immediate and long-term ways of improving security,” he stressed.

Yawe explained that it has been in the news that over 300 students were kidnapped and taken away in Katsina, adding that the government was saying they are negotiating with the kidnappers to free the students.

He observed that the situation was very disturbing to all members of ACF.

If Not For God, I Would Have Been Buried Politically – Jonathan

Former President Goodluck Jonathan says the corruption allegations levelled against him could have sent him into political oblivion but God did not allow that happen.

Speaking at a book presentation in Abuja on Tuesday, Jonathan said officials of the current administration tagged him and some members of his former cabinet as corrupt.

Jonathan was in charge of the country between 2010 and 2015. President Muhammadu Buhari defeated him in the 2015 election and he conceded even before the Independent National Electoral Commission (INEC) made a final pronouncement on the exercise.

In his remarks at the presentation of “Dear President Goodluck Jonathan”, a book written in his honour by Bonaventure Melah, a former managing editor of Daily Times, Jonathan said the wrong perception about him is gradually changing.

“That is the problem myself and some members of my cabinet are still suffering since the beginning this administration when we were all tagged corrupt people,” he said.

“But I thank God that people can come together to celebrate me today. It is God. Otherwise, I would have been completely buried (politically).”

He also narrated how he was advised to sack Aruma Oteh as the director-general of the Security and Exchange Commission (SEC) in 2012 to avoid trouble with the house of representatives.

The former president said some of his associates had suggested the removal of Oteh in order to appease the federal lawmakers whom Oteh had accused of corruption.

Oteh, who was at the helm of affairs at SEC from 2010 to 2015, had at the time alleged that the leadership of the house committee on capital market solicited N44 million bribe from SEC.

The allegation had ruffled feathers at the national assembly with Herman Hembe, then chairman of the committee, accusing her of offering him N30 million.

It had also pitched the legislative arm against the executive.

“When my close political allies, advised me to sacrifice Arunma Oteh so that I don’t have problems with the house of representatives,” he said.

“I said I won’t sacrifice any Nigerian just for me to be in the good books of the lawmakers. Rather, I would sacrifice myself. I took that decision because I was convinced she was not corrupt.

“If I had sacked her undeservedly that may have been the end of her career with the World Bank.”

He also dispelled the rumour that he sacked Azubuike Ihejirika as chief of army staff “because of pressures from the North.”

“If somebody is going the right thing, even if you want to split my head, I would not sack the person,” the former president said.

Jonathan added that one of his core objectives while in office was to bring about national development through the instrument of education.

“My interest was to change society through education. No matter what we do to elevate Nigeria, without education, society would find it difficult to change. That was my personal view,” he said.

“That was also why I intervened in the almajirai case. We needed to elevate them above that level, because of the many social problems they were causing.

“I strongly believe that if there must be a change in Nigeria, we must be competent scientifically and technologically, because technology rules the world today.”
